Council President Tim Scott called to order the Informal Meeting of the Common Council at
4:05 p.m. with three (3) items on the agenda. The Council went over the agenda for that night's
formal Council meeting and detailed the recommendations for each bill from the various
committees.
Council President Scott reminded the Council that their scorecards on the Attorney Interviews
are due by the end of the day.
Council President Scott and the Council then conducted interviews for citizen membership of the
MBE/WBE Board. Under consideration was Henry Davis Jr., Megan Buell, Jonathan Gonzalez
and Abraham Gordillo. Mr. Davis focused primarily on the diversity of city jobs and how those
that work in the City are not a diverse reflection of the City. He also wants the Board to focus
more on community outreach. Ms. Buell focused on her experience working in the work place
and understanding contracts, grants, and applications for minority business. As a transgender
member of the community, she feels she is the best representation for the Board. Mr. Gonzalez
expressed his experience of being a real estate investment broker and felt that experience made
him very qualified for the position on the Board. He has also always wanted to get more involved
with what goes on in the City, and also looks forward to helping minority businesses gain the
understanding of how to be successful. Mr. Gordillo shared his experience in construction and
business, and he also has a lot of experience with filling out the contracting and registration
forms. He feels that his experience with that will be best shared if given the opportunity to serve
on the Board.

OPERATIONS
Council President Scott and the Council then conducted interviews for citizen membership of the
South Bend Animal Care and Control Commission. Under consideration were Lynne LoSecco
and Sue Ushela. Ms. LoSecco focused on her passion for animals and nursing. She also thinks
her ability to be a realist and say what needs to be said makes her the best candidate for the
position. Ms. Ushela expressed her love for animals and explained her advocacy for animals. She
thinks her ability make sound, logical and patient decisions is what makes her the best candidate.
With no other business to discuss, Council President Scott adjourned the Informal Meeting of the
Common Council at 5:25 p.m.
