All members were present. The meeting was called for the 'purpose � of making a decision in the matter of the petition of the Northern Indiana Transit Company, Inc., for a change in rates. The contract previously submitted by the Northern Indi,aria Transit Company, Inc., was approved by the Board of Public-s'dorks and Safety to be sent to the Common Council for their approval. `Simultaneously with the signing of the contract the Northern Indiana Transit, Inc., furnished the Board with a statement committing themselves to future improvements in service and facilities. Both contract and statement are entered herein and madee a part of this record C O N T R A C T This CONTRACT, made and entered into this 13th day of February, 1948.,' by and between the City of South Bend, Indiana, acting by and through its Board of Public Works and Safety, hereinafter called -the First Party, and Northern Indiana Transit, In a corporation organized under the laws of the Stateof Indiana, its successors and assi hereinafter called the Second Party, ITITNESSETH: The parties hereto agree that that certain contract made between the parties and confirmed by Ordinance of the Common Council of the City of South Bend on or about the 13th day of May, 1940, shall. be and is hereby amended in each of the following respects: All provisions in said contract regarding the charge for token fares are herebtr deleted, and Second Party, upon approval of this contract by the Common Council of this City, shall sell to users of its service, upon request, five tokens for forty- five cents ( each token giving a passenger the right to brie 'ride or trip on a^bus.) All prov"isions.:in said -contract as to cash fares and transfers shall remain the same. Second Party shall furnish service to the public over the routes now pre- sently established. Said contract made between the parties on the 13th day of P.,1W, 1940, as hereinabove amended, shall be and is hereby continued in full force and effect. Schock, The Board of Public Works and Safety South Bend, Indiana Gentlemen: ti;Te have examined a report dated�February 12, 1948 signed by Ernest H. Miller and Leslie Williams, 'which report contains certain recommendations regarding bus ser- vice and routing in the cities of South Bend, and Ttlishawaka. We have always been anxious to render the best possible service to the public and we are willing to comp17 promptly with the recommendations contained in said report, upon your request. At our recent conferences we have discussed the matter of certain services to be rendered to the public. It was suggested that later bus service be rendered, principally for those attending late shows, We are agreeable to arranging service so that there'will be at least one bus on each established route leaving the center of 'South Bend at 11:45 P.M. Ole might observe that heretofore we have been rendering late bus service on Saturday and Sunday nights. It has been suggested that more frecuent bus service be rendered on Sunday morning between 7 and 10:30 o'clock. Vie shall make an immediate study of the public needs and we are sure that we -can arrange to meet every reasonable request for such service. These single seats were installed upon the recommendation of traffic experts as a safety measure. Experience has shown that with the new busses passengers do not block the aisles and jeopardize the driver's operations. - li The new busses contain 35 seats. Not more than 40 seats could be placed in a new bus if the single seats were eliminated. (The older busses contain only 27 seats, less,) We thank that the busses presently used afford the greatest safety to ifor the general public. However, if you request, we shall equip our new busses with it • i' 40 seats. It has been suggested that our busses stop at all street intersections. There is no city in the country where transit vehicles stop at every block on their lines, life believe that this suggestion was made without giving full re- flection to the problem of modern transportation. To require a bus to stop at every street intersection iidll increase the traveling time of each bus from 8 to j� 12 minutes; will greatly increase traffic hazards; will increase wear and tear on our streets; will mean bus operation at a greatly increased cost. IISince the commencement of the war our lines have increased in length from a mile to two miles. ale have been able to hold our running time despite • this additional mileage. However, if we are obliged to stop at every block, we the type of service which the today de- are certain that we cannot render public mands. We believe that the vast majority of the public prefers the inconvenience of the skip -stop in favor to the faster schedule. Considerable time will be saved in the operation of our busses if the report submitted to you by Mr. Miller and T;Ir. Williams is adopted. This time so j saved can be disposed of in either one of two ways: 1a) By passing it on to our riders in the form df a faster schedule; or (b) By placing additional stops on our existing service and holding prsent.schedules. We suggest that we jointly make with you a study of our stops. If such ! a study is made, we shall be glad to install additional stops where mutual good • judgement warrants. • is • • We agree to use at reasonable intervals the services of men.experieno.ed in the transportation field who will make studies of our problems and counsel with all of us in respect to their solution.
