March 24, 1950
A Special Meeting of the Board of Public Works and Safety was held on Friday, March
°24,°1950 at 10:30 a.m. All members were present.
The meeting was called for the purpose of signing contracts for the installation of
various sewers.
A contract was entered into between the City of South Send and the nNiles Excavating ' •
Company, Niles, Michigan for the installation of a. local sewer on LIBERTY STREET from
190 'feet south of the sov.th line of Washington Street to 164 feet north of the north lin -
of Western .Avenue under Improvement Resolution No. 2613. .A Performance Bond was approve I
by the Board for the above.
A contract was entered into between the City of South Dend and the Niles Exca.va.ting
Company, Niles,'Michigan for the installation of a. local sewer on FISHER STREET from the
center line of Olive Street to 167 feet east of the east line of Meade Street by furnish
ing a.11 labor, etc., under Improve�;-,ent Resolution No. 2614. A Performance Bond was ar,pr*v-
ed by the Board for the above,
A contract was entered into between the City of South Bend and the Miles Excavating i•
Company, Niles, Michigan for the installation of a local sewer on CALVERT STREET from
the 'center line of 'Olive Street to tI'le center line of Paley Street by furnishing all labor'
etc., under Improvement Resolution No. 2615. A Performance Bond was approved by the Boa d
for the above.
.A 'contra.ct was entered into between the City of South Bend and the Reed Construction
Company, Mishawaka,' Indiana. for the installation of a. local sewer on LONGLEY AVENUE from �
the'center line of 'Olive Street to the center line of Meade Street by furnishing all labor,
etc., under Improvement Resolution No. 2616. A Performance Bond was approved by the Boar
for the above.
A contract was entered into between the City of ,South Bend and the Miles Excavating j

After due consideration of the entire St. Joseph River problem the Board agreed t

Ical oxygen demand. '-,,'his plant must also include chlorination and be so constructed that

t1construction and improvement of such sewers is necessary in order to Protect the health i
i land well-being of the citizens and will be of general benefit to the entire City; and
WHEREAS, the Board of Public Works and S@-+'ct-,.7- finds that the estimated cost of the
• 'Pnstruction and improvement of said sewers and the incidental expenses in copnection
therewith will be in the amount of One Million Dollars (,1,000,000.00): now therefore
BE IT RESOLVED by the Board of Public Works and Safety of the City of 'outh Bend, Ind_iana, that this Board request the City Controller and Common Council to take proper
;Steps immediately to provide the necessar-,7 funds for said purpose, in the amount of One

George M. 111oscnheimer, E. E. Richards, and Crown Development Company, Incorporated, j
by their- attorney, Joseph A. Roper filed a petition to vacate a portion of Woodside Road4
This petition was referred to the City Plan Commission for investigation and report.

Mr. Maurer, .Architect and Roger Daoust, Contractoi, appeared before the Board ^to dis-
cuss the installation of an electric eye apparatus at the South Bend Clinic Building, 14
North Lafayette. �'
A petition was submitted to the Board through its Business Manager, C. L. Van Skyhaw
wherein they indicate that the Clinic has taken out the necessar-Jr insurance on the elect is
eye installation, that is located on public property, holding the City free from any li
ability or accident which might result from this installation, The Board accepted this �j •
installation in view of the nature of their b_lsiness fron_ the standpoint of accomodations
to those who are handicapped. I
Mr. Joseph Wentland, 1612 Mishawaka Avenue, appeared before the Board to ask permis-
sion to install signs in the parkway at the entrance to River Park. No action was taken.ii .
A petition to improve the alley between Michigan and Main Streets, one block south of
Indiana .Avenue wa.s referred to the City Engineer.
This being the date. set, hearing was held on the assessment roll showing the award
of damages and the assessment of benefits in the matter of variation of the first alley
west of Ironwood Drive from Ewing Avenue to the soot'_: line of the alley north of :Swing
.Avenue under Vacation Resolution No. 2621.
In the a.bove named assessment roll, no remonstrators appeared and no written remon-
strances were filed, the Clerk of the Board submitted proofs of publication of notices
and same were found sufficient, and the Board, therefore, finds that the several lots an
parcels of land have been benefited and damaged in the amounts shown on said roll. The
Board, therefore, decides to take final action on said assessment roll and declares same
in all things ratified, confirmed and approved w thout modification and the proceedings
closed,, and the alley vacated upon eceipt of the amount of benefit assessments from the
various property owners so benefited and all proceedings had with reference to said alley
va,ca.tion are hereby sustained. •

The Board authorized the South Berd Dousing autr_ority to use a piece of Street Depa.r

purposes at the Southmoor Dousing Project. ``'he equipme-t is to be used at the convenien

a.m. Mr. Baer was absent. The meeting was called for the purpose of awarding bids.
The bid for repairing the bridge (Logan Street Bridge) was awarded to Peter Schumache
& ,Sons for a. price, after certain deductions, of �r4,901.10. This bid was accepted by the
Board, subject to approval -by the Common Council.
The Board accepted the bid of Ben Mcdow for a 1/2 Ton Truck for the Engineering Depart-
ment for the sum of 41,716.75 less the trade-in allow. cc for 1 - 1941 GI,iC Panel Truck of I
$P421.75 which makes a. total price of w1,295.00.
