STREET DEPARTMENT: Mr, Casimer Balka, Street Commissioner, was ,present at the meeting
and matters pertaining to his department were discussed.
CEMETERY DEPARTMENT: Mr. Stanley Leszczynski, Sexton, presented his report for the
month of September, 1945.
There being no further business to come before the Board the meeting was adjourned
at 11:15 A.M. 7

SPECIAL MEETING
A special meeting of the Board of Public Works and safety was held at 4:00 O'clock
P.M. on October 2, 1945, in the offices of the Board at South Bend, Indiana.' All the
members were present., -and the senior partner of Consoer, Townsend & Associates, Mr.
Arthur W. Consoer, waspresent. Mr. ".Consoer was asked if he were authorized to negotiate
a contract for the preparation of a preliminary report, plans and specifications and the
supervision of the construction of a sewage disposal system for the City of South Bend,
Indiana. Mr. Consoer answered in the affirmative. The Board and Mr. Consoer then con-
sidered the terms of the proposed contract, and the meeting continued until 5:15 o'clock
�I P.M., at which time it was adjourned until 6:30 o'clock P.M.
At 6:30 P.M. the meeting was resumed, and Mr. Consoer indicated his willingness to
to execute the contract as prepared and presented to him by the Board of Public Works
and Safety. It was pointed out that some slight changes of wording had been made in
the contract, and that the contract had been re -typed during the period of the adjournm
all of which changes were mutually agreed upon.
Thereafter, upon motion duly made and seconded, the following resolution was unan-
imously auopted:
REStLVED: that a contract for engineering services between the City of South
Bend, Indiana, and Consoer, Townsend & Associates be, and the same is hereby,
approved by the Board of Pub tic ',forks and Safety, and upon execution thereof
by Consoer, Townsend and Associates and by the Board of Public Works, acting
for and on behalf of said City, a copy of said contract shall be attached to
and made a part of this minutes of this meeting.
Therafter, the contract wa s signed by Mr. Arthur Iff. Consoer, a partner representin
Consoer, Townsend & Associates, a co-partnevship, and by each of the members of the Boar
of Public.'Norks and Safety.
There being no further business to come before the Board the meeting vas adjourned
at 7:15 o'clock P.M.

0ctober 8, 1945
A regular meeting of the Board of Public Works was held on Monday, October S. 1945
at 9:00 A.M, All membera were present. Minutes of the last meeting were read and
approved. Salary claims in the amount of $11,605.37 were approved and ordered paid.
Claims of the following suppliers in the amount of $8,666.4.5 were approved and ordered

TRAFFIC DEPARTMENT: Mr. Ernest Miller, Traffic Engineer, was present and matters perta
Ing to his department were discussed.
ENGINEERING DEPARTMENT: The Board approved an established grade for the first alley
'ast of Michigan Street from Tutt Street North to the first alley, and the first alley
North of Tutt Street from Michigan Street to the First alley East.
A contractor's bond in the amount of $1,000.00 was approved for Harry.Kemble and
was ordered filed.
STREET DEPARTMENT: Mr. Casimer Balka, Street Commissioner, was present and matters per-

Mr. Balka informed the Board that he was in need of a tractor with snow plow attach
ments and the Clerk of the Board was directed to advertise for bids for same to be recei
up to 11:00 A.M. on the 29th day of October, 1945.

GARBAGE DEPARTMENT: The Board having acknowledged the minutes of last week and having
noticed that no record was made ordering that newspaper advertising be begun for a
garbage disposal contract, indicated that such action was taken and the advertising and
specifications are hereby approved. The advertisment for bids read as follows:
f1Notice is hereby given that sealed proposals will be received by the Board of Public
Works and Safety, at the office of the said Board, in the City Hall of the City of South
Bend, Indiana at 11:00 A.I+I. on the 29th day of October, 1945 for the execution of a
contract for the collection and disposal of garbage for the City of South Bend, Indiana.
Detailed specifications in accordance with which bids may be submitted, will be on file
and may be seen in the office of the Board, Room 7, City Hall, beginning Tuesday, CTctobe
16, 1945.
The Board reserves the right to reject any and all bids.

ENGINEERING DEPARTT.'ENT: Contractor's bonds in the amount of $1,000.00 were approved for;
Charles V. Berta, Alex E. Ross, Anderson-Tranberg_Company, by E. T. Tranberg, Leroy
Thornburg and Melvin E. Williams. These were ordered filed. Alsorone for Russell
Perkins.
This being the date set for receiving bids for a seder and pavement on Fellows
Street from Donmoyer Street to a point 1063.3 ft. South, the it .now being 11:00 o'clock
the time set for opening the bids, the following bids were opened and read as follows:
