Councilman Gavin Ferlic who serves as the City Council representative and Chair of the CCAC opened the
meeting. Gavin welcomed everyone thanking them for encouraging participation in last springs student
survey aimed at gauging their impressions of South Bend. Gavin said the survey results showed a more
positive impression of the City, especially from those from the Midwest.
Gavin then afforded each attendee, in turn, an opportunity for comment.
Tim Sexton was first. He gave positive reviews to the welcoming speech the Deputy Mayor Mark Neal
gave to incoming students. He also announced two events:
1. The annual back to school picnic at the Robinson Center would be held on the 19'" of
September.
The student bus tour of the City just prior to the picnic. Mark Neal's speech and the events all
encourage students to engage the community, particularly in the Near Northeast Neighborhood
and downtown. He also noted Louella Parsons has replaced the retired Marguerite Taylor at the
Robinson Center.
Kelly Jordan, Dean of Students at Holy Cross College was next. Kelly reported that they enjoyed the
second largest enrollment ever at the college. Ground would soon be broken for a new 68 bed
residence hall. He echoed Sexton's comments about the improving student perception about the
community especially from a safety standpoint.
Robert Lulgjuraj, Student Body President of Holy Cross College was next. He spoke of student
engagement in the community through the many volunteer activities with local non - profits like La Casa
and St. Vincent DePaul. Other activities include a new student "Coffee Shop" and a tri- campus student
"soiree ".
Capitan Bob Hammer from the South Bend Police Department addressed their continuing effort to
provide students both on and off campus with common sense safety tips. He went on to explain the
Police Departments new regional policing system which is hoped will decrease-crime off campus.
Santiago Garcia and Brett Belak both addresses their contractual relationship with the City. Basically
through better data collection relative to 311 and 911 calls trouble spots can be addressed. This is part
of the city's drive to data - driven decision making.
Kenny Kent representing Kramer Properties, along with Dean Chandler from the County Police both
spoke to the benefits of crime prevention starting with education.
Dan Allen, the Assistant Director of Off - Campus Housing outlined Notre Dame's efforts to work with the
County and City to educate students about their responsibility to the City to become "good neighbors ".
Matt Costello an East Washington Street resident complained about a couple of troublesome student
rental homes. This prompted supportive comments along with procedural suggestions when a nuisance
occurs and may persist.
Dr. Fred Ferlic addressed the need for strong enforcement to nip nuisance properties in the bud. Again,
the emphasis was on educating both student renters and landlords as to their responsibilities to act as
good neighbors.
Gavin announced a next meeting to be Tuesday, October 71h at 3:30 likely to be hosted by Holy Cross
College.
He adjourned the meeting at 4:35.
