A regular meeting of the Board
of Public
Works was held on Monday, October 22, 1951,
at 9:30 a.m. All members were present. Minutes of the previous meeting were read and
approved. Claims of the following

TRAFFIC ENGINEERING DEPARTMENT: Ernest Miller, Traffic Engineer, was present and matter
pertaining to his department were discussed.
The following stop signs were approved by the Board and installed:

Fredrickson Street at Elmer Street, both sides
Elmer Street at Elwood Avenue, both sides.
Altgeld Street at Twyckenham Drive, both sides
J Catalpa Street at Kerr Street, both sides.
!� York Street at Twyckenham Drive, southeast side.
Fredrickson Street at Huey Street, both sides.
Birdsell Street at Fassnacht Street, both sides.
Wilbur Street at Fassnacht.Street, both sides.
Vine Street at 26th Street, both sides.

The following stop signs were approved by the Board and changed: from Marion to
Lafayette Street, both sides; and from Marion to Main Street, both sides. City Reflecto
rized stop -sign changed to scotchlite stop signs at Ford and Walnut Streets.
The following stop signs were approved by the Board and installed making 4-way stops?:
on Fellows Street at Bron AVeet, both sides; Fellows Street at Indiana Avenue, both sides;
Ewing Avenue at Twyckenham Drive, both sides; and on Franklin at Calvert Street, both si4les.
ENGINEERING DEPARTMENT: Contractors' Bonds were approved and ordered filed for Eugene A.
Harris; and South Bend Building Construction Company.
A petition was received asking for the vacation of the alley between Main and Lafa-
yette Boulevard from Main Street west to the east line of the alley ire-st of Main Street!

A letter was drafted to Mr. 0. H. Xkusmeyer, Plant Engineer at the Studebaker Corp.,
denying their request for a loading dock to be built at the north-east corner of Tutt
and Lafayette Streets, because it is in violation of an ordinance prohibiting backing up
of trucks over a sidewalk.
_The Board approved Change Order #1 Contract #8 of the Hydraulic and LaSalle Street
sewer project which contemplates building a concrete base in the manhole at Sycamore and
LaSalle Streets, cleaning the manhole at Hydraulic and LaSalle Street, and cleaning the
thirty-four feet of the existing sewer north from the manhole if same is found to be in-
tact. If, at the time of cleaning, this manhole it is found that no concrete base exists
to build same._ Payment for same to be made in accordance with Page E13 Paragraph 34, sub
paragraph (d) General Condition of the Contract, i.e., on a cost plus basis. -

sworn upon oath deposes and says he is acquainted with the Reed Construction Company the

party to whom was awarded the contract and who performed the work under Improvement Re-
solution No. 2682-1951, NORTH SHORE DRIVE BITUMINOUS CONCRETE RE -SURFACE PAVEMENT.
That he is familiar with and personally knows the requirements of the plans and spe
cifications of said improvement resolution and further knows that the said Reed -Construe
tion Company in the performance of s aid work complied with all the terms and conditions
of said plans and specifications in every particular, and that the material used was of
the character, kind, quantity and quality required therein and according to and under th
direction of the Board of Public Works and Safety

Indiana, that the Final Estimate, and Primary Assessment Roll submitted to the Board by
the City Civil Engineer or his duly authorized representative on this 22nd day of October
1951 on the improvement known as the NORTH SHORE DRIVE BITUMINCUS CONCRETE RE• -SURFACE i
PAVEMENT as described in Improvement Resolution No. 2682-1951, passed by the Board of
Public Works and Safety on August 20, 1951, and confirmed by said Board on September 17,
1951, be and the same is hereby adopted, and the Clerk of this Board is hereby requested';
to give notice of the hearing of Special Benefits on said improvement, as required by 11
Section N.111 or 120 of an Act entitled, "An Act Concerning Municipal Corporations" ap-
proved March 6, 190,5.

petition for the installation of
a traffic
'j signal at Mishawaka Avenue and Beyer Avenue.
A survey of traffic conditions
was made and?
it was found that traffic at this
intersection
is at times quite congested.
Mr. Miller i

since the
petition for this signal was received
rather
late this year, it will be impossible, due to
taterial shortages, to complete
this in-
stallation during 1951. He feels,
however,
that it should be included in the
1952 instalj-
lations.

BUSSES: A petition was received asking for the approval of the Board for an addition to'
bus service to the southwest section of the city. The bus route at present follows a
route north on Gladstone Avenue to Western Avenue then east on Western Avenue to center. ';
The petitioners ask that this route be altered so that the bus would travel north. on
Gladstone to Western Avenue, on 1estern Avenue to Villageway; north on Villageway to Wash-
ington; east on Washington to Sheridan; south on Sheridan to Western; then east on Western
to center. This petition was referred to Northern Indiana Transit for t heir consideration.
ENGINEERING DEPARTMENT: Contractor's Bond was approved and ordered filed for Belleville
Lumber and Supply Company.
Excavation Bonds were approved and ordered filed for Leslie 0. Hawkins and Wallace
Mitchell.
A petition was received asking for the construction of a curb on Sheridan Avenue
#from Western Avenue to Sample Street. This was referred to the City Engineer's office.
A petition was received requesting the vacation of II -Vest Colfax Avenue from North
Brookfield Street to North Johnson Street. This was referred to the City Plan Commissi
for investigation and report.
