RESOLUTION NO. 436-74
A RESOLUTION OF THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND SUPPORTING THE PROPOSITION
THAT THE STATE OF INDIANA SHOULD ENACT LEGIS-
LATION PROVIDING FOR STATE REVENUE SHARING
SIMILAR TO THE PRESENT CONCEPT OF FEDERAL
REVENUE SHARING.
WHEREAS, the Common Council of the City of South Bend,
Indiana, realizes the burdensome financial standing of local units
of government and the burden upon the taxpayers of said local units
of government as a result of tax levies.
WHEREAS, the Common Council of the City of South Bend
also realizes that the State of Indiana has enjoyed in the past
surplus monies as a result of the state sales tax and the state
gasoline tax.
WHEREAS, the Common Council of the City of South Bend
feels that these surplus monies could be returned to the local units
of government and to the taxpayers by implementing a program of
state revenue sharing similar to the existing federal revenue
sharing program.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of
the City of South Bend, Indiana, that:
SECTION I . The Common Council of the City of South Bend
strongly supports the proposition that the State of Indiana enact
legislation in the form of a state revenue sharing program to return
to local units of government and the taxpayers residing therein, based
upon population, surplus monies existing as a result of other forms
of state taxation.
SECTION II. This Resolution shall be in full force and
effect from and after its adoption by the Common Council and approval
by the Mayor.
