AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA,
APPROPRIATING THE SUM OF $450,000.00 FROM EMERGENCY SERVICE CAPITAL
IMPROVEMENT FUND NO. 288 FOR THE PURCHASE OF EMERGENCY DRIVER TRAINING
SIMULATORS PURSUANT TO A U.S .DEPARTMENT OF HOMELAND SECURITY GRANT
STATEMENT OF PURPOSE AND INTENT
The U.S. Department of Homeland Security awarded the City of South Bend Fire Department a
grant of $450,000.00 to provide Emergency Driver Training Simulators. The grant will be used
to obtain Emergency Driver Training Simulators for the Fire Department. The City of South Bend
is required to contribute 20% of the total project cost, or $90,000.00, and the U:S. Department
of Homeland Security is contributing the remaining 80% of the cost, or $360,000.00.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,
Indiana, as follows:
Section I: The following sum of $450,000.00 be and hereby is appropriated from
Emergency Service Capital Improvement Fund No. 288 for the purpose of purchasing Emergency
Driver Training Simulators to be used by the South Bend Fire Department pursuant to a U.S.
Department Homeland Security grant, of which 80% ($360,000.00) is the federal share and
20% ($90,000.00) is the City of South Bend's share.
Section 11: This ordinance shall be in full force and effect from and after its passage by
the Common Council and approval by the Mayor.

Please find attached for the common council consideration an ordinance
appropriating $450,000 out of the South Bend Fire Department Emergency
Medical Service Capital Improvement Fund (EMSCIF) #288 to purchase emergency
driver training simulators as the result of the South Bend Fire Department being
awarded an Assistance to Firefighter Grant (AFG) from the Federal Emergency
Management Agency (FEMA) and Departments of Homeland Security (DHS).
Assistant Chief Mark Nowicki will be the presenter of this Ordinance.
