A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, AUTHORIZING THE MAYOR TO SUBMIT TO THE
INDIANA DEPARTMENT OF PUBLIC WELFARE AN APPLICATION
FOR FUNDS UNDER TITLE XX OF THE SOCIAL SECURITY ACT
OF 1936, AS AMENDED.
WHEREAS, the Mayor of the City of South Bend is the Chief
Executive Officer of the City, and is the applicant for the Title XX
Application under Title XX of the Social Security Act of 1936, as amended.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the
City of South Bend, Indiana:
SECTION I. That it hereby establishes the authority of the
Mayor of the City of South Bend to submit an application for Title XX
funds in the amount of Twenty Thousand Eight Hundred Twenty Seven
Dollars ($20,827.00) to the Indiana Department of Public Welfare under
Title XX of the Social Security Act of 1936, as amended.
SECTION II. That the Executive Director of the Youth Service
Bureau shall be designated the Administrative Agent for this grant.
That for every category established under this Resolution, the Mayor
shall submit to the Common Council a line item budget in ordinance form,
prior to the expenditures of any grant money received upon approval of
this application.
SECTION III. That this resolution shall be in full force and
effect from and after its adoption by the Common Council and approval
by the Mayor.

The Youth Service Bureau is seeking Council approval to submit an
application to the State of Indiana Department of Public Welfare for funding
in the amount of $20,827.00 under Title XX of the Social Security Act of 1936,
as amended. This is federal money through the Department of Health, Education
and Welfare given to states in block grants for distribution.
The Bureau intends to contract to provide five areas of service to
recipients of Aid to Families with Dependent Children. We are proposing to
contract for the following:
The School Service Coordinator Program is operating in ten schools of
the South Bend Community School Corporation. The service being contracted for is
one -to -one counseling in the school setting.
The General Recreation Program is our "Summer Fun Program" in operation
at Kennedy, Clay, and Memorial Parks. It is an 8 week program, five days per week
for four hours daily. The therapeutic recreation modality using the "new games"
approach is used in our program.

The School Service Coordinator Program is operating in ten schools of
the South Bend Community School Corporation. The service being contracted for is

The Special Recreation Program is offered twice a year for ten weeks.
The target population is the 14 and 15 year old truants. A combination of in-
school counseling, cultural and recreational activities are offered. The object
is to change attitudes as they effect school performance.
The Campership Program is offered as an incentive and as a reward for
positive behavior observed in the Summer Fun Program. Youth are taken to Red
Bud Retreat for a week of camping experience.
Uniforms for camp participants also are used as an incentive for
positive behavior and attitudes. The uniform consists of one pair of tennis shoes,
one pair of socks, and one T -shirt with Red Bud Retreat and Youth Service Bureau
lettering.
As indicated above, a 25 percent match is required. The City of South
Bend is seeking to file a letter with the State certifying the availability of
funds in lieu of sending cash match. No additional funds for match will be
requested of the Council.
The initial application will go through a review process at the State
level. After the review, I will be negotiating with the State on the proposed
unit rates. On the basis of the negotiations a contractual agreement will be
drawn up. The contract should be ready for approval by the end of May. The
contract period is July, 1978 through June, 1979.
I hope this information is sufficient for a clear understanding of our
application.
