A regular meeting of the Board of Public Works was held Monday, March 31, 1952 at
110: A.. M, All members were present. Minutes of the previous meeting were read and

A letter addressed to the Board by the Northern Indiana Transit, Inc., dated March
1I26th, 1952, in reference to Ordinance No. 3863, and written at the request of the
jCommon Council, was read, and the matter of a thirty day trial rerouting of the Western
;Avenue to Falcon Street, and the Belleville via Ford Street bus routes described in
(this letter, was explained to the Board by Attorney Nicholas Cholis, who personally
;appeared before the Board. The adjustment in routes, to be put into effect April 12,
!1952, was taken under advisement to be acted upon at the next meeting of the Board.
ENGINEERING DEPARTMENT:
Drawings and blueprints pertaining to the installation of a fire escape at the
rear of Wymants Department Store were presented to the Board by representatives.of
Wymants. The -Board examined the drawings and finding the normal position of the fire
escape to be 33 feet above the alley, approved the installation and referred the
drawings and blueprints to the Building Department.
i�Mr. Wilbur Gartner of Wilbur H. Gartner & Associates, Civil Engineers, reported
to the Board Profiles, Drawings, Plans, General Details, Specifications, Estimates
!.and Preliminary Improvement Resolution for the improvement of KENMORE STREET from
• :!the south line of Western Avenue to the north line of Ford Street, AND

The Board approved the reports and passed Improvement Resolutions, authorizing
!these public improvements, and the 23rd day of April 1952 at the hour of 7:30 o'clock
'P. M. CST is hereby fixed as the time, and the office of the Board in said City -as the

, when and where all persons whose property may be affected by such proposed
improvement, may be heard as to the necessity for the same, and all petitions and
'remonstrances received and the Board will, on said day, decide whether the benefits
.accruing to abutting and adjacent property, and to the City of South Bend, Indiana, will
Abe equal to or exceed the estimated cost of said improvement. The Clerk of the Board
is hereby o3�s3ered to .give notice by two weekly publications, of the time and place of
,hearing of the following resolutions:

! IMPROVEMENT RESOLUTIONS NOS. 2702, 2703, 2709, 2712 and 27159 adopted
March 31, 1952 and to be published on April 4, and April ll, 1952.
The Board next took up the matter of the bituminous concrete (AH) re -surface
;pavement on Sample Street from the East line of Lincolnway East to the South line of
:Mishawaka Avenue and ordered legal notice to be published inviting sealed bids, said
'notice to appear April 4th and April llth, specifying bids to be received at the
;office of the Board until 11*00 A. M. April 21, 1952.
It now being 11:00 o'clock, the time set for the opening of bids for the supplying
of equipment, gravel and -ready -mixed concrete for the Street Department and wire and
;.fire alarm boxes for the Electrical Department, the Board then proceeded to open bids

Mr. R. S. Andrysiak, City Engineer, filed primary assessment roll showing the awards
i of damages and the assessments of benefits in the matter of the vacation of alley
!lying between lots 317 and 264 in second plat of LaSalle Park, which alley extends
'North from the northern boundary of Western Avenue to the southern boundary of the first
,East-West alley North of said Western. Avenue, under vacation resolution No. 2710.
• In the above named assessment roll, the Board hereby orders that it will meet in
the City Hall at 11:00 A. M. on the 28th day of April, 1952, for the purpose of hearing

The following Contractor's Bonds were received by the Board and examined and
approved:
