a. For purposes of this Certification, "Iran" means the government of Iran and any
agency or instrumentality of Iran, or as otherwise defined at Ind. Code § 5-22-16.5-5,
as amended from time -to -time.
b. As provided by Ind. Code § 5-22-16.5-8, as amended from time -to -tune, a Contractor
is engaged in investment activities in Iran if either:
i. Contractor, its successor or its affiliate, provides goods or services of twenty
million dollars ($20,000,000) or more in value in the energy sector of Iran;
or
ii. Contractor, its successor or its affiliate, is a financial institution that extends
twenty million dollars ($20,000,000) or more in credit to another person for
forty-five (45) days or more, if that person will (i) use the credit to provides
goods and services in the energy sector in Iran; and (ii) at the time the
financial institution extends credit, is a person identified on list published by
the Indiana Department of Administration.
4. Contractor does not knowingly employ or contract with an unauthorized alien, nor
retain any employee or contract with a person that the Contractor subsequently learns is
an unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work
eligibility status of all of Contractor's newly hired employees through the E-Verify
Program as defined by I.C. 22-5-1.7-3. Contractor's documentation of enrollment and
participation in the E-Verify Program is included and attached as pail of this bid/quote;
and
5. Contractor shall require his/her/its subcontractors performing work under this
public contract to certify that the subcontractors do not knowingly employ or contract
with an unauthorized alien, nor retain any employee or contract with a person that the
subcontractor subsequently learns is an unauthorized alien, and that the subcontractor has
enrolled in and is participating in the E-Verify Program. The Contractor agrees to
maintain this certification throughout the term of the contract with the City of South
Bend, and understands that the City may terminate the contract for default if the
Contractor fails to cure a breach of this provision no later than thirty (30) days after being
notified by the City.
6. Persons, partnerships, corporations, associations, or joint venturers awarded a
contract by the City of South Bend through its agencies, boards, or commissions shall not
discriminate against any employee or applicant for employment in the performance of a
City contract with respect to hire, tenure, terms, conditions, or privileges of employment,
or any matter directly or indirectly related to employment because of race, sex, religion,
color, national origin, ancestry, age, gender expression, gender identity, sexual
orientation or disability that does not affect that person's ability to perform the work.
In awarding contracts for the purchase of work, labor, services, supplies, equipment,
materials, or any combination of the foregoing including, but not limited to, public works
contracts awarded under public bidding laws or other contracts in which public bids are
not required by law, the City, its agencies, boards, or commissions may consider the

The Board will award the bid to the lowest responsible and responsive bidder. If the bid is not
awarded to the lowest bidder, the factors used to justify the awards will be stated in writing at the
request of any bidder.
The Board reserves the right to reject any and/or all bids or portions thereof and to waive any
irregularities or informalities.
The unit shall be new and unused, the latest current model in production and shall have all
standard equipment normally furnished on such models.
General:
The intent of this publication to describe a tub -type grinder which is fully assembled.
Overall Dimensions:
Unit shall be no more than 53,000 lb (24040.4 kg), 61.P (18.6 m) long with conveyor unfolded,
8.4' (2.6 m) wide and 13.1' (4 m) tall.
Engine:
Engine shall be a Caterpiller C 15 Tier 4 Final turbocharged, after -cooled, 6-cylinder diesel
engine providing 540 hp (402 kW) and 1823.3 ft-lb (2472.1 Nm) of torque. Engine shall be
liquid -cooled with a minimum coolant capacity of 20 gal (75.7 L). The engine air intake shall
have primary and secondary backup filters with precleaner and electric restriction indicator.
Fuel Tank:
Fuel system shall be equipped with a 251 gal (950.1 L) fuel tank and require ULSD fuel. Tank
shall be shock -mounted, with a lockable fuel cap and pre-screen filler neck.

Electrical Svstem:
Electrical system shall be 24 V, negative ground system, using 12 V, lead -acid, wet cell batteries
8D, not less than 1155 CCA at 0 degrees Fahrenheit. Alternator shall not be less than 190
amperes minimum -rated capacity.
Hydraulic System:
Hydraulic system shall have an operating capacity of a 90 gal (340.7 L). Tank shall include a
filtration method of (2) in -tank return filters with suction strainer. Tub drive shall have a
dedicated circuit, load -sense, pressure -compensated pump producing up to 22.1 gpm (83.7
L/min). Implement circuit shall use load -sense, pressure -compensated pump providing up to
20.7 gpm (78.4 L/min). Loader hydraulic shall consist of load -sense, pressure -compensated
pump with flow capabilities of up to 54.2 gpm (205.2 L/min).
Clutch:
Unit shall be equipped with a microprocessor -controlled, hydraulically actuated, PT Tech dry
clutch, with built-in torque limiting capabilities.
Axle:
Unit shall be a triple -axle, over slung spring suspension, all steel construction trailer rated at no
less than 20,000 lb (9071.8 kg) per axle. Shall be a 2" (5.1 cm) replaceable kingpin. Unit shall
also be air actuated with spring supplied park brakes and with

Cutting mill shall be drum -type design. Hammermill drum shall have a tip diameter of 29" (73.7
cm) and cutting width of 44" (111.8 cm) with reversible drum skin and replaceable end -caps.
The hammermill drum assembly shall contain 7 hammers and 14 tips.
Tub:
Tub shall have a minimum of 7.8' (2.4) inside diameter with a fixed flare design measuring a
maximum of 12.3' (3.7 m) at the top of flare opening. Minimum depth of the tub shall be 5.1'
(1.5 m).
Tub base shall be flared out, allowing cutters to pass along the tub wall reducing material
bridging in the tub. Tub wall shall be constructed of a minimum of .25" (6.4 mm) TI steel with
four tub agitators welded vertically on the tub wall to help direct material over the hammermill.
Tub floor is 3/8" (1 cm) thick T1 steel.
Rotation and speed of the tub shall be variable from 0-10 rpm. Tub shall be raised and lowered
with a hydraulic cylinder and have pressure -operated check valves and include a mechanical tub
table support. Tub table lift shall be interlocked to disable the tub tilt function if hammermill
rotation is detected.
Tub shall tilt sideways for easy tub cleanout, mill box access, screen changes with full open
position being no greater than 91 degrees.
Thrown Object Restraint:
Machine shall be equipped with a thrown object restraint system. This system shall consist of
replaceable deflector at the rotor which directs material struck by the hammers in a direction
blocked by the tub cover. Cover restrains objects with the greatest weight and velocity from
being thrown from the tub. Cover shall be rotated hydraulically into transport or operating
position.
Cover will lock in the operating or transport positions. Controls to positon the cover for grinding
or transport shall be located in the control panel, in the cab of the loader and on the remote
control.
Discharge Svstem;
Continuous discharge conveyor shall come standard with a 3-ply 330 V-cleated heavy-duty belt
measuring 36" (91.4 cm) wide. Continuous -flow conveyor system shall consist of a three-point
frame mount design providing better belt tracking with minimal adjustments. Conveyor must
have lubricated drive and idler rollers with remote grease fittings for hard -to -reach bearings.
Conveyor belt speed shall be fully adjustable with a maximum speed of 778 fpm (237.1 m/min).
Discharge conveyor shall have a maximum load height of 14' (4.3 m) and be able to fold over
the top of the tub for transport.
Controls:
Unit shall be equipped with a side access control panel capable of operating all machine
functions. Wireless radio remote control shall come optional with a loader unit.
Screens:
There shall be screens located on two sides of the hammermill. Screens shall be constructed so
that they can be removed without unbolting or removing welds. Screens shall be constructed of a
minimum thickness of .75" (19.1 mm) AIR 400 steel.
Screen shall be no less than 2700 sq in (17419.3 sq cm). Breaker bar shall consist of four usable
sides, constructed from Tl material as well as independent from the screen.
Warranty:
Limited one-year warranty from date of purchase of 1,000 operating hours, whichever occurs
first.

Manuals:
Included with the machine shall be an operator's manual tethered in a storage container affixed
to the machine. In addition, an operator's manual, maintenance and parts manuals will be
provided.
Tool Kit:
Unit to include a basic tool kit and grease gun with all tools necessary to perform required
maintenance and making simple repairs.
Parts List:
Unit to include complete list of maintenance items such as fluids, filters, belts, etc. List shall
also include wearable items like teeth or blades.
Training:
Vendor to include all set-up, machine operation and preventative maintenance training at the
compost facility and will remain onsite until acceptance of the turner is complete. Training to
include up to 16 hours of operator training and 16 hours of technician training.

B. The Post Office Department will be considered agent of the Bidder in delivering the bid. The
City will not be responsible for deliveries. Any Bids received after the time specified will
be returned unopened.
C. Bids will be opened and read publicly at the time and place designated in the Notice to
Bidders. Bidders, their authorized agents, and the public are invited to be present.
D. Bidders may bid on one (1) or more item, provided however, that the bid submitted for each is
delivered in a separate, sealed envelope, with the envelope clearly labeled on the outside
as to the specific item for which the bid is being submitted. Bidders may submit separate bid
bonds for each item being bid upon OR may submit one (1) bid bond equal to 10% of the
combined total of all bids submitted.
E. The Board may reject any bid that does not conform to these requirements as non-
responsive.
5. ADDENDA— NO VERBAL INTERPRETATIONS
A. No inquiries by Bidders relative to interpretation of Plans, Specifications, Special Provisions,
or other Bidding Documents will be answered verbally. If any prospective Bidder is unable or
unwilling to comply with one or more requirements of the bidding document, such Bidder
should so inform the Board of Public Works in writing. Upon receipt of such information,
consideration will be given to the advisability of issuing an Addendum which would thereupon
become applicable to all Bidders. Any such inquiry must be submitted at least seven (7) days
prior to the bid opening date in order to give the Board sufficient time to consider any
necessary Addendum. All answers to such inquiries, in the form of Addenda, will be furnished
to all prospective Bidders who have registered with the City. All Bidders are required to
acknowledge receipt of any Addenda by inserting the Addendum number and the issuing date
on executed Proposals.
6. REJECTION OF PROPOSALS CONTAINING ALTERATION, ERASURES, INCOMPLETE BIDS
AND ETC.
A. Proposals shall be rejected if they show any alteration of form, additions not called for,
conditional or alternate bids (except when and insofar as are invited), incomplete bids,
erasures or irregularities of any kinds.
B. All blank spaces for bid prices must be filled in, in ink, with the unit price and total price for
each item (This does not apply to divisible bids). In case of incorrect totaling of amounts and
where the unit price and the extension thereof do not agree, the unit price for each item shall
govern, and the City is authorized to correct all erroneous extension and totals for the purpose
of comparing bids.
7. TRADE DISCOUNTS
A. Trade discounts shall not be shown separately, but shall be incorporated in the Bidder's unit
price, unless otherwise specified.
8. VEHICLE BIDS
A. Bidders may bid on one (1) or more vehicles, provided however, that the bid submitted for
each vehicle is delivered in a separate, sealed envelope, by vehicle, with the envelope clearly

TAX EXEMPTIONS
A. The City of South Bend is exempt from the payment of federal excise and transportation taxes
levied under the provision of the Internal Revenue Code. It is also exempt from the Indiana

State Gross Retail Tax (sales tax). The City will furnish the successful Bidder with any
certificate of exemption required.
to, WITHDRAWAL OF BIDS
A. Withdrawal of bids will be allowed only in those cases in which a written request to withdraw a
bid is received by the Board of Public Works prior to the date and hour for receiving and
opening bids. In such cases, the same will be returned to Bidder unopened.
11. ESCALATOR OR CONTINGENT CLAUSES
A. The use of escalator clauses or other contingent clauses by the Bidder is prohibited, unless
requested or permitted by the Invitation to Bid. No Proposal shall contain nor be
accompanied by any writing purporting to limit or qualify the City's right to accept such
Proposal or purporting to alter such Proposal or any Contract which may be executed
pursuant thereto.
12. PRICES MUST BE DELIVERED PRICES
A. The bid price shall be a delivered price. All materials shall be shipped F.O.B. destination as
specified in the Invitation to Bid. No fuel surcharges accepted.
13. AWARD —WAIVER OF TECHNICALITIES
A. The Award of Bid, if any award be made, will be made within sixty (60) calendar days after the
opening of Proposals to the lowest responsible and responsive Bidder who's Proposal
complies with all the requirements prescribed, exclusive of technicalities waived. Until the
final award of the Bid, however, the right is reserved by the City to reject any and all
Proposals and to waive technical errors.
14, SPLITTING OF AWARDS/DIVISIBLE BIDS
A. Bids will be awarded on the basis of the total dollar amount for all items in the Proposal unless
the bid is described by the City as a Divisible Bid. The City may award a Divisible Bid to the
lowest responsible and responsive Bidder for each item or class of items as indicated in the
bid documents.
15. BIDDER QUALIFICATION
A. The City may require any Bidder to submit evidence of qualifications, and may consider any
evidence of the financial, technical, and other qualifications and abilities of the Bidder. The
City will not award a Contract to a Bidder who, in its opinion, is not fully qualified on the basis
of financial resources and responsibility, possession of adequate equipment, personnel,
experience, and past record of performance to perform the obligations to be undertaken
competently and without delay.
16. PURCHASE ORDERS
A. A Purchase Order will be issued to the successful Bidder after formal acceptance of the bid is
made by the City.
17. NEW MANUFACTURE
A. Unless otherwise specified in the Invitation to Bid, the items offered shall all be new and the
latest model of manufacture.
18. SOURCE OF SUPPLY
A. If the Bidder is not a manufacturer, the source of supply must be shown and all sub-
contractors must be identified.
19. PACKAGING
A. All items shall be delivered strongly packed and marked according to accepted commercial
practice unless otherwise directed in the Specifications. No charge shall be made for
containers and the City shall have no obligation to return containers unless otherwise
provided by the Specifications or Special Provisions. Any items not received in good
condition will be rejected.
20. INSPECTION OF GOODS
A. The City of South Bend reserves the right to inspect and have any goods tested after delivery
for compliance with the specifications. Notice of latent defects, which would make the item

unfit for the purposes for which they are required, may be given at any time within one year
after discovery of the defects.
B. All items rejected must be removed immediately by the Contractor at the expense of the
Contractor. If the Contractor fails or refuses to remove the rejected items, they may be sold
by the City of South Bend.
C. In some cases, at the discretion of the City, inspection of the commodities or equipment will
be made at the factory, plant, or other establishment where they are produced before
shipment.
D. The above provision shall not be construed in limitations of any rights the City may have
under any laws including the Uniform Commercial Code.
21, ASSIGNMENTS
A. No person to whom a Contract has been awarded may assign his interest in the Contract
without the consent, in writing, of the City.
22. CANCELLATION
A. The City of South Bend reserves the right to cancel any Contract for failure or refusal of
performance, fraud, deceit, misrepresentation, collusion, conspiracy, or any other misconduct
on the part of the Contractor.
23, DEDUCTION OF DAMAGES
A. If the City cancels the contract for any cause, it shall deduct from whatever is owed the
Contractor on the Contract or any other Contract, any amount sufficient to compensate the
City for any damages suffered by it because of the Contractor's wrongdoing.
24. METHOD OF INVOICING FOR PAYMENT
A. Contractor shall bill the City of South Bend
1. On regular invoice form giving a complete and detailed description of the goods delivered,
including purchase order number.
2. If the Contractor allows a discount, the period of time in which the City must make
payment to qualify for the discounts shall be computed from the date the City received the
invoice (completely filled out), or the date the goods are delivered and accepted,
whichever may be later, and shall not be less than twenty (20) days.
3. If more than one shipment is made under the Contract and on the same purchase order,
the City will make partial payments on a basis that is agreeable to both parties.
25. OWNERSHIP OF GOODS
A. The goods which are the subject of the Contract shall remain property of the Contractor until
delivered to and accepted by the City of South Bend.
26. ESTIMATED QUANTITIES
A. If the quantity set forth in the Notice to Bidders and Proposal is approximate and represents
the estimated requirements of the City for a specified period of time, the unit price and the
extended total price thereof shall be used only as a basis for the evaluation of bids. The
actual quantities necessary may be more or less than the estimate, but the City shall neither
be obligated nor limited to any specific amount. The City will, if at all possible, restrict
increases to twenty percent (20%) of the estimated quantity and will, if at all possible, restrict
decreases to twenty percent (20%) of the estimated quantity.
27. TERM "OR EQUAL"
A. Where the term "OR EQUAL" is used in these Specifications, the Bidder deviating from
specified item shall file with his/her bid a letter fully explaining and justifying his/her proposed
article or equal. The City of South Bend shall be the sole judge in determining if the "OR
EQUAL" offered meets the Specifications.

28, INDEMNIFICATION CLAUSE
A. The Contractor agrees to indemnify, defend, and hold harmless the City of South Bend, its
agents, officers, and employees from all costs, losses, claims and suits, including court costs,
attorney fees, and other expenses, arising from or out of the negligent performance of this
Contract by the Bidder or because or arising out of any defect in the goods, materials or
equipment supplied by the Bidder.
NOTE: Incoming mail does not reach the Board of Public Works until after 9:30 a.m. if
you are sending your bid via Federal Express or another overnight source, please
confirm that your package will arrive before the bid opening time and date.

Better visibility as cab rotates with loader knuckle boom; providing clear line of sight as knuckle boom is in straight-line view of operator. 370 degrees of rotation allows for increased
work area around sides and front of machine to stage material for processing. Approximate eye level in cab is 17.5' (533 cm) from ground level to provide clear visibility of material
being processed in the tub.
Cab and loader are mounted on a pedestal in front of the engine enclosure. Cab tills up for operation with operator visibility approximately 17.6 from ground level (5.3 m). Cab and
loader rotate 370 degrees with full reach of 27' (8.2 m) and max lift capacity of 3600 lb (1587.6 kg) at full reach.
Cab Controls
Full operation of the loader knuckle boom, loader swing, clam openlciose and rotate are all located on the joysticks as well as tub rotation controls via push button on right joystick.
Once the machine is started at ground location control panel and discharge conveyor is unfolded for operation, machine functions such as clutch engagement, conveyor raiseflower, tub
rotate, tub cover openlclose, throttle, engine stop and front stabilizer raisellower are accessible from the cab. The electric -over -hydraulic controls provide the flexibility for an operator to
use their preferred control configuration (Vermeer, SAE or ISO) and offers three operating modes to meet the operator's needs.
All machine and cab controls, including cab comfort and machine data displays, are mounted above the windshield. Joystick features electric -over -hydraulic controls.
Hydrautic Tub Drive Chain Tensfonar
Reduces daily maintenance to adjust manual lensioner systems for drive chain. Only increases tension on the chain when tub rotation circuit is under load. Tension is decreased if tub
rotation is not under load. Less operator interface as opposed to mechanical tensioning systems that require operator to adjust tensionnr periodically.
Hydraulic cylinder tensions drive chain according to tub rotation system pressure.
Ground Clearance
The super singles provide floatation and 11" (27.9 cm) of ground clearance for better transport and movement on jobsites such as land clearing where soil conditions are unstable. The
clearance also provides protection of components under the machine, such as brake canisters and axle components by keeping them up and out of the way or debris that is commonly
found on jobs.

Two-piece patented system: The tub cover is hydraulically activated and can be positioned either over the tub or over the engine enclosure via radio remote, cab or control station. The
rotor deflector is bolted to the floor of the tub on the upswing side of the mill.
91 Degree: Tub Tilt
Tub tilt allows for changing of screens, servicing and maintenance of hammermill area, and helping to reduce maintenance time in the field, When tilted over 90 degrees, the tub can be
rotated for easy cleanout. For maintenance, the standard tub fill interlock prevents the tub table from being lifted until the hammennill has stopped rotating. The dual tub lift cylinders
with integral lock valves keep the tub table positioned when raised. The tub design tills high above the material pile aiding in the cleanup process around the machine and minimizing
the chances of material falling onto fenders.

Tub is 60" (152.4 cm) deep and 146" (370.8 cm) across the lop opening to allow loading of large amounts of material. Bottom of the tub flares outward from tub wall, allowing the
hammermilt to cut under the vertical wall of the tub, reducing bridging and allowing steady feeding of material. This highly effective placement of the mill reduces the amount of material
buildup which may cause excess wear on the table and tub. The 6" (15.2 cm) cutting depth moans more aggressive hammermill cuts to help provide continuous grinding and a high rate
of production, Four tub wall agitators move material to help reduce bridging and increase production. Tub rotation is driven by a low -speed, high -torque hydraulic motor and positive

Control Papal
The control panel provides a display of the microprocessor and the CAT engine systems, providing the operator with real-time performance information. The control panel also provides
full instrumentation and diagnostic ports for monitoring hydraulic systems and troubleshooting. The panel is located under the protective Falling Object Canopy, which helps protect
operator from falling objects.
Centralized controls are located near the front left side of the machine with operator protection from falling objects. Combination of displays and gauges and fault code, as well as
multiple switch controls for all operations of the grinder.
Cab Door interlock Salim - Switch
Cab door must be closed and secure before loader boom and rotation is operational providing a safe area for operator in cab from thrown and falling objects.
Interlock switch located on cab door disables loader rotation and knuckle boom functions when door is opened.
