Agenda: Bill No. 17-18 —Scrap Metal Dealer Licenses
Committee Chair Jo M. Broden called to order the Health and Public Safety Committee meeting
at 3:46 p.m. She introduced members of the committee and proceeded to give the floor to
presenters for the Bill No. 17-18.
Bill No. 17-18 - Scrap Metal Dealer Licenses
Joseph Molnar, Ordinance Violation Bureau Clerk with offices on the 4'floor of the County-
City Building, stated, This is the annual renewal of applications for the scrap metal,junk dealer
and recycling licenses. This year there are ten(10) applications, all of which are renewals. All
ten(10)were approved by all three (3) departments which were Code, Police and Fire. In the
packet there should be the original application on top,then a site map, followed by the three (3)
sign offs from the departments. It is pretty standard.
Committeemember Oliver Davis asked, So there should be no scrap metal companies that are
without a license?
Mr. Molnar replied, Correct. They all should have a license if they are operating right now and if
they don't,they're obviously needing a citation.
Committeemember John Voorde asked, Isn't that number down from the past?
Mr. Molnar replied, It is. It is down about two (2) or three (3). 1 was looking back in the records
and in 2013-2014 there were about twelve (12)to thirteen(13) licenses issued. One (1)this year

that had it last year went out of business. That said, there have been none that have failed the
inspection process.
Councilmember Tim Scott asked, Are there any dealers out there that we do not know about?
Mr. Molnar replied, Well, there shouldn't be. I know that both the Fire Department and Code
Enforcement look for that especially. If they find anyone that doesn't have the license in their
window, it's a pretty hefty fine they have to pay. We also, in the Clerk's Office, go ahead and
send a letter to old properties anyway just in case they want to reapply.
Committee Chair Broden asked, If there was one (1) operating without a license, where would
the public report that?
Mr. Molnar replied, To Code Enforcement,to the Fire or Police Department or to us in the
Ordinance Violation Bureau.
With no other questions from the Committee or Council, Committee Chair Broden opened the
floor to members of the public wishing to speak in favor of or in opposition to the legislation.
There were none.
Committee Chair Broden then turned the floor back to the Committee for further discussion or
main motions. Committeemember Oliver Davis made a motion to send Bill No. 17-18 to the full
Council with a favorable recommendation. This motion was seconded by Committeemember
Voorde which carried unanimously by a voice vote of five (5) ayes.
Before adjournment, Committeemember Davis requested an update on the apartment complex
that was found to be pouring raw sewage into the river.
With no other business on the agenda, Committee Chair Broden adjourned the Health and Public
Safety Committee meeting at 3:52 p.m.
