Agenda: Bill No. 17-29—Issuance of Scrap Metal Dealer License
Committee Chair Jo M. Broden called to order the Health and Public Safety Committee meeting
at 4:15 p.m. She introduced the members of the committee and proceeded to give the floor to the
presenters.
Bill No. 17-29—Issuance of Scrap Metal Dealer License
Kareemah Fowler, South Bend City Clerk with offices on the 4t' floor of the County-City
Building, stated, We approved scrap metal licenses about a month ago. This is a straggler that
came in because they thought a scrap metal license was unnecessary. He was cited by the South
Bend Police Department. His operation changed and he wasn't doing the same things. He
thought he didn't need the license anymore. He recently turned in the application to process the
paper work and it has been reviewed by the Police Department,the Fire Department and Code
Enforcement.
Commiteemember Oliver Davis asked, What part of his operation changed?
City Clerk Fowler replied,At one (1)point they were doing car parts. They are no longer doing
any of that and it is now just low level stuff like buying and selling metal cans and things of that
nature.

OPERATIONS
Committee Chair Broden opened the floor to members of the public wishing to speak in favor of
or in opposition to the legislation. There were none. She then turned the floor back to the
Committee for further discussion or main motion.
Committeemember Oliver Davis made a motion to send Bill No. 17-29 to the full Council with a
favorable recommendation. Committeemember Karen White seconded the motion which carried
unanimously by a voice vote of four(4) ayes.
With no other business, Committee Chair Broden adjourned the Health and Public Safety
Committee meeting at 4:18 p.m.
