Nolan 5493.43 I PARKING METER DEPARTMENT: • The next matter taken up by the Board concerned the curbing on the north side of lWestern Avenue on the property located at the Northwest corner of Lafayette and Western. iThis curbing having been restored, the Parking Meter Department is directed to install ,parking meters at this location. I I STREET DEPARTMENT: H. M. Tomlinson, Street Commissioner, being present, brought to the attention of the Board, the unsatisfactory condition in which the contractor left the intersection of Olive Street and Western Avenue over the week -end. The Board directed the Clerk to notify the contractor of the situation with specific orders to keep this intersection open to traffic at all times. • j 420 Next to appear before the Board was Kenneth Taube, representing the Lions Club, and requesting permission of the Board to conduct their annual White Cane Day on behalf of the blind for the date of Saturday, May 3rd. Request was granted. ENGINEERING DEPARTMENT: The Board then took up the matter of the bids opened at the previous regular meeting, and accepted the bid of Rieth-Riley Construction Company for the re -surfacing of Wayne Street from Taylor Street to St. Joseph Street for the sum of $27,853.70, their bid being in the -Board's opinion the lowest and best°bid received, subject to the approval of the Common Council. IMPROVEMENT RESOLUTION NO.2688 In the matter of the,Bids for the Improvement of Crumstown (Ardmore Trail) Avenue from the center line,of Lincolnway 'West to the center line of lot 8 in Lincoln Manor 2nd Addition by constructing a local sewer in accordance with Improvement Resolution No. 2688, 1952 passed by the Board of Public Works and 'Safety on February 25, 1952, and confirmed by said Board on March 17, 1952, the Board accepted the Bid of the Niles Excavating Company for the sum of $4898.00. Their bid being in the Board's opinion the lowest and best bid received. IMPROVEMENT RESOLUTION NO. 2704 In the matter of Bids for the improvement of North Elmer Street from 625 feet south of the center line of Marquette Blvd. and to 460 feet north of the center line of Marquette Blvd. by constructing a local sewer in accordance with Improvement Resolution No. 2704, 1952 passed by the Board of Public Works'and Safety on February 25th; 1952, and confirmed by said Board on March 17, 1952, the Board accepted the Bid of Niles Excavating Company for the sum of $9,0.99.60. Their -bid being in the Board's opinion the lowest and best bid received. IMPROVEMENT RESOLUTION NO. 2706 In the matter of Bids for the improvement of Wall Street from the center line of Twyckenham Drive to 220 feet west of the west line of Greenlawn Avenue by constructing a local sewer in accordance with Improvement Resolution No. 2706, 1952, passed by the Board of Public Works and Safety on February 25, 1952, and confirmed by said Board on March 17, 1952, the Board accepted the Bid of Haines & Haines Contruction Company for the sum of $4,108.00. Their Bid being in the Board's opinion the 1'owe`st and best bid received. IMPROVEMENT RESOLUTION NO. 2707 In the matter of the Bids for the Improvement of Gertrude Street from the center line -of Ewing Avenue .to 1276 feet south of the center line of Ewing Avenue by con- structing a local sewer in -accordance with Improvement Resolution No. 2707, 1952 passed by the Board of Public Works and Safety on February 25, 1952, and confirmed by said Board on March 17, 19529 the Board accepted the Bid of Haines & Haines Construction Company for the sum of $5,105.00. Their Bid being in the Board's opinion the lowest and best bid received. _ Street Improvement Plans for Sample Street, submitted by the'Colpaert Realty Corporation, involving intersections with the following streets - Sylvan Lane Greenview Avenue Garden Lane Fairway Birchwood Avenue Gladstone Avenue Edison Avenue were examined and approved by the Board. Sewer Construction Plans for Miami Street in Broadmoor and for certain special structures involved were examined and approved by the Board. Plan for the route of proposed 161' gas main,'submitted by Northern Indiana Public Service Company, extending beyond the .City Limits out Miami Highway, was also examined and approved. A petition to vacate the alley from High Street to Studebaker Golf Course was received by the Board and referred to the City Plan Commission. A petition to improve the alley between College and Adams Streets from Humboldt Street North to intersection of east and west alley was examined and referred to the City Engineer. Excavation Bond for $lOx000.00, in the name of Archie Garrison d/b/a Archie's Contractors was approved by the Board and placed on file. n U A L� • 0 ! Mr. Hurwich cited the prohibitive Ordinance denying the use of vehicles on the streets for the principal purpose of ad- vertising, and request was accordingly withdrawn. Next appearing before the Board was Mr. Valentine Brzezinski presenting a petition i from business men and other property owners of the blocks concerned, demanding the closing of Western Avenue from Kosciusko Street to Olive Street night and day while street construction operations are underway, because of the excessive dust condition ji caused by heavy and speeding traffic. Considerable discussion was given the matter. Mr,. Ted Doba, who was present, called attention to the fact that several of the signers of the petition, had previously signed a petition requesting that the street • ! be kept open. He agreed, however, that the dust condtion is such as to have brought about the changed position in the matter by these signers. The.Board stated the matter would be placed in the hands of the Traffic Engineer for immediate action. 1� A complaint registered with the Board concerning intolerable condition of the sidewalk in the 600 block on Portage Avenue next received the Boardts attention, and the Clerk was directed to notify all property owners in the block to have their sidewalks restored to satisfactory condition at an early date. A petition, bearing one -hundred -fifty-three signers objecting to the excessive smoke in the area near the Pennsylvania Railroad y yards and the Sibley Foundry, was next taken up by the Board. The Clerk was directed to write both the Pennsylvania Railroad • i Company and the Sibley Foundry & Machine Co., asking them to put into effect immediately such improvements or changes in operation it may be possible to effect that will tend to abate this nuisance.
