RESOLUTION NO . 274-71
A RESOLUTION APPROVING A PROPOSED INDUSTRIAL
DEVELOPMENT PROJECT OF THE SOUTH BEND ECONOMIC
DEVELOPMENT COMMISSION
WHEREAS , by ordinance duly adopted by the Common Council
on October 26 , 1970 , and approved by the Mayor on October 29 , 1970 ,
the South Bend Economic Development Commission has heretofore been
created pursuant to the "Municipal Economic Development Act of 1965"
as amended (Burns Statutes , §§48-8701 through 48-8725 , inclusive ) ;
and
WHEREAS , the said Economic Development Commission has
entered into negotiations with Service Printers , Inc . , relating to
possible acquisition of an industrial facility for use by said
Service Printers ; and
WHEREAS , the said Economic Development Commission has
presented to the Common Council its estimates of the public services
which would be made necessary or desirable , the expense thereof, the
number of jobs , the estimated payroll on account of the proposed
acquisition and leasing of the said facility and the cost thereof,
together with the comments of the plan commission and the school
corporation thereon.
NOW THEREFORE , BE IT RESOLVED by the Common Council of
the City of South Bend , Indiana :
SECTION I . That the proposed acquisition of an industrial
facility by the South Bend Economic Development Commission for
leasing to Service Printers , Inc. , would be of public benefit to
the economic welfare of the City of South Bend and would tend to
improve and promote job opportunities , industrial diversification,
and economic stability ;
SECTION II . That the South Bend Economic Development
Commission is hereby authorized to enter into a preliminary agree-
ment with Service Printers , Inc . in the nature of a conditional
commitment to enter into a lease .

Dear Mr. Laven:
Re: Resolution for Service Printers, Inc.
Service Printers, Inc. , is a long established South Bend
corporation, and because of urban renewal is seeking a new
site at the Oliver Print Shop. This firm employs approximately
sixty-five persons, all of whom reside in the city at the present
time.
The Service Printers Company desires to have the Economic
Development Commission purchase through bond issue the Oliver
Print Shop building that is now vacant and lease it to them for
fifteen years at which time, upon fulfillment of the lease, they
would have full title to the building. The lease is to be designed
to cover all purchase costs, taxes and insurance, and the bond
issue has been submitted for purchase by one of the local banks.

Please be advised that the staff of the Area Plan
Commission has reviewed the proposed acquisition and
subsequent renovation of the Oliver Print Shop located
at 1119 West Sample Street and found it to be consistent
with the overall development plan for that section of
the city.
The Area Plan Commission, at its meeting held on
Wednesday, April 28 , 1971, authorized the President of
the Commission to communicate to you that the Area Plan
Commission found no objection to the subject acquisition
and subsequent renovation.

Dear Mr. McGinty:
I am pleased to submit the following data concerning
the economic impact of our request that your Commission
purchase the building commonly known as the Oliver Print
Shop and lease it to. our company for fifteen years.
The building in question is an existing structure
and has been used for the same purpose we contemplate
for many years. Therefore there will be no new utilities
required.
We contemplate no immediate increase in our employment
of , approximately 65 persons , all whom reside in the city
at the present time. We can therefore see no effect to the
South Send School Corporation because of this transaction.
The building in question is for sale at a purchase price
of $120,000.00 as is. We purpose to make $40,000.00 in
leasehold improvements should this transaction be approved.
For the year 1970 our payroll was slightly in excess of
$525,000.00.
I trust the above has answered all of your questions
adequately. Please feel free to contact me at anytime if
I can provide additional information.

Dear Mr. King:
As you know our Firm has served the City of South Bend and the
metropolitan area for more than 50 years . Most of that time we have
been tenants in our present location. Now due to urban renewal we
are being forced to move to a new location. We have carefully surveyed
available properties in the City of South Bend for a new site for our
business because of our great desire to remain in this City.
Unfortunately the only properties we have found, which meet our needs
and are available for lease, are located in other cities within our
marketing area. If we are forced to accept one of these properties
outside South Bend it will mean that the majority of our sixty-plus
employees will be forced to relocate their homes, a situation we would
like to prevent. Federal funds from the Small Business Administration
which might assist us to purchase a building are not available because
of a recent change in our majority stock ownership.
This then brings me to the purpose of this letter. We have located a
building presently owned by White Farm Equipment Company on Arnold Street
at the intersection with Dunham, which would meet our needs quite
adequately but is for sale for the sum of $120,000.00, not for lease.
We are prepared to enter into a fifteen year lease which would liquidate
the principal and pay the effective interest during the course of the
term. We, therefore, respectfully petition your Commission to purchase
this White Farm Equipment Company building and lease it to us for a
term of fifteen years.
We will be pleased to supply any supporting materials you may desire to
enable you to favorably rule on our petition.
