BOARD OF PUBLIC WORKS
CITY OF SOUTH BEND INDIANA
PUBLIC WORKS CONTRACT
THIS AGREEMENT, made and entered into this 8th Day of August, 2017, by and between,
American Leak Detection, PO Box 2073, Portage, MI 49081, HEREINAFTER called the
Contractor, and the Board of Public Works herein called the 'Board".
WITNESSETH: That the Contractor covenants and agrees to make the following improvement,
as fully set out in the Request for Quotations, Standard Specifications, Special Provisions, Plans,
and Bid Proposals, all of which are set forth as apart of this Contract, for:
DESCRIPTION: SOUTH BEND WATER WORKS LEAK SURVEY 2017
COMPLETION DATE: SEE SPECIFICATIONS
AMOUNT: $70,000
FUNDING: WATER WORKS OPERATING FUND
The unit prices for this improvement were those prices as received and accepted by the Board on
the 25th Day of July, 2017.
The Contractor further agrees to notify the Engineer when this improvement is completed. This
notification shall be in the form of a Completion Affidavit, signed by the Contractor. Upon final
acceptance of the improvement by the Engineer, the Contractors final estimate will be presented
to the Board for final Payment with one (1) copy of the Completion Affidavit and one (1) copy of
a Waiver of Lien.

Subject: Quote Award for Water Leak Survey
On 7/25/17, the Board of Public Works opened quotes for a leak survey of the South
Bend Water Works distribution system. There were two quotes:
M E Simpson Company $149/mile
American Leak Detection $140/mile
$74,500 for 500 miles
$70,000 for 500 miles
We recommend award to the lowest responsible and responsive quote by American
Leak Detection.
