SPECIAL BUSINESS Pete Buttigieg, Mayor of the City of South Bend, with offices on the 14th Floor of the County- City Building, addressed the Council and public. Recording of Mayor Buttigieg's statements began approximately two (2) minutes into his remarks) Mayor Buttigieg stated, I want to mention that the budget process is well under way, and thank the Council for the good work in the early stages with preparing that 2018 budget. We tried something new this year, which is a pre-season meeting—a resident input meeting—as early as May. We had about twenty(20) community members attend to share their ideas, and then we had another budget workshop on July 8th, 2017 with support from the Neighborhood Resources Council. We had about twenty (20) residents there asking questions. We have already collected one-hundred (100) questions and comments related to budget priorities, to which we will be responding over the next few weeks. I wanted to remind everyone that this is really the second of a two (2) year process to get the priority-based budgeting strategy locked in. Again, we appreciate the Council,because it wouldn't be possible without your cooperation and attention throughout the process in order to implement this new approach. We have had four (4)public community forums with a total of about six- hundred (600)people across the course of those forums, as well.as thirty-two (32) focus group and neighborhood meetings, and we really see an opportunity to make improvements throughout the neighborhoods, as well as making the best of our neighborhoods. So,we are very excited to see that continue to take shape and roll that out in the years to come. Of course, we will be sharing more with the Council as that takes shape. Plenty of other things are going on, but I will stop myself there. I just wanted to share a few of those highlights. Again, I appreciate the opportunity to bring that to the Council. Councilmember Regina Williams-Preston stated, I'm excited about the bikes. I want to know where can I find them? Councilmember Tim Scott responded, Downstairs. Councilmember Williams-Preston responded, Downstairs?I might ride one home tonight. Councilmember Randy Kelly thanked the Mayor for his address. Councilmember Dr. David Varner stated, With regards to the ongoing circumstances with the South Shore—there have been a number of concerns about relocation in, I believe,the Ardmore area. The Admore area—I think there's parts of it that may be in the City, but it's all County, is it not?I was under the impression that Ardmore was not part of the City. Mayor Buttigieg responded, I think that most of the acquisitions would be outside City limits. I would have to get the details. Councilmember Dr. Varner asked, Could we get some more information on that? Because I have had a lot of questions, and it seems like something certainly worthwhile,but having all the facts when you have the questions makes it a lot easier to explain where the responsibility lies. Councilmember Oliver Davis asked, How many of the Lippert jobs are staying in South Bend? There have been reports, and there has been conflicting information that I've received, but are all the jobs leaving the Sample Street area and going to Mishawaka? How many are there and how many are staying? Do you have any of that information tonight? Mayor Buttigieg responded, I don't have those figures handy, but I would be happy to run those down and get them back to you. Councilmember Davis asked, In terms of being able to keep some of these jobs here,what was our City role regarding that? There have been some abatement issues that we had back in the past—how does the move address issues regarding the abatements that we as a Council and the Administration passed? Does the removal of jobs and all of those kinds of issues affect that? And what are the City Legal Department and others doing in terms of working to recoup or address these issues with Lippert? Mayor Buttigieg responded, I know that in development agreements, courts often contemplate some kind of specific commitment during an amount of time that promises jobs to be retained, so I will go back and find out which if any of those might have been retained in this case. Councilmember Davis responded, I appreciate that. And the other issue, in terms of the Sample Street Olive Bridge—I was told that that was going to be done this month. Are we still on- schedule for that? Mayor Buttigieg responded, I was told the same the last time I asked, but I will see if there's anything more up-to-date on that. Councilmember Davis asked, How many houses in South Bend are targeted to be removed, if this project for the South Shore comes to fruition?Different people have sent me different alternative routes. Councilmember Tim Scott, 711 Forest Avenue, South Bend, IN, served as the presenter of this bill. Councilmember Scott stated, This is a collaboration between Gavin Ferlic, Karen White, and myself. I want to thank Aladean DeRose for editing and amending in the City Administration, as well as DTSB,the food truck ordinance. We took a look at the current ordinance. We actually talked to businesses within the downtown area, as well as with other food trucks. We wanted to make it a little more business-friendly. With that in mind, we extended the time from four(4) hours to eight(8)hours. We had food vendors that, by the time they got set up, they were ready to serve and their time limit was upon them and then they had to tear down. There was a couple of pizza oven vendors that had food trucks that, by the time everything got hot,they were up against the time limit. Current brick-and-mortar restaurants were fine with going to the eight(8) hour time limit over the four (4)hour limit. To make it a little more business-friendly,besides the annual fee it's five-hundred and twenty-five dollars ($525). We added a one (1) day license for fifty dollars ($50), a thirty (3 0) day license for one-hundred and thirty dollars ($130), a three (3)month license for two-hundred dollars ($200). There are other options for food trucks that want to come into the area and try out the market before totally committing and buying in. Those are the changes to the food truck ordinance. This being the time heretofore set for the Public Hearing on the above bill,proponents and opponents were given an opportunity to be heard. There were none from the public who wished to speak in favor or opposition to this bill.
