C: A petition was received asking for the installation of a traffic signal at the inte section of Mishawaka Avenue and Beyer Street. This was referred to Mr. Miller for inves tigation and report. BUSSES: A letter was received from Northern Indiana Transit, Inc., requesting that the Board make a trip over the proposed ext4nsion route on the South Bend Avenue bus line. The Board directed Mr. Miller to take the ride and make a report to the Board. ENGINEERING DEPARTMENT: Contractorst Bonds were approved and ordered filed for Colpaert Realty Corporation; Ernest L. Longway of Mishawaka, Indiana; and T. W. Miller. A petition was received asking for the elimination of smoke and soot from the smoke stacks of Wilson Brothers factory. A letter was sent to Wilson Brothers requesting them to have a representative appear before the Board at their next meeting to discuss what steps can be taken to eliminate this nuisance. A petition was received asking for the installation of a pavement in the alley bet- ween Brookfield and Johnson Streets from Vassar to Humbolt Street. This was referred to the City Engineer. The following street improvement plans were approved by the Board: Sample Street from Lombardy Drive to Station #10/25.85; Linden Avenue from Concord Avenue to Lombardy Drive; Lombardy Drive from Ford to Huron Street; Concord Avenue; Linden Avenue to Lom- bardy Drive. 'The Board approved plans for a pavement on Addison Street from Jennings Avenue to Klinger Street. The Board approved sewer plans for Lombardy Drive; Barberry Lane; and Maywood Place between Sample Street and Maywood Place; Birchwood from Meadow Lane to ;Sample Street; an Silver Lane. William G. Metros, 403 West Marion Street appeared before the Board to s ubmit a plan for a store front at 112 West Colfax Avenue. A permit was issued to Gus Metromaras to erect a new store front at 112 West Colfax Street, which up to a height of eight feet or more will be within private property, the remainder, approximately six feet, is to extend over public property not to exceed four inches. A sign with the words "The Loft" is to be erected under the usual sign regulations. An estimate of the cost of the bituminous concrete refurface pavement for LaSalle Avenue was filed by the engineer. 344 IMPROVEMENT RESOLUTIONS RESCINDED Res. Nos, 2676 and 2663- 1951 Department of Public Works and Safety; South Bend, Indiana September 24, 1951 For the improvements of ST PETER STREET under Improvement Resolution No. 2676-1951 adopted August 20, 1951, from the north line of South Bend Avenue to the south line of Corky Street by constructing a Class "C" pavement, AND HILL STREET under Improvement Resolution No. 2683-1951 adopted August 20, 1951, from the north line of Corby Street tot he south line of Howard Street by constructing a Class "C "R Pavement. ,After hearing all persons interested who appeared at the public hearing for said improvement held on September 11, 19510 and having received a written remonstrances on or before September 21, 1951, said date being the final day on which remonstrances may be made against said improvements, and said written remonstrances bearing the signatures of 51 per cent or more of the resident T operty owners on said street, who may be liable for, assessment for said improvement, Therefore BE IT RESOLVED, by the Board of Public Works and Safety of the City of South Bend, Indiana, that the Improvement Resolutions Nos. 2676 and 2683, 1951, duly passed by this Board on August 20, 1951, for the above improvements, be and the same in all things rescinded and the improvements are hereby ordered not made. Baer Board of Public Works and Safety The residents in the east half of the 800 block of Bryan Street were granted permis- sion to block the street for a Street Party.Saturday, September 29, 1951 from 4 o'clock until 12 midnight. -SEWAGE DISPOSAL: The following letter was received from Barney Massa Construction Co;, Inc..; City of South Bend Board of Public Works & Safety City Hal 1 , South Bend, Indiana Re: Reconstruction of the existing Storm and Sanitary Sewer on Sherman Street Gentlemen: In answer to your request for us to replace the existing Sherman Street Trunk Sewer, between Kinyon and Beale Sts, we hereby agree to accept the same under the terms of our contract; (No. 4A) paragraph 34, sub paragraph (D), page (E13) of the General Condition of the contract, with the firm understanding that the total cost of the said work shall not exceed the sum of ($14,750.00). Mr. Miller was granted permission to go to Indianapolis on October 2, 1951, to dis • cuss off-street parking with the State Committee and also to attend the Mid -West Safety Conference in Chicago October 8, to.l2, inclusive. r A petition was received asking for the elimination of heavy truck traffic on Dundee] '! Street. This was referred to Mr. Miller. RAILROADS: A letter was received protesting the removal of railroad watchman at the grade crossings at Western Avenue and Washington Avenue. A letter was sent to Mr. G. A. Farabaugh, attorney for the New York Central Railroad asking that a representative of j the railroad be present at the next regular Board meeting Monday, October 8, 1951. i. • ENGINEERING DEPARTMENT: Contractors? Bonds were approved and ordered filed for Adams I Roofing & Construction Company; Melvin L. Green; Carl McClellan; and Kenneth F. Rose d/b;a Red Rose Builder. Permission was granted for the erection of a canopy across the sidewalk at the First Presbyterian Church Saturday, October 6, 1951. i Sewer plans were approved by the Board in the McKinley Terrace Addition for the Crown Development Company for Manchester Drive and Corby Street. Mr. R. A. Smith representing Wilson Brothers appeared before the Board to discuss i the smoke nuisance. Mr. Smith assured the Board they were willing to cooperate in any • way possible and would have smoke arrestors placed on their buildings. ! L. 0. Gates Chevrolet Corp., was granted permission to build certain driveways, curbs and sidewalks along Western Avenue, Franklin and Wayne Streets for their new garag6. One driveway entrance on Franklin Street will necessitate that trucks will have to back up over the sidewalk. This permit is issued on the condition that each and every time a delivery is made where the truck must back in over the walk, a man will be posted to protect the pedestrian traffic at this driveway. Mr. Harold Maurer and Mr. Roger Doust appeared before the Board to request permist sion to occupy a portion of the wtreet in f ront of the National Bank Building during conk struetion of a vault for the bank. It was the decision of the Board that permission for` the above project be withheld until such time as the heavy traffic, due to football games in South Bend, would be eliminated. Permission for such work will be granted about November 26, 1951. F
