The initial strategy development phase must be completed within 120 days, at which time the City will be eligible for additional EECBG funding of $1,046,800 to implement the strategy. With this grant assistance, the City of South Bend wishes to establish a new high-level Office of Energy, seeking to reduce energy consumption costs citywide from $7 million to $5 million annually. The purpose of this ordinance is to establish the 2009 budget for the Office of Energy as a separate department in the General Fund NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I: The following sum of money is hereby appropriated in the fiscal year 2009 and ordered set apart from and within the General Fund (#101) for expenditures as follows: 2009 Type of Expenditure Bud et Personnel costs (two months) $ 15,000.00 Office supplies 1,500.00 Contractual services 154,250.00 Capital equipment 7,000.00 TOTAL 2009 BUDGET $177,750.00 SECTION II. LUECKE, MAYOR DEPARTMENT OF PUBLIC WORKS November 4, 2009 Mr. Derek Dieter, President South Bend Common Council 227 West Jefferson Blvd. South Bend, IN 46601 Re: Energy Efficiency and Conservation Block Grant -strategy development appropriation Dear Mr. Dieter: This is to request appropriation of some of the federal formula direct Energy Efficiency and Conservation Block Grant (EECBG) under ARRA Federal Stimulus program. South Bend is allocated $ 1,046,000, but was limited to phase 1 of $ 250,000 or less to develop an Energy Efficiency and Conservation Strategy (EEGs) which is due January 18, 2009. We are requesting appropriation attached to cover professional services to help the 50 plus member Green Ribbon Commission meet this deadline and to retain an Energy Director to have input to the plan and lead role in implementing. This is funded 100 % by the federal stimulus under the Energy Efficiency and Conservation Block Grant. Our strategy is due to DOE by January 18 and then we get to appropriate and use the balance of the $ 1,046,000 grant. The Energy Director position will focus on reducing the $ 6.8 million per year we spend on energy in city government. After two years of grant funding the position will self fund out of energy savings. The program is modeled on the success in Ann Arbor and is coached by the Cities for Sustainability of which we are a member.
