HomeMy WebLinkAbout06.15.17 SBACC MinutesAnimal Control Commission Minutes June 15, 2017 6:30 p.m. Commission Members Present: Betsy Culp, Ernest Galos, Rebecca Kaiser Citizen Members Present: Jeff Rynerson SBPD Council Members Present: None City Staff Present: Jen Gobel, SBACC; Stephanie Steele, Assistant CityAttorney; Randy Wilkerson, Code Enforcement Agenda: Meeting called to Order at 6:40 p.m. Ernest Galos indicates he has not yet prepared minutes for April and May, 2017 meetings. Ms. Kaiser announces that Franz Fund will partner with SBACC to provide low income families with rabies shots for $6.00, full puppy and kitten shots for $20.00 at Pet Supplies Plus, including microchip. One hundred doses to start Jenn Gobel attended HSUSmeeting in Florida. She was able to network and obtain information on grants. She provided intake and outgo information to compare to previous year. Intakes doubled for cats, dogs maintained. Euthanasia rate dropped from 38.5% to 32.7% Rescues were 44.1% from 27%. Adoptions increased. Return to owners declined. Last month 39 citations written. Too early to track trends. Have new position available for rescues and adoptions. Jeff Rynerson asked if police can write tickets. Jenn Gobel said yes. Ms. Kaiser asked if revised ordinance can include fines for feeding ducks due to health and disease. Ernest Galos indicated it would have to be on private property. Jenn Gobel indicated it is a violation to feed wildlife in current ordinance. Ernest Galos asked about timeline for updated ordinance. Ms. Steele indicated it is being worked on piece-meal. Ms. Gobel indicated she weekly meets with Ms. Steele. Mr. Galos commented a it has been 7 months since SBACC and Code Enforcement indicated it would propose changes to the ordinance and opposed the Common Council Commmittee’s plan to revise the ordinance as too cumbersome and time consuming. Ms. Steele responded that revisions need to be purposeful and need time for Ms. Gobel to familiarize herself with position and learn needs of the job. RandyWilkerson wants more detail using on line licensing as an example. Galos asked about collection on ordinance violations. Some pay some don’t. Ms. Gobel presented idea of returning fine collections to SBACC. At this point no baseline on collections due to poor record in past. Galos asked if City had some technical advisors for departments to aid. Mr. Wilkerson indicates each Department handles own. Ms. Gobel indicated compliance was goal so some tickets waived. The next meeting date shall be July 6, 2017 at 6:30 p.m. Dr. Culp moved for adjournment, Ms.Kaiser seconded and the motion carried 3-0. The meeting adjourned at 7:11 p.m.
