RESOLUTION NO.
A RESOLUTION OF THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA SUPPORTING THE
REENACTMENT OF THE FEDERAL REVENUE SHARING
GRANT PROGRAM
WHEREAS, the Federal Government is currently considering
the reenactment of the Federal Revenue Sharing Grant Program;
and
WHEREAS, Federal Revenue Sharing Grant Funds have been an
important and valuable source of financing for many local
governmental programs in the City of South Bend; and
WHEREAS, it is in the best interests of the City of South
Bend to continue to receive Federal Revenue Sharing Grant Funds
of an amount which will allow a continuation of local govern-
mental services at their present level; and
WHEREAS, it is in the best interests of the City of South
Bend that new burdensome administrative procedures not be made
a condition to receipt of Federal Revenue Sharing Grant Funds;
and
WHEREAS, the Common Council of the City of South Bend
supports the reenactment of the Federal Revenue Sharing Grant
Program at a workable level without unnecessary new administra-
tive burdens,
NOW THEREFORE, BE IT RESOLVED by the Common Council of the
City of South Bend:
SECTION I. That the Common Council fully supports the re-
enactment of the Federal Revenue Sharing Grant Program.
SECTION II. That the Common Council fully supports the 3 3/4
year entitlement financing method of funding the Federal Revenue
Sharing Grant Program.
SECTION III. That the Common Council fully supports elimina-
tion of the Fascell Supplemental Formula for determining the
amount of local government's share of Federal Revenue Sharing
Grant Funds.
SECTION IV. That the Common Council fully supports
elimination of the Rosenthal modernization amendment to the
Federal Revenue Sharing Grant Program receipt procedure.
SECTION V. That this resolution shall be in full force
and effect from and after its adoption by the Common Council
and approval by the Mayor.
