On July 14, 2009, the Commission approved Resolution No. 2552, a Declaratory Resolution
approving the addition of four properties to the acquisition list to the Airport Economic
Development Area. These properties are along East Sample Street, and are part of a joint
effort between the Commission and Ivy Tech to help facilitate the expansion plans of Ivy
Tech, and the rehabilitation of this stretch of Sample Street, which will become a gateway
between Innovation and Ignition Parks.
In addition to the acquisition of these properties, the Commission was asked to make
certain other improvements on Ivy Tech's behalf. The Agency Agreement before you today
is for two of these improvements. They are:
1). Anew fapade to the building at 250 E. Sample Street, which houses Ivy Tech's
new administrative offices (referred to as the ITOSS building -Ivy Tech on Sample Street).
Ivy Tech has completed extensive interior renovations to this building. The exterior is in
desperate need of updating, with is currently clad in white and blue sheet metal. The new
facade would be masonry below and a stucco type material above, with all trim getting a
fresh coat of paint, and two new windows added on the west side of the building. A quote
solicited by Ivy Tech about a year ago was in the amount of $266,000.
2). Demolition of the Apprentice Trade Center at 236 E. Sample Street, which is just
west of the ITOSS building. This block building would be demolished if and when the
Habitat Restore property is acquired. Ivy Tech's plans are to move all Apprenticeship
classes to the Habitat property, which would allow for the demolition of this block building to
allow for more parking.
Staff requests approval of this Agency Agreement with the Board of Public Works, to allow
for the eventual exterior rehabilitation of the ITOSS building and demolition of the
Apprentice Trade Center.

RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION
APPROVING AND AUTHORIZING THE EXECUTION OF
AN ADDENDUM TO THE MASTER AGENCY AGREEMENT
(Ivy Tech Facade Renovation and Demolition Project)
WHEREAS, effective January 1, 2009, the South Bend Department of
Redevelopment, acting by and through its Redevelopment Commission (the
``Commission"") and the South Bend Board of Public Works (the `'BPW'") entered into a
Master Agency Agreement which authorized the BPW to act as agent for and on behalf
of the Commission for certain projects during 2009; and
WHEREAS, pursuant to the Master Agency Agreement, the Commission desires
to add the Ivy Tech Facade Renovation and Demolition Project to the Master Agency
Agreement by way of this Addendum.
NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment
Commission as follows:
Section 1. The Commission hereby approves the Addendum to Master
Agency Agreement (Ivy Tech Facade Renovation and Demolition Project) and hereby
authorizes its execution in substantially the form attached hereto with such changes as the
Commission may deem necessary or appropriate upon the advice of counsel, said
execution thereof to be conclusive evidence of the Commission's approval of such
changes. The Clerk is hereby directed to file a copy of the Addendum with the BPW.
Section 2. This Resolution shall be in full force and effect after its adoption
by the Commission.
ADOPTED at a meeting of the South Bend Redevelopment Commission held on
December 4, 2009, at 10:00 a.m., in Room 1308, County-City Building, South Bend,
Indiana 46601.

ADDENDUM TO
MASTER AGENCY AGREEMENT
(Ivy Tech Facade Renovation and Demolition Project)
This Addendum to Master Agency Agreement (this "Addendum'"), made and
entered into as of the 4th day of December, 2009, by and between the South Bend
Department of Redevelopment, acting by and through its Redevelopment Commission
(the "Commission"') and the City of South Bend, Indiana. a municipal corporation duly
organized and existing pursuant to the laws of the State of Indiana, acting by and through
its Board of Public Works (the "BPW'') for purposes of the Commission designating the
BPW to act as the Commission's agent to undertake the Ivy Tech Facade Renovation and
Demolition Project (the "Project'•)
WHEREAS, effective January 1, 2009, the Commission and the BPW entered
into a Master Agency Agreement which authorized the BPW to act as agent for and on
behalf ofthe Commission for certain projects during 2009; and
WHEREAS, pursuant to the Master Agency Agreement, the Commission desires
to add the Ivy Tech Facade Renovation and Demolition Project to the Master Agency
Agreement by way of this Addendum.
NOW, THEREFORE, in consideration of the mutual covenants and promises
contained herein, and for other ;good and valuable consideration, the receipt of which is
hereby acknowledged.. the BPW and the Commission agree as follows:
The Commission hereby empowers and appoints the BPW, pursuant to the
Master Agency A~~reement. to act as the Commission's agent for the limited purpose of
contracting for and managing the completion of the Project, the scope of said Project
being more specifically described in "Exhibit A•'. attached hereto and made a part hereof.
2. All of the terms and conditions of the Master Agency Agreement shall
control this appointment and this Addendum shall be attached to the Master Agency
Agreement.
IN WITNESS WHEREOF, the undersigned execute this Addendum to Master
Agency Agreement to be effective as of the date first written above.

Ivy Tech Facade Renovation and Demolition Project
Project: Ivy Tech Facade Renovation and Demolition Project
Project Description:
a. Demolish the existing improvements located on Parcel No. 18-
7001-0002, 236 E. Sample Sheet, the Apprentice Trade Center, before
September 30, 2010.
b. Rough grade the lot after demolition.
c. Contract for and complete a facade renovation on the ITOSS
building located on Parcel No. 18-7008-0277, 250 E. Sample Street,
before September 30, 2010.
Scope of Work: The Board of Public Works, acting on behalf of the
Redevelopment Commission per the Agency Agreement, will develop bidding
specification, bid the project per applicable statutes, award the project and
monitor construction/demolition activities. The Board of Public Works will
consult with Dave Relos (representative of the Redevelopment Commission) for
approval of bidding specifications and change orders. Project is not to exceed
$295,000 in cost ($270,000.00 Facade Renovation and X25,000.00 Demolition).
Source of Funds: Airport Economic Development Area TIF.
Timeline: The project is anticipated to be completed by September 30, 2010.
