A regular meeting .of the Board of Public Works was held on Monday, October 4, 1943
at 9:00 A.M. All members were present. Minutes of the last meeting were read and
approved. Claims of the following suppliers in the amount of $1,261.77 were approved
and ordered paid:

STREET DEPARTMENT: Mr. Anthony Zmudzinski, Street Commissioner, was present and
matters pertaining to his department were discussed.
Mr. Zmud2L nski reported to the Board that the railroad crossing of the Grand Trunk
and New Jersey Railroads at Arnold Street was badly in need of repair. This was referr
to Mr. Williams.
XEA,IETARY DEPARTMENT:_ Mr. Stai ley Leszczynski, Sexton, presented his report for the
month of September.
There being no further business to come before the Board, the meeting was adjourned
at 10:00 A.Ivr".

A regular meeting of the Board of Public 'Works was held on Monday, October 11, 1943
at 9:00 A.M. All members were present. Minutes of the last meeting were read and
approved. Salary claims in the amount of $8,001.35 were approved and order e d paid.

! STREET DEPARTMENT: The Street Commissioner was authorized to provide trucks and drivers
�i for the scrap drive, Sunday, October 17, 1943 in accordance with a request received
from the Civitan Club.
A petition was received from the Polish -American Civic Committee and the Polish
�! American Improvement Committee requesting that action be taken to bring about the
j installation of the most modern type of safety'signals at the Arnold Street Crossing'
• of the New York Central and Grand Trunk Railroads.
The Board of Public Works appointed Mr. ;Clyde E. Williams to obtain -the following
information
'I 1. The type of signal best suited for giving the best protection at said crossing.
2. The co-operation of the New fork Central and the Grand Trunk Railroads in
obtaining and installing said equipment.
! °3. The possiblility of obtaining the type of signals and equipment during the'

present war emergency.
°4. The development of alternative safety measures in the event types of equipment
II actually required can not be obtained during the war.
I� -Mr. rtlilliams is requested to report his findings to the Board one week from today.

ENGINEERING DEPARTMENT: A Contractor's Bond in the amount of $1,000.00 was received
for Charles W. Tulm. This was ordered filed.
The following letter was approved by the Board of Public Works:

South Bend, Indiana
Gentlemen:
Undoubtedly you have noticed the deck over the east,arch of the Jefferson
Street bridge. The deck has settled considerably and indicates that the bridge
has settled.
We have maintained a constant watch over this bridge during the last five
years, and instrument readings on the underneath side of the arch, do not indicate
a variation other than that normally expected due to temperature changes.
However, recently indications are such that undue stress is being placed
on the steel in the arch and some of the angle irons are sheered off. This does
not mean that there is immediate danger, but with the contraction that can be
expected, due to colder weather, the arch may drop to a point where It is dangerous.
To safeguard against such a condition, we are preparing plans for a
support under the center of this arch.
These plans are not sufficiently complete at this time for contractors
to estimate the cost of the construction. Since an ordinance for the transfer of fu ds
from the Bridge Repair Fund to the Building Maintenance Fund is to be considered,
we felt that this matter should be called to your attention.
Until the cost of the bridge repair is determined, it might be advisable
to withhold action on the transfer ordinance, or consider a transfer from some
other source.
A fairly close estimate should be available within two weeks.

The City Hall will be'closed Tuesday, October 12, 1943, Columbus.'Day.
