January 12, 1948
A regular meeting of the Board of Public Works was held on Monday, January 12,
1948 at 9:30 AoM, All members were present. Minutes of the last meeting were read
and approved. Salary claims in the amount of $12,639,86 were approved and ordered
paid. There were no claims of suppliers to be approved,
TRAFFIC DEPARTMENT: Mr, Ernest Millers Traffic Engineer, was present and matters per
taining to his department were discussed,, 11
Mr. Miller informed the Board that there was a need for stop signs at Broadway
on Carroll Street and on Webster Street at Ford Street, The Board approved these
signs and authorized Mr. Miller to install them,
Mr. Miller asked permission to attend a meeting at Purdue University on January
210 1946, at which he was invited to lecture before a Traffic Engineer class.. The
Board granted him permission,
BUILDING DEPARTMENT: Mr, Schermerhorn of the Building Department was granted a ninety
day leave of.absence effective January 15, 1948.
BUS LINES: Mr, James Powell, representing the River Ridge and Boulevard Park Addition,
came before the Board and presented a petition asking for bus service on Sherman Avenu •
to Rose "Street, to Kessler Boulevard, and to Portage Avenue, This petition was sent
to tlTe NorVhern Indiana Transit Company for their consideration, j
ENGINEERING DEPARTMENT: A Contractor's bond in the amount of $1,000.00 was approved
and ordered filed for John C. Gillstrap,
Excavation bonds in the amount of $1,000.00 each were approved and ordered
filed for Norman W, Collmer, Joseph M. Hiznay, Harry Nicodemus and William L. Turnock.
Vacation Resolution No, 2560
This being the date set, hearing was had on the resolution heretofore adopted I
by the Board of Public Works for the vacation of the alley South of Western Avenue
from LaFayette Boulevard to the East line of the alley Wiest of LaFayette Boulevard, i
ALSO the alley West of LaFayette Boulevard from '.Western Avenue to -the North line of
the alley South of Western Avenue under Vacation Resolution No. 2560. The Clerk of
the Board having shown sufficient proofs of publication and no remonstrators having a-
ppeared and no written remonstrances having been filed with the Clerk, it was moved,
seconded and unanimously carried that the said resolution be finally adopted and the
said alleys be vacated.
Mr. Ray Z, Andrysiak, City Engineer, filed primary assessment roll showing the
award of damages and the assessment of benefits in the matter of the vacation of the
alley South of Western Avenue from LaFayette Boulevard to the East line of the alley I; •
West of LaFayette Boulevard, ALSO the _alle y tallest of LaFayette Boulevard from. Western �1
Avenue to the North line of the alley South of ;(Western avenue; under Vacation Resol-
ution No, 2560,

In the above named assessment roll, the Board hereby orders that it will meet in
the City Hall at 11:00 A.M. on the 2nd day of February, 1948 for the purpose of hear-
ing and receiving remonstrances from all persons interested ih or affected by said
vacation. The Board further orders that notiee of said hearing, together with the
amount of -damages awarded and benefits assessed be addressed to the property owners
by publishing same on the 16th day of January and on the 23rd day of January, 1948
in the South Bend Daily Tribune and the Weekly Mirror, , '
The Indiana & Michigan Electric Co:�pany petitioned for permission to install I •
additional underground conduits on Wayne Street between Michigan Street and LaFayette
Boulevard and 9,lso they requested permission to reconstruct existing manholes as shown
on their drawing #D-34766. The Board, upon the recommendation of the City Engineer II
and the Electrical Superintendents, approved these petitions. Ii
STREET DEPARTMENT: Mr, Milton Brannon, Street Commissioner, was present and matters
pertaining to his department were discussed.
Mr. Brannon informed the Board that two Model A. Tractors ordered�'Xrom the I ndian�
Equipment Company in 1946 had never been delivered, and a representive of the Company
who was present at the meeting indicated that the Model A Tractor had not been built i •
for more than two years and was not going into production again, but that his Company
was now building a Super Model A. which is a heavier model and more suited to the need
of the 'Street Department. These tractors can be delivered at less than $200.00 addi-
t-ional, and the Board, there -ore, ordered that two Super Model A tractors be delivered)
Mr. Peter Guyga, a street department employee, came before the Board to discuss
an injury to his hand suffered while in the course of his employment on the street
department in 1944, The Board informed Mr. Guyga that they would take care of any
medical expense in connection with the injury.

._ Rev. C. J. Witucki, Pastor of St. Casimir Church, presented a letter relative
to a bad hump..in the pavement on the Northwest corner of South Walnut and Ford
Streets. This was referred to the City Engineer and.the Ztreet Department;
CEMETERY DEPARTMENT: Mr. Stanley Les_zezynski, Sexton, was present and matters per-
taining to his department were discussed.

There being no further business to come before the Board, the meeting was

1948 at 9:30 A.M. All members were present. Minutes of the last meeting were

I� TAXI -CABS: Mr. Feeney and Mr. Stratigos, Attorneys, representing the.Veterans
Cab.Company, came before the Board to petition for a cab stand in front of the
Odd Fellows Building, and also to ask for a temporary cabstand until the new
',j taxi -cab ordinance has been passed by the Common Council. No action was taken.
BIDS: Mr. Pajakowski having asked for bids on an adding machine, the following
;i bids were opened and publicly read:

i The Board accepted the bid.of the Underwood Corporation, their bid being, in the
A Board's opinion, the lowest and best bid received.
ENGINEERING DEPARTMENT: Mr, Ralph Allen, representing the StudebakerCorporation,
came before the Board,to petition for the installation of two more railroad tracks
parallel with and adjacent to the tracks now in use crossing Chippewa Avenue near
�I the Studebaker Aviation Plant. The Board took the :matter under advisement,

li WHEREAS, a quit -claim deed is now presented to the Board releasing the follow-
ing described tract.of land to the City of South Bend for alley purposes:
II A tract of land in the Southeast Quarter of Section 18, Township Thirty-seven
!I North., Range Three East, described as follows:- Beginning at a point 16 feet North
of the Northwast corner of Lot Numbered 1 Roseland Park Addition; thence West with
j the North line of a public alley 689 feet to the West line of Hoke Street; thence
�North 4 feet; thence .past 68.9 feet to the West line of Ironwood Drive; thence South
I 4 feet to the place of beginning.

it STREET DEPARTMENT: Mr, Melton 0, Brannan, Street Commissioner, was present and
11 matters -pertaining to his department were discussed.

�i Mr Gadbury of the Butler manufacturing Company and Mr. R. Jordan and Mr.
Ullery of the Miller Steel and Supply Company came before the Board to discuss
various types of temporary buildings for the Street Department. They were asked
to send specifications of their buildings to the Board.
