TRAFFIC DEPARTMENT: Ernest Miller, Traffic Engineer, was present and matters pertaining
to his Department were discussed.
The Board approved the installation of traffic signals at the intersection of Falco'' ■
Street and "estern Avenue; and, Dundee Street and Vestern Avenue.
Mr. Paul Lawrence, 1125 East Madison Street appeared before the Board to further
discuss pedestrian traffic at the intersection of East Colfax and Eddy Streets. The Boad
informed Mr. Lawrence that they would have a police officer at that intersection as ofte •
as they can and will try -to work out a solution to the traffic problem.
BUSSES:-: The Board, upon the reco_riendation of the Traffic Engineer, granted the petitio
of the Northern Indiana Transit, Incorporated, to extend their present 04estern Avenue
bus line as per their request.
RAILROADS: A memo was received from the Common Council relative to dense black smoke `
emanating; from switch engines in the vicinity of the Ford and K_osciuszko Streets crossing.
The Board drafted a letter to G. A. Farabaugh, Attorney for the railroads, calling this
complaint to his attention. j
A letter was received from the attorneys for the New York Central Railroad informin. •
the Board that full cooperation will be given in the endeavor to keep the crossings free
and also to eliminate the smoke, soot and cinders complained of in our letter of Septem-
ber 20, 1950.
ENGINEERING DEPARTMENT: Contractor's Bonds were Approved and ordered filed for Bellevillile
Lumber and Supply Company; Galbreth Lindley Construction Company of Elkhart; John C.
Gillstrap d/b/a Gillstrap Construction Co.; H. Parker Link; and Hugh Vright.
A petition was received asking that North Elmer Street from Keller Street to Hamil-
ton be improved by the construction of a sanitary sewer and pavement. This was referred
to the Engineering Department.

son from O'Brien Street to the west line of the north and south alley. This was referred;`:

feet in width beginning at the southerly line of East Chippewa Avenue which is the north-

distance of 78 feet to the northwesterly corner of Lot Number 172, Mliami Hills Addition,
The Board approved plans for the Carroll Street sewer from Chippewa Avenue to Sher-
wood Avenue.
A letter was received from. the Indiana Bell Telephone Company requesting permission
to construct underground and aerial cable constructions. Upon the recommendation of the
Electrical Superintendent and the Traffic Engineer, the Board granted permission.

Therefor Be It Resolved, By the Board of Public 1,1orks and Safety of the City of
South Bend, Indiana, that the bids of the Rieth-Riley Construction Company for the cons-
truction of the improvements described in Improvement Resolutions Nos. 2645, 2647 and
2652, 1950, passed by this Board on ijugust 14, 1950, a nd confirmed by this Board on Sep-
tember 5, 1950, be and the same is hereby adopted and that the City of South Bend, India
na, thru its Mayor and Board of Public lilorks and Safety enter into a written contract wi
said Rieth-Riley Construction Company for the faithful executor of such work, according
to said bids, the detailed plans and specifications and the terms of said Resolutions,
provided that before entering upon the performance of said contracts, said Rieth-Riley
Construction Company, shall give bonds, in the amount equal to one hundred (100) er y of the contract price for such. work, with a Surety Company legally authorized to tper ce act business in the State of Indiana, as Surety, to the approval of this Board, to secure
the performance of such contracts, and shall give a lVaintenance Bond in the amount equal
to fifty (50) per cent of the contract price for such work, with a Surety Company legall-, authorized to transact business in the State of Indiana, as Surety, to the approval of
this Board to warrant and quarantee the work, material and condition of the pavements
for a period of three (3) years, and to hold the City of South Bend, Indiana, harmless
from payment of any debt or damage by reason of any.act of such Contractor, and to secur€
the payment of all claims for labor and material used in such improvements.

The Board approved the installation of stop signs at Washington Street and Coquill-
ard Drive, both sides; On Sunnyside Street ,at South Street, both sides and on Edison
Street at Ironwood Drive, both sides. -
BUSSES: A letter was received from Northerfl:,.Indiana Transit, Inc., informing the Board
that they will put into effect the change in the Western Avenue Bus Route on October
14, 1950.
ENGINEERING DEPARTMENT,* Contractor's Bonds were approved and ordered filed for Charles
W. Aulm, Adams Roofing and Constructi-on Company, Former Dix and Russell Flatt,
The Board aplr oved plans for the construction of a dumb -waiter shaft on the outside
of a building awned by the Shrine Club at 107 Lincoln Way East.
A letter was received from the City Plan Commission indicating that they approve
the vacation of the first alley North of Rupel Street from Johnson Street to the first
alley East of Johnson Street. The Engineering Department was directed to prepare a-.
Vacation-Reaolution for same.
