Mr. Ernest Miller Traffic Engineers was resent and matters � g � P perta: ng to his department were discussed. �j ENGINEERING DEPARTMENT: A petition was received asking for the installation of a sewer II on SouEh Douglas Street between West Donald and West Ewing Streets. Also for a sewer on ! Arnold Street between West Donald and West Ewing streets. These were approved by the Board. An ordinance was presented by the Grand Trunk Western Railroad Company to be given j; to the common Council for approval,•concerning flasher lights at the intersection of the 11 City streets and the Grand Trunk railroad crossings. They have been manually operated jI by the railroad company, but the company wishes -to install automatic flashers signals �I connected with the railroad tracks for twenty-four hour protection. This was approved by the Board and referred to the Common Council. I� The pity Plan Commission approved the vacation of the alley 'West of Marine Street jI between Dubail and Randolph from Marine Street west to the East line of the first alley West .of Marine. This was referred to the Engineering department for preparation of a vacation resolution. • �� A letter was received from Councilman John M. McCarthy informing the Board that excavations in the street have not been properly backfilled. The Board referred the matter to Mr. Williams for investigation and report. Contractor's bonds in the amount of $1000.00 each were approved for John C. VonBer& Louis Alhouse, and Charles E. Emmons. These were ordered filed. Excavation bonds in j the amount of $5,000.00 were approved for the Goheen Plumbing Company and the Northern Indiana Public Service Company. These were ordered filed. 216 The following memo was received by the Board, from Clyde E. Williams, City Engineer A complaint has been received regarding the railroad crossing at Florence Avenue. The crossing was inspected and found to be in fair condition. It has been paved with as phalt material on the roadway and also on the sidewalk area. The asphalt has broken way from the tracks in some instances, making it difficult to cross with a baby carriage but with this exception the crossing is in good condition. Improvement of.this conditio Is practically impossible because of the vibration of the rails. This being the date set the Board meets to hear all persons interested or whose property is affected by the following described public improvement: Improvement Resolu-; tion No. 2536 for the improvement of Fellows Street by sewer and pavement. Due notice having been given of the adoption of said above resolution and only one person, Fred Keller, appearing, who indicated his consent, and the Board now being fully; advised in the premises it decided that the benefits to property liable to be assessed for the public improvement are equal to the estimated costs to the same as reported by the City Civil Engineer, and the Board takes final action upon said resolution as orig- inally adopted, the same being confirmed without modification. The Board now considers,; and after consideration, finally determines that the special benefits will equal the maximum extimated cost of such improvement. The Board now determines that the .total cost of said improvement is less than 50% of the aggregate value of the property abutting thereon or within 150 feet thereof as it is assessed for taxation, exclusive of the bane'; fits which are accrued to the property liable to be assessed on account of the said im- provement will amount to a sum equal to the estimated cost of the improvement, namely $13,639.80. _ The Board now orders the clerk to advertise for bids for said work returnable on the 15th day of October, 1945. STREET DEPARTMENT: The Board approved settlement,lh full of a claim against the city fo damages to a car owned by Victor Strantz suffered.when the car hit an open manhole, in the amount of $34.38. CEMETERY DEPARTMENT: Mr. Stanley.Leszczynski, Sexton, was present. and matters pertain- ing to his department were discussed. Mr. Lesczynski presented his report for the month of August, 1945. There being no further business to come before the Board the meeting was adjourned at 11:00 A.M. oc Cler September 17,, 1945 A regular meeting of the Board of Public Works was held on Monday, September 17, 1945 at 9:00 A.M.
