RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA RELATIVE TO THE BOWMAN CREEK WATERSHED
RESOLUTION NO. 234-70
WHEREAS , a a'erious drainage problem exists within
the Bowman Creek area south of South Bend, and
WHEREAS , this area is a rapidly expanding urban
area with numerous problems of land use, water management,
and water pollution, and
WHEREAS , the problems of this area are so complex
that they should be handled on a watershed basis with
proper attention given to all the resources of the area,
NOW, THEREFORE , BE IT RESOLVED that the Common
Council of the City of South Bend, Indiana does hereby
endorse the application for assistance on the Bowman
Creek Watershed under the provisions of the Watershed
Protection and Flood Prevention Act, Public Law 566.

APPLICATION FOR ASSISTANCE IN PLANNING AND CARRYING OUT WORKS OF
IMPROVEMENT UNDER THE WATERSHED PROTECTION AND FLOOD PREVENTION ACT
TO THE HONORABLE
THE SECRETARY OF AGRICULTURE
UNITED STATES DEPARTMENT OF AGRICULTURE
The undersigned local organization (s) makes application for Federal
assistance under the Watershed PrGtection and Flood Prevention Act
in preparing and carrying out plans for works of improvement for the
Bowman Creek watershed.

The following information is submitted in support of the application:
1. Size of watershed: 12,704 acres.
2. Location of watershed

3. Watershed problems: (Narrative description of flooding,
agricultural water management, and other water management
problems to show why Federal assistance is needed.
May be documented by tables and/or pictures) .
The Bowman Creek Watershed is a part of a rapidly expanding urban area.
Severe f:1.noding problems are increasing because of the amount of building
ana development that is occurring. This flooding affects a large number
of urban dwellings, several retail outlets, and several rats r large
industrial concerns. ,dmittedly, most of this flooding occurs because
of the lack of proper planning, as is the case in other urbanizing areas
throughout tte country. This condition has now been rectified, since
there is new in exi.stance an Area Plan Commission which is vigorously
eng�.Yed in an active planning program. There are substantiaLl areas in
t-e watershed that need improved drainage. Pollution is quite a
oroblem causing portions of the channel to be posted as "polluted"
during the summer months. The area is in severe need of recreational
facilities and a very active County Park Board is interested in possible
multivle purpose of one or more of the proposed impoundments.

k. Works of improvement believed to be needed: (land treatment
and structural).
A. Structural:
a) Four impoundment sites could be utilized
b) Reconstruction of recost of existing legal drains
C) Replacement or elimination of most culverts and channel restrictions
B. Land treatment needs on the land of the watershed should consist
of conservation cropping systems, proper crop residue use, contour
farming, diversion construction, improved forestry practices, more
wildlife enhancement, and improved water disposal systems. Several
acres of subdivisions are presently being left unseeded over the
winter causing excessive sedimentation in the drainageways of
the watershed. While present subdivision control ordinances are
very good, some improvement could be made in the' area of
sedimentation.
5. Benefits expected to be achieved: (reduced damages, higher
level of productivity, changed land use, etc. )
It is expected that losses from flood damage can be reduced, that a
higher level of productivity can be obtained from damaged areas of
farmland, that a more orderly growth can be planned for the area,
that development, now deterred, which can- substantially aid the-
local tax base, can proceed in an orderly manner.

6. Extent of local participation.
Local people have shown a great deal of interest. Local units of
government are enthusiastically co-sponsoring this application,
with the realization that the problems must be solved on a watershed
basis. Meetings have been held with the St. Joseph County Area Plan
Commission, the St. Joseph County Commissioners, (which also functions
as the County Drainage Board), the South Bend City Council, and the
St. Joseph County Park and Recreation Board.

7. Status of local organizations(s).
The sponsoring whits of government have the powers to sponsor, construct,
operate and maintain all types of watershed improvements.

"The program conducted will be in compliance with all reouirements
respecting nondiscrimination as contained in the Civil Rights Act
of 1964 and the regulations of the Secretary of Agriculture
(7 C.F.R. 15.1 - 15.12), w-ich provides that no person in the

origin, be excluded from participation in, be denied the benefits.
