jt •In the above named assessment roll, no remonstrators appeared and no written re-
monstrances were filed, the Clerk of the Board submitted proofs of publication of
notices and same were found sufficient, and the Board, therefore, finds that the i
several lots and parcels of land have been benefited and damaged in the amounts shown
j on said roll. The Board, therefore, decided to take final action on said assessment '
roll and declares same in all things ratified, confirmed and approved without modifi-
cation and the proceedings closed, and the alleys and streets vacated upon receipt of
the amount of benefit assessments from the various property owners so benefited and
all proceedings had with reference to said alleys and streets vacation are hereby
sustained. oI

A special meeting of the Board of Public Works was held in accordance with
legal advertising Wednesday evening, April 23, 1952 for the purpose of a hearing
in connection with the following Improvement Resolutions:

No. 2702 - Improvement of Illinois Street by Class "C" Pavement ' •
from the north line of Western Avenue to -the South line
j
of Washington St.
i
No. 2703 - Improvement of Alleys between Fox Street, Donald Street,
Dale Avenue, and Miami Street by Class "C" Pavement.

j� No. 2709 - Improvement of Klinger Street by Class "C" Pavement from
the East line of Michigan Street to West line of Charles
Street.
No. 2712 - Improvement of Alley between Brookfield and Johnson Streets
I by Class "C" Pavement from the North line of Vassar Avenue �I •
to South line of Humboldt Street.+
No. 2715 - Improvement of Kenmore Street by Class "C" Pavement from
South line of Western Avenue to North line of Ford Street.

Member of the Board, Granville P. Ziegler was absent. The meeting was called fj
to order by Ray S. Andrysiak, chairman of the Board, at 7:30 P. M.

Mr. Andrysiak first acquainted the large group of citizens present with the
purpose of the meeting, and then explained the fundamentals of the Barrett Law and
the various steps in Barrett Law procedure from the petition of the property owners
to final completion and acceptance of the improvement from the contractor concerned. .

After a very thorough discourse on the subject, Mr. Andrysiak opened the meeting
for questions and much additional information and enlightenment was obtained by
numerous persons interested.
. ' The remonstrance procedure was also carefully explained by Mr. Andrysiak. The
front foot and alley foot rates for the projects under consideration were given to
the persons in attendance at the meeting verbally by Mr. Andrysiak.
• Mr. Andrysiak mentioned the lower cost enjoyed by South Bend porperty owners
for aggregates as compared with the cost other cities of comparable size are paying
at this time.
There being no remonstrances filed or specific objections raised by persons in
attendance at this hearing, the meeting was thereupon adjourned.

A regular meeting of the Board of Public Works was held Monday, April 28, 1952 at
10:00 A. M. All members were present.
Minutes of the previous meeting and also the
special meeting were read and approved.
Claims of the following suppliers,.in the
total amount of $1272.51, were approved
and ordered paid.

The Board then took up the matter of bids opened at the previous regular meeting
for the re -surfacing of Sample Street from
the east line of Lincolnway East to the
south line of Mishawaka Avenue, including the deck of the Sample Street Bridge. The
(I bid of Reed Construction Co., Inc., for
lowest and best bid, and was thereupon
a total of $16#122.20 was found to be the
awarded the contract.
Mr. Eber Smith next appeared before
the Board in the interests of home -owners
living on Inglewood Place, affected by
the traffic diversion, due to a portion of
Sherman Avenue being closed because of
the interceptor sewer operations. Mr. Smith
presented a drawing and explained that
the local home -owners were unable by them-
selves to cope with the cost of the oil
and the labor involved in keeping this dirt
street oiled to allay the extremely bad dust condition. Mr. Smith commended the
i Street Department'for their assistance,
but pointed out that it has not been sufficient
j in view of the excessive traffic. The Board referred the situation to the Street
I Commissioner with recommendations as to
the application of the road oil to secure
maximum benefits.
Mr. Irving J. Smith next appeared before the Board, calling attention to the need
for additional lighting and street signs at the southwest corner of Bader Avenue and
Ironwood Drive. Mr. Smith called attention to the expense he has incurred and care
he has taken in beautifying this corner and mentioned that the light post could be
placed at a point where it will prevent persons from cutting across this corner, which
is becoming an annoying, destructive and dangerous practice.
The Board approved the petitioner's suggestions and the Street Commissioner and
Superintendent of the Electrical Department were directed to proceed accordingly.
