WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of the City, and is the Applicant for an Innovative Grant called "Project Promote" under Title I of the Housing and Com- munity Development Act of 1974, as amended. NOW, THEREFORE, BE IT RESOLVED THAT THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. Hereby establish the authority of the Mayor of the City of South Bend to submit an application for Innovative Project monies in the amount of Fifty Seven Thousand, One Hundred and Thirty Dollars ($57,130.00) to the United States Government, Department of Housing and Urban Development under Title I of the Housing and Com- munity Development Act of 1974, as amended. SECTION II. The Department of Human Resources and Economic Development will be designated Administrative Agent for the program. For every category established under this Resolution, the Mayor shall submit to the Common Council a line item budget in ordinance form prior to any expenditures of any grant money received upon approval of this application. SECTION III. This Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. Adopted, as amended, January 23, 1978 RESOLUTION NO. Hunt Deputy Director TO: THE SOUTH BEND COMMON COUNCIL FROM: CARL ELLISON��'� SUBJECT: INNOVATIVE GRANT PROPOSAL DATE: JANUARY 18, 1978 Attached hereto for your information and review is an abstract of 'PROJECT PROMOTE', an Innovative Grant proposal which we wish to submit to the Department of Housing and Urban Development for fund- ing. 219/284 -9335 As you may already be aware of, Innovative Grants in general should stimulate incentives for investment and reinvestment in urban neighborhoods. While 'PROJECT PROMOTE' is designed to undertake this approach it is also designed to facilitate private- and - public - sector involvement, much like Project Rebate has done. I hope you share my feeling of optimism regarding the workability and utility of such a project in the City of South Bend and grant a favorable recommendation to the proposal. Thank you. CE /br CC: Mayor Peter J. Nemeth Attachment ABSTRACT PROJECT PROMOTE For South Bend, as well as for most American cities, deterioration of central city neighborhoods remains a serious problem. It is the objective of Project Promote to initiate a two component program to stimulate neighborhood reinvestment and thus alleviate the problem of inner -city deterioration. The first component will be a study designed to build an information base concerning reinvestment/ disinvestment trends in identified neighborhoods. The second component will be the development of a positive program to promote and "market" central city neighbor- hoods on the parts of both municipal officials and organized neighborhood groups. South Bend has thirty -four clearly defined organic neighborhoods. The experience of the city is that direct government intervention in neighborhood revitalization efforts via housing rehabilitation and related programs has not proven to be totally effective. It is apparent then,that effort to deal with neighborhood social and economic dynamics is necessary. Thus, Project Promote is designed to encourage viable neighborhood based groups and organizations to work positively toward obtaining high levels of neigh- borhood reinvestment. With this program the City also expects to come to grips with the problem of residential dislocation that results from neighborhood transition. While the final outcome of this project is to provide information, training, and technical assistance to neighborhood based groups and organizations, the program can only be successful if accurate and candid profiles of the neighborhoods in question exist. These profiles must necessarily include an assessment of governmental programs. It is imperative to know which past and present programs and policies have worked and which have not. Consequently, one goal of this 2. project to build these neighborhood profiles. Once completed the profiles will not only be used to assist in the provision of training and technical assistance to neighborhood groups but will also serve as the basis of reassessment of city government neighborhood policies. South Bend is a city uniquely suited for this project. First, South Bend has over the last several years designed and implemented a wide range of neighbor- hood improvement programs. Secondly, South Bend has a large number of active and effective neighborhood associations with whom the City has worked. And, thirdly, there exists a strong formal and informal working relationship between the City and the local university community. Through Indiana University at South Bend and the University of Notre Dame, the City has sponsored several research projects that can now serve effectively as the basis for this project.
