Presented by me to the Mayor of the City of South Bend, Indiana April 25 1978 City Clerk Approved and signed by me Mavor Resolution No. A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, AUTHORIZING THE MAYOR TO SUBMIT TO THE STATE DEPARTMENT OF PUBLIC INSTRUCTION A GRANT APPLICATION THROUGH THE YOUTH SERVICE BUREAU FUND OF THE INDIANA STATE LEGISLATURE. WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of the City, and is the Applicant for funding through the Indiana Department of Public Instruction, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana that: SECTION I. The Mayor of the City of South Bend is hereby authorized to submit an application for State funding in the amount of Fifteen Thousand, Eight Hundred Ninty Dollars ($15,890.) to the Indiana Department of Public Instruction. SECTION II. The Executive Director of the Youth Service Bureau shall be designated the Administrative Agent for this grant. For every category established under this Resolution, the Mayor shall submit to the Common Council a line item budget prior to the expenditures of any grant money received upon approval of this application. SECTION III. This resolution shall be in full force and effect from and after its adoption by the Common Council and approval of the Mayor. Accomplishments to date 1) Continuous operation since 1972. 2) Strong relationships with local police agencies, D.P.W., Juvenile Probation Department, South Bend Community School Corporation. 3) Rapid development of relationship with other school corporations in the county, as well as with St. Joseph County Police Department. 4) Taken major role of service delivery for youth employment. 5) Operate only shelter care facility in St. Joseph County. 6) Community Acceptance of programs. 7) Expansion of recreation programs. 8) Youth Advocacy. 9) Acceptance of Youth Service Bureau as primary deliver of youth program. 10. Strycker, Youth Ser Bureau Re: Resolution Attached Date: April 19, 1978 The Indiana State Legislature has authorized funding to all youth service bureaus in the State of Indiana through a special Youth Service Bureau fund. These funds are to be appropriated through the Indiana Department of Public Instruction. This is the third year the State Legislature has set aside funds for the youth service bureau operation in the State of Indiana. For your information, a copy of the legislation is attached. The purpose of the lesiglation is to provide operating expenses for the bureaus. My intent is to budget funds for personnel and other administrative costs. Using the funding formula of the legislation, the South Bend Youth Service Bureau will request $ 15,890. Encl. 1 cc: M. Carrington C. The superintendent of public instruction has the sole discre- tion to determine whether or not a youth service bureau may be funded above the amounts allowed for the executive direct�:x, a secretary, and office rent. The superintendent of public instruction shall establish standards for the grants.
