ORGANIZATIONAL MEETING
Committee Members Present: Dr. David Varner, Oliver Davis, Randy Kelly, Regina
Williams-Preston
Committee Members Absent: None
Other Council Present: John Voorde, Karen White
Other Council Absent: Tim Scott, Jo M. Broden, Gavin Ferlic

Agenda: Organizational Meeting
Committee Chair Dr. David Varner called the Utilities Committee Organizational meeting to
order at 4:07 p.m. Committee Chair Dr. Varner introduced the members of the committee. He
stated, The Committee is responsible for considering a number of issues. Tonight we have a
special rate agreement in front of us. The largest issue this committee will face is the
reconsideration of the CSO long-term control plan. Our plate is rather full and I don't look
forward to it becoming any less full. With regard to utility rates, we have to have affordable,
reliable, and dependable utilities and it is our job to provide the necessary funding for that. We
must remain vigilant with regard to cost and competitive natures.
Committee Chair Dr. Varner opened the floor to questions or comments from the Committee or
the Council.
Councilmember Karen White asked, What is the status of the consent decree?
Committee Chair Varner replied, Mr. Fahey with the Public Works Department is preparing to
give a presentation about that.
Jitin Kain, Public Works Department with offices on the 13`h floor of the County-City Building,
stated, We have been working with consultants to reevaluate the plan. They have shared
preliminary data with us and we are getting ready to implement it. It seems they have made
considerable progress toward ways of reducing costs, and we will have a better sense of that
when we meet with them next. They have looked at different ways to change some of the details

and it looks like they are making some progress. We will be back to you all in a few weeks to
share more.
With no other business on the agenda Committee Chair Dr. Varner adjourned the Utilities
Committee Organizational meeting at 4:15 p.m.
