A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, AUTHORIZING THE MAYOR TO SUBMIT TO THE
UNITED STATES GOVERNMENT, DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT, AN APPLICATION FOR PROGRAM
YEAR 1978 COMMUNITY DEVELOPMENT FUNDS UNDER TITLE I
OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF
1977.
WHEREAS, the Mayor of the City of South Bend is the Chief
Executive Officer of the City, and is the Applicant for Community
Development funds under Title I of the Housing and Community Development
Act of 1977.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the
City of South Bend, Indiana;
SECTION I. That the Mayor of the City of South Bend is
hereby authorized to submit an application for Three Million Five Hundred
and Eighteen Thousand Dollars ($3,518,000.00) plus Three Hundred Thousand
Dollars ($300,000.00) of reprogrammed unobligated funds from the 1976
Community Development Program to the United States Government, Department
of Housing and Urban Development under Title I of the Housing and Community
Development Act of 1977.
SECTION II. That the Common Council of the City of South Bend
hereby requests that the Mayor submit the 1978 Community Development Block
Grant Application to the Common Council for review and comment at least
two (2) weeks prior to the date upon which the Community Development Block
Grant Application must be filed with the Department of Housing and Urban
Development.
SECTION III. That for every category established under this
resolution, the Mayor shall submit to the Common Council a line item
budget in Ordinance form prior to any expenditures of any grant money
received upon approval of this application.
SECTION IV. That this Resolution shall be in full force and
effect from and after its adoption by the Common Council and approval by
the Mayor.

SUBJECT: RESOLUTION AUTHORIZING MAYOR TO SUBMIT 1978 CD APPLICATION
DATE: FEBRUARY 22, 1978
On February 27, 1978, the Common Council will consider a Resolution
authorizing the mayor to submit the City's 1978 CDBG Application to HUD on
April 22, 1978.
To aid you in the consideration of the above resolution, the
CPD staff has prepared an executive summary of the proposed 1978 CD program
for your review and comment. The summary contains some of the most important
elements of the application:
(1) a proposed C.D. program budget;
(2) a capsule description of each identifiable
project and activity;
(3) a general statement of intent and purpose and;
(4) an introduction to the neighborhood housing
strategy with accompanying maps.
A full application, including the Housing Assistance Plan (HAP),
HAP methodology, goals and long term objectives, and other application
elements will be available for Common Council Members on or about
March 6, 1978. As required by CD regulations, the City will submit an
application to the State A -95 Agency and Michiana Council of Government
for review and comment on March 6, 1978.
