A regular meeting of the Board of Public Works and Safety was held on Monday, March i51 1951 at 9:30 a.m. All members were present. Minutes of the previous meeting were Iread and approved. Salary claims in the amount of $22,709.56 were approved and ordered ;paid. A copy of a letter written to the State Highway Commission.of Indiana relative to a 90 day test period on one-way street traffic in South Bend was presented to the Board and ordered filed. `TAXI°CAB STANDS: An application for a taxi cab stand at the northeast corner of Main and Washington Streets on the east side of the street at the first parking meter north of (Washington Street was referred by the Board to the traffic engineer for investigation and report. • iRAILROADS: The Board directed that a letter be sent to Grand Trunk Western Railroad Co., ;requesting information on our petition for a light to be erected at their grade crossing !at 35th Street in South Bend. A memo having been received from the Common Council containing a complaint of the conditions of the crossings at Sample and Ford Streets, and that switch engines were polluting the air at the West Ford Street crossing area, the Board directed that a lette be sent to Mr. G. A. Farabaugh, Attorney for the New York Central Railroad Company advis ing him of these complaints. ;BUSSES: A memo having been received from the Common Council relative to complaints • about bus service on the Corhy Street bus line, the Board directed that a letter be sent ;Ito the Northern Indiana Transit Inc., requesting an investigation of said complaints. ENGINEERING DEPARTMENT: A Contractorts Bond was approved and ordered filed for Eston Ball. A letter was received from the City Plan Commission indicating that a petition has been filed with the Common Council for annexation of a tract of land, approximately 70 acres fronting on McKinley Avenue immediately east of the Morris Park Country Club. Action on this petition has been held up pending reports from City Department Heads on estimating the effect such annexation would have on the work of several departments. . A letter was received from the City Plan Commission indicating that they approve the vacation of Cherry Tree Lane from the west line of Ironwood Drive to the west line of the ,Xorris Country Club addition. The City Engineering Department was directed to prepare ,a vacation resolution for same. A letter was received from the City Plan Commission indicating that they approved the petition for vacating sections of Marshall Street together with sections of alleys in Tuxedo Park, 1st and 2nd Additions. These vacations are recommended as petitioned for with the condition that easements be -provided for such utility lines as exist at the present time. VACATION RESOLUTION NO. 2659 jRESOLVED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, INDIANA: That it is idesirable to vacate the following: MARSHALL STREET from the west line of 24th Street, west a distance of 166 feet AND The First East-West alley south of Washington Avenue from the East line of 24th Street, East a distance of 588 feet to the east line of Lots No. 25 in Tuxedo Park First Addition and 42 in Tuxedo Park.Second Addition of Lots in Jefferson Heights Addition AND � it 240 The First East-West alley South Of Wilson Street from the east line of 24th Street, East a distance of 588 feet to the East line of Lots No. 9 and 24 in Tuxedo Park First Addition of Lots in Jefferson Heights Addition. The following property may be .injuriously or beneficially effected by such vacation: Lots numbered 1 to 16 inclusive Lucas Sub -Division and Lots numbered 1 to 33 inclusive in Tuxedo Park First Addition of Lots in Jefferson Heights Addition AND Lots numbered 34 to 42 inclusive in Tuxedo Park Second Addition of Lots in Jefferson Heights Addition. Notice of this Resolution shall be published Dn the 9.th day of March and on the 16th day of March, 1951, in the South Bend Daily Tribune and the Weekly Record. This Board, at its office in the City Hall on the 26th day of March, 1951, at 11:00 a.m., will hear and receive remonstrances from all, persons interested in or affected by theze proceedings. Bruggner BOARD OF PUBLIC .VORKS & SAFETY The Board approved a plat of Hartman's William Morris Addition formerly Lot No. 338, Coquillard Proposed Farm Plat Unrecorded. The Board approved plans for the resurfacing of Main Street from Western Avenue to LaSalle Street. The Board approved plans for the widening of William Street from Washington Street to Western Avenue. A petition was received asking for the improvement of Vassar Street from Olive to OtBrien Street by the construction of pavement, curb and -sidewalks. This was referred to the Engineering Department. STREET DEPARTMENT: Melton 0. Brannan, Street Commissioner, was present and matters per- taining to his Department were discussed. The Board approved the installation of a stop sign on High Street at Ewing Avenue, • both sides. Mr. Ralph Allen and Mr. Huff of the Studebaker Corporation appeared before the Boarl to discuss the parking situation. The Board considered the parking situation of Stude- baker employees near the Studebaker plant area on Sample Street and Prairie Avenue. Rep. resentatives of the Studebaker Corporation, being present in person, showed to the Board that the corporation was making every effort to acquire property of its own in order to provide off-street parking facilities for its employees. However, in view of the densel; populated area it was difficult to purchase or otherwise acquire sufficient land to eli- 1minate parking congestion in the area. j In order to cooperate with both the Studebaker Corporation and the residents of the • areas,, -.the Board now authorizes the Studebaker Corporation to use the sidewalk portion of the East side of Prairie Avenue from Sample Street, in a northerly direction to the via- duct*,for parking. A report of the City Traffic Engineer indicated that there is practi tally no use made of this section of the sidewalk for pedestrian traffic. The Board now authorizes the Studebaker Corporation to use said area for parking in a manner designated in a blue print submitted this day, which blue print is filed here- with and made a part hereof. Proper guard-rails are to be erected near the curb, traffic exit and entrances are to be provided as shown on said blue print, and the area maintaine in a safe and orderly manner. All expenses in connection with clearing said area and and improvements or construction necessary are to be made at the cost of the Studebaker Corp. CJ
