The subgrant for this project would be from the EPA funded American Recovery and Reinvestment Act (ARRA) grant to the City of South Bend of $360,000. Under the terms of the grant from EPA, eligible units of government may apply for asub-grant of up to $200,000. The South Bend Redevelopment Commission exists and operates under the authority of I.C. 36-7-14. They have designated several redevelopment and economic development areas within the city and have undertaken a number of projects to bring about redevelopment and/or economic development. One such project is the redevelopment of the former Studebaker and adjacent properties and the development of Ignition Park. Identify the site for which the loan has been requested. Include information on the current owner of the property, street address, size, zoning, and other related information. Attach a site map. The property is owned by the South Bend Redevelopment Commission. It was purchased on April 17, 2007. It is zoned industrial and contains approximately 7.35 acres. The property was used by the Studebaker Motor Company as a rail yard. It also provided rail service into Building 82. Describe your plans for redeveloping the site. Include a detailed description of all elements of the proposed plan, such as type of development (residential, commercial, office, etc.), estimated private investment in the site, estimated taxable value, and estimated construction timetable and other related information. Describe any commitments for financing the proposed project. Attach a Preliminary Site Plan. The property is no~v vacant land as railroad ties and tracks have been removed. This site will be combined with other former Studebaker properties for development as Ignition Park. Ignition Park represents South Bend's response to a decision in 2008 by the Semiconductor Research Corp.'s Nanoelectronics Research Initiative (NRI) to locate the fourth of its national research centers at the University of Notre Dame. Known as MIND, the Midwest Institute for Nanoelectronics Discovery is focused on creating the architecture to replace the complementary metal oxide semiconductor technology now in use today. Through MIND, Notre Dame brings together researchers from eight universities, including Purdue University, Penn State University, the University of Illinois, the University of Michigan, the University of Texas at Dallas, Georgia Tech University and Cornell University. Ignition Park will concentrate on high-potential technologies and ventures, as well as the commercialization of nanotechnology concepts inspired by MIND. Provide a summary of the environmental investigations completed at the site and the contamination impeding development of the site. A Phase I Environmental Site Assessment (ESA) was conducted by Hull & Associates, Inc. in January 2007. This was followed by a phase II ESA dated January 25, 2007. The Phase II ESA identified lead and benzo(b)fluoranthene concentrations in surface soil in excess of IDEM July 1996 VRP non-residential standards. It also identified PCE in groundwater in excess of IDEM July 1996 VRP non-residential standards. The distribution and concentrations of PCE appear to indicate that the PCE originated from an off-site source located upgradient of the Site. Estimated cost for the cleanup: The South Bend Redevelopment Commission is requesting a grant of up to $200,000 of RLF American Recovery & Reinvestment Act (ARRA) funding to address the remediation of soils at this site. Anticipated Start Date for cleanup: May 2010 Anticipated Completion Date for cleanup: July 2010 Has a Remediation Work Plan been developed?
