AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA,APPROPRIATING ADDITIONAL FUNDS FOR CERTAIN
DEPARTMENTAL AND ENTERPRISE OPERATIONS IN 2017 OF $20,000 FROM
EMS OPERATING FUND (#288), $7,823 FROM CONSOLIDATED BUILDING
FUND—CODE ENFORCEMENT (#600), $100,000 FROM SEWER INSURANCE
FUND (#640), $288,850 FROM SEWAGE WORKS OPERATIONS &
MAINTENANCE FUND (#641), $10,800 FROM SEWAGE DEPRECIATION FUND
(#642)AND $200 FROM 2011 SEWER BOND FUND (#659).
STATEMENT OF PURPOSE AND INTENT
The Common Council passed the City's 2017 operating and capital budgets in
2016 (Ordinance#10458-16 passed on October 24, 2016), which included expenditures
for various City enterprise operations. It is now necessary to appropriate additional funds
for operational expenditures necessary for the City to effect provision of services to its
citizens which were not anticipated at the time the City budget was adopted.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
Section 1. The following amounts are hereby appropriated in fiscal year 2017 and
set apart within the following designated funds for operational expenses as follows:

RE: October 2017 Appropriation Ordinance— Enterprise Funds—SUBSTITUTE BILL 77-17
Dear Council President Scott,
On October 4, 2017, based on our budget review, we submitted an ordinance adjusting the 2017 budget
for City Enterprise Funds, among other similar ordinances. Due to a clerical error in the fund number
used for the EMS Operating Fund, I attach for Council consideration a substitute Bill appropriating monies
for the City's Enterprise Funds. This substitute bill corrects the previously described error. No other
changes are required.
I will present this bill to the Common Council at the appropriate committee and council meetings. The 2nd
reading, public hearing and 3rd reading are scheduled for October 23, 2017.
