The Board of Public Safety met in the Public Agenda Session at 808 a.m. on Wednesday, November
18, 2009 with President Juanita Dempsey and Board Members Patrick D. Cottrell, Bruce BonDurant,
Laura A. Vasquez, and Eddie Miller present. Also present were Police Chief Darryl Boykins, Fire
Chief Howard Buchanon and Board Attorney Thomas Bodnar,
The meeting was held in the Board of Public Works Meeting Room, 13"' Floor County City
Building, South Bend, Indiana.
Board members discussed the following items from that list:

There being no further business to come before the Board, President Dempsey declared the meeting
adjourned at 8:30 a.m.

The Board of Public Safety met in the regular meeting at 9:42 a.m. on Wednesday, November 18,
2009, with President Juanita Dempsey and Board Members Patrick Cottrell, Bruce BonDurant, Laura
Vasquez, and Eddie Miller present. Also present were Police Chief Darryl Boykins, Fire Chief
Howard Buchanon and Board Attorney Thomas Bodnar.
The meeting was held in the Board of Public Works Meeting Room, I')"' Floor, County City.

ACCEPT MINUTES OF PREVIOUS MEETINGS
President Dempsey advised that if there were no objections by members of the Board, the minutes of
the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on
November 4, 2009, and the Special Meeting of November 10, 2009 would be accepted.
CHARGES 2009-05 - CHRISTOPHER OUSER
Upon a motion by Mr. Cottrell, seconded by Ms. Vasquez and carried, a Hearing was set for
December 9, 2009 at 8:30 a. m, to hear charges against Corporal Christopher Houser,
ADOPT RESOLUTION NO. 57-2009 - A RESOLUTION OF THE BOARD OF PUBLIC SAFEIFY
OF THE CITY OF SOUTH B HOLIDAY
SCHEDULE FOR THE SOUTH BEND POLICE DEPARTMENT
Upon a motion by Mr. Cottrell, seconded by Ms. Vasquez and carried, the following resolution
was adopted by the Board of Public Safety
RESOLUTION NO. 57-2009
A RE SOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITY OF SOUTH BEND,
INDIANA ESTABLISHING THE 2010 HOLIDAY SCHEDULE FOR
THE SOUTH BEND POLICE DEPARTMENT.
WHEREAS, the Board of Public Safety of the City of South Bend, Indiana, is empowered by
law to establish rules and regulations for the South Bend Police Department: and
WHEREAS, it is in the interest of the City of South Bend that the Police Department
holidays be set with certainty.
NOW, THEREFORE, BE IT RESOLVED by the Board of Public Safety of the City of South
Bend:
SECTION I. That for all sworn police officers who are assigned to work as their regular
schedule, 5 on and 2 off, Monday through Friday, the following holidays shall apply:
REGULAR MEETING
SECTION 11. That for all sworn police officers who are assigned to work their
regular work schedule, 6 days on and 3 days off, there shall be no paid holidays. The following
dates are designated as critical duty days:
SECTION 111. Officers assigned to the South Bend Community School Corporation as
School Resource Officers shall have the following holidays:

ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT
Chief Boykins, Police Department, advised the Board of a generous donation made to the South
Bend Police Department Honor Guard by Linda Anderson, in the amount of $550.00. There being no
further discussion, the donation was accepted and filed.
FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — OCTOBER 2009
President Dempsey indicated that unless there were questions or objections by members of the
Board, the monthly statistical report for the month of October 2009 as submitted by the Police
Department, would be accepted for filing. There being no objections, the following report, was
accepted for filing:

SOUTH OF THE CITY OF BEND, INDIANA, . HOLIDAY
SCHEDULE FOR THE SOUTH BEND FIRE DEPARTMENT
Upon a motion by Mr. • • urant, seconded by Mr. Millerand carried, the following Resolution
approved by the Board of •
RESOLUTION NO. 58 -2009
A RESOLUTION OF THE BOARD OF PUBLIC SAFETY OF THE CITE' OF SOUTH BEND
INDIANA ESTABLISHING THE 2010 HOLIDAY SCHEDULE FOR THE SOUTH BEND
FIRE DEPARTMENT.
WHEREAS, the Board of Public Safety of the City of South Bend, Indiana, is empowered by
law to establish rules and regulations for the South Bend Tire Department; and
WHEREAS, it is in the best interest of the City of South Bend that the Fire Department
holidays be set with certainty.
NOW, THEREFORE, BE IT RE SOLVED, by the Board of Public Safety of the City of
South Bend:
SECTION II. For all firefighters who work 24 -hour shifts, Critical Duty Days are as set
forth in Article 25 of the Collective Bargaining Agreement for the year 2010, which is in force in
2010 per Article 33 of the Agreement.
SECTION III. That all firefighters who are assigned to work a four or five day work
week, the following holidays shall apply:
In addition to the nine (9) designated holidays above, sworn personnel of the South Bend
Fire Department on an eight (8) hour assignment may choose an additional holiday from the
following listed below:
