Information and Technology Committee
This Annual Report is filed as a requirement of Section 2-10 (i) of the South Bend Municipal
Code which calls for a report from the Chairperson of each of the Council's Standing Committee
by the 2"d Monday in December.
Duties
The Information and Technology Committee is charged with the following duties pursuant to
Section 2-10 (i) (6) of the South Bend Municipal Code:
"Overseeing the various activities of the City's Division of
Information Technologies in the Department ofAdministration
and Finance so that the City of South bend remains competitive
and on the cutting edge of development in this area. Reviewing
and proposing upgrades to computer systems and web sites,
developing availability and access to GIS data and related
technologies are just some of its many activities"
2009 Information and Technology Committee Members:
The member of the Committee this year include:
Dr. David Varner, Chairperson
Council Member Tom LaFountain, Vice-Chairperson
Council Member Henry Davis, Jr., Member
Council Member Al "Buddy" Kirsits, Member
There were no citizen members serving on the Committee this year.

Meetings:
This year the Information and Technology Committee met twice and held discussions on:
Proposed High Tech High School where officials from the South Bend Community
School Corporation shared information with the Committee
• RFP for Information Technology Outsourcing where Bob Allen, Director of the City's
Information and Technology Division shared information with the Committee
As a result of Council President Dieter's discussions with the Council, the Council was able to
partner with the Office of the City Clerk, for needed upgrades were able to both the Council
Informal Meeting Room as well as in the Council Chambers. The Board of Public Works
prepared the specs for the digital audio and visual record improvements. These upgrades
included camera systems, mics, digital storage, a wireless hand-held touch panel, a data
projector, HDTV, and the needed accessories and software.
The Information and Technology Committee will continue to work with the Office of the City
Clerk to assure that the technology needs which benefit the public as well as the overall
operations of the Common Council are addressed.
Challenges in 2010:
With WNIT moving to downtown South Bend, there may be new opportunities, especially in
light of George Lane's request on behalf of Public Access Michiana, Inc. The Information and
Technology Committee would be open to hosting discussions on such topics in the future.
On behalf of the Committee I would again like to thank everyone for making many of the
technology improvements a reality. I look forward to continue to discuss upgrades as needed.
