SPECIAL PROCLAMATION NO. 2-2017 _
A SPECIAL PROCLAMATION AWARDED BY SOUTH BEND 6TH DISTRICT
COUNCIL MEMBER OLIVER DAVIS HONORING PASTOR MARIO L. SIMS,JR
FOR HIS DESIGNATION AS THE "2016 PERSON OF THE YEAR" BY WUBS 89.7 FM
RADIO STATION
Pastor Mario L. Sims' journey has been the "Good, Bad, Ugly and The Good,
Again."His life of service began when moving to South Bend from Chicago seeking a slower pace
in which to raise his family and establish his ambitious life's work. Because of his leadership skills
and ability to get things done it didn't take long for Mr. Simms to gain the trust of peers in many
different community arenas'; and
(94 his life would soon take a turn, which caused many to see Mr. Sims as a threat,
because to his sometime controversial and straight talk concerning community and governmental

After service in the correctional institution for several years he returned to South Bend with the
same determination to be a community leader and voice for the voiceless, but returned as one
called by God; and
(A his mission and work would be further realized with the establishment of
Douglas Chapel, which is nondenominational and is located at 608 S. St. Joseph St. Pastor Mario
L. Sims and wife Tiffany have provided outreach services to the least and last of living in their
targeted area. Pastor Sims is continuing efforts to highlight inconsistencies in city government and
community policing. Many times his efforts require him to stand alone,but many families are glad
he doesn't quite. Families having grievances with policing or families that are homeless have a
great appreciation for the man they call Pastor Simms.

Section I. On behalf of the citizens of the City of South Bend, Indiana, and as an elected
Council Member for the 6th District of the South Bend Common Council, I am pleased to publicly
honor Pastor Mario L. Sims,Jr, who has truly served with grace and distinction.
