A SPECIAL PROCLAMATION FROM COMMON COUNCIL OF
SOUTH BEND,INDIANA, HONORING ALL POLICE OFFICERS
KILLED IN THE LINE OF DUTY AND DECLARING

/xrs MAY 14-MAY 20, 2017 AS POLICE OFFICERS MEMORIAL WEEK
IN SOUTH BEND, INDIANA
6)*;mm6 the Common Council of the City of South Bend, Indiana, notes that in 1962, President John F.
Kennedy signed a Presidential Proclamation honoring the tens of thousands of law enforcement officers who made
the ultimate sacrifice;with an annual memorial service taking place each year thereafter; noting that 135 officers died
in the line of duty in the United States in calendar year 2016; and
(� the Common Council notes that the National Law Enforcement Officers Memorial in Washington,
D.C., honors more than 18,350 of America's federal, state and local law enforcement officers who have been killed
in the line of duty,with this annual week of memorial services requiring all American flags to be lowered to half-staff;
and has a week of activities to honor these Fallen Police Heroes; and
()hCerea4 the South Bend Common Council further recognizes that on Friday, May 19, 2017 the Fraternal
Order of Police, Lodge # 36 will conduct the City of South Bend's annual tribute and memorial service to honor all
of the South Bend Police Department Officers who have given their lives in the line of duty, namely:
Hans Brandt Paul R. Deguch Lewis Keller Delbert Thompson
Fred E. Buland Charles E. Farkas, Sr. Neil McIntyre Lloyd Thompson
Oscar Christenson Thomas J. DeRue, Sr. Nick S.Polizzotto Howard Wagner
Samuel Cooper Ronald St. Germain, St. Scott Lee Severns
with each of these officers having served our City with courage, commitment, honor and the utmost of
professionalism; with each of them also being remembered in the Police Unity Tour, the Candleli g ht Vigil, the
Concerns of Police Survivors Seminar, and the National Peace Officers Memorial Service and the events National
Law Enforcement Museum held in Washington,D.C. during the 2017 Police Officers Memorial Week.
Wm&ila I. On behalf of all of the citizens of the City of South Bend, Indiana, the Common Council hereby
publicly commemorates, celebrates, remembers and gratefully honors each of the fifteen (15) members of the South
Bend Police Department who made the ultimate sacrifice. Each of these officers gave their life while serving &
protecting the residents of the City of South Bend.We salute and embrace each of their family members and friends.
aaff,m II. The South Bend Common Council honors each of our fallen police heroes who have had the
10-42 called out; all of the fallen law enforcement officers across the country, and all of their families, friends and
colleagues who have been left behind;not because of the way each of them died, but rather because of the way each
of these dedicated police officers lived and selflessly performed their police duties on a 24/7 basis.
III. The Common Council hereby declares May 14 -May 20, 2017, as Police Officers Memorial
Week in South Bend, Indiana. The Common Council urges all citizens to remember those who have given their lives
while serving as part of the "thin blue line" standing between the lawful and the lawless. With grateful hearts, the
South Bend Common Council honors each of our dedicated police officers who are serving today for their individual
commitment to their police careers and for their daily commitment to making our community safe &secure.
