2016 Highlights and Accomplishments KAREEMAH FOWLER
CITY CLERK,SOUTH BEND,IN
2016 heralded many challenges for the South Bend Police Department.The sworn and civilian staff
worked with investigations, community outreach, promoted general public safety and went above and
beyond for special events.The following statistics were accomplished:
2016 Calls For Service (CFS) = 103,183 2015 CFS=96,674
2016: 23,671 case reports (1st Detail=7,631---2nd Detail= 10,709---3rd Detail=5,329---Other=2).
Homicides = 14* Justifiable Homicides=01 Criminally Assault Shooting Victims (CASV) =81
*Our known Group Member Involved (GMI) shootings went from: 73.05% in 2014 to 62.35% in 2015,
and down to 30.85% in 2016.
*Homicides are up 14% nationally...we are not!!! Officer deaths national = 135/64-firearm,53 -crashes,
18-other.
2016 Arrests=2,536 2015 Arrests= 2,435
(but over 6,500 less CFS compared to 2016).

Operating While Intoxicated (OWI's)= 176.
Crashes involving squad cars "our fault" =33 (which is down 4 from 2015,total squad damages=
$56,000).
Special Events=303 (not including presidential candidate visits, 2 snow emergencies, NDFB, and a flash
flood).
At least one officer attended every neighborhood meeting, school function, and special event (City
hosted or not) in 2016.
Police Athletic League had 618 kids in 2016, and 15 SBPD officers facilitating-including tutoring (w/ND
student's help)
*Walking Patrols= 2,054—School Walks= 1,632—Total=3,686* (*walking patrols DO NOT include HUD
walking patrols-obviously even more to this#)
Lab- Latent Prints processed= 606- Items of evidence processed=404-Total cases processed=3,239-
Lab cases processed involving firearms=510.
Firearms test fired=834 (302 were SBPD recoveries).Total ballistic items processed=4,346.
Total Video/Photo-Processing/Fulfilling/Analyzing= 1,730 (pre state APRA law change).
Uniform CST scenes processed= 1,402 (974 in 2015.Also, Off. Lupica will be published in the Journal of
Forensic Identification in 2017!!). On top of all the scene processing,video/photo retrieval,search
warrants, lab requests,firearms surrender collections, on-call with CMHU...The CST's also operate and
enter into BrassTrax and Matchpoint! Then they find time to teach, and share with others, here and
throughout the state (and other states) nearly 100 hours of their professional trade knowledge and
secrets.
Strategic Focus Unit(SFU) had 162 arrests, 54 drug arrests, 23 CIB apprehension, 107 SST follow-up
investigations, 72 custom notifications, 26 recovered guns, 36 search warrants/permit, 2 enforcement
actions (EA's, East Side/Evil Side and Southeast Side Factions) amounting to: 152 separate contacts/56
citations/17 impounds/57 arrests---51 Armadillo deployments, and 1,246 Nuisance Properties-80
nuisance property letters-15 designated nuisance properties (through compliance, finished 2016 at 6
properties), Gun Permits= 1,007 (up from 841 in 2015).
K-9 deployments= 353 Narcotics via K-9=58+lbs. Marijuana, 80 grams Cocaine, 179.5 grams Heroin, 251
grams Meth, 6.8 grams Mushrooms. 64 additional K-9 demonstrations (417 total K-9 deployments/uses,
and all dogs are NAPWDA certified).The K-9 Unit was also featured in a special story on WSBT.
Training: 17,791.80 total training hours/14,773.05 hours on-site/3,508 hours off-site. 295 times
(majority roll-call training out of 365 days in 2016)training was presented on shift and/or assignment
hours. 104 applications handed out, 95 were returned and processed, 9 were never returned.
