December 26, 1961
A regular meeting of the Board of Public Safety was held on Tuesday,
December 26, 1961 at 10:00 A.M. CST. All -members were present. Minutes
of the last regular meeting and the special meetings were read and
approved. Vouchers were approved and ordered paid to the various
suppliers.
POLICE DEPARTMENT PROMOTION
Upon the recommendation of the Chief of the Police Department, the
Board approved the promotion of Officer Mathew Barczykowski to the rank
of Sergeant, effective January 1, 1962.
CLOSING OF ALLEY ( Y.M.C.A. BUILDING PROGRAM)
Comes now Mr. Edwin D. VanRyn of Maurer & Maurer, Architects, and
informs the Board that the Y.M.C.A* building plans will necessitate
the closing of alleys for a period of construction.
After hearing Mr. VanRyn, the Board referred the matter to Clem Hazinski,
Traffic Engineer for a report to the Board and his recommendations.to
be submitted at the Board meeting of January 2, 1962.
RE: MCKINLEY LAGOON ( SKATING PRIVILEGES)
A progress report on the matter of skating on McKinley Lagoon made by
Clem Hazinski and Ray Andrysiak indicates that residents in the area
are willing to serve as a committee to determine when the ice is safe
for skating.
A letter, addressed to the Board of Public Works & Safety, setting forth
the responsibility of the committee, was presented to the Board. The
following residents signed the letter and will act as volunteer members
of the committee:

The letter was accepted and ordered placed on file.
The Board ruled that a flag pole will be erected on city property at the
site and a red flag will be provided. When, in the opinion of the
committee, the ice is unsafe for skating, the red flag will be flown.
When this installation has been completed, the present signs prohibiting
trespassing will be removed and the Police Department will be notified
of this action.
The Board expressed its thanks to the members of the committee for their
cooperation and also expressed appreciation to Mr. Ray Andrysiak and Mr.
Clem Hazinski for their work in this project.
LETTERS COMMENDING FIRE DEPARTMENT
A letter from Mrs. Margaret R. Alexander praising the Fire Department for
its ambulet service in rushing her to a hospital in an emergency was read
by the Board and ordered placed on file.
A letter from the Salvation Army expressing appreciation to the members of
the Fire Department for donating their services during the Christmas Kettle
Effort this year was also read and ordered placed on file.
FIRE DEPARTMENT APPLICATION
An application for the Fire Department from Bert W. Andrzejewski was accepted
and ordered placed on file.

BUILDING DEPARTMENT ( HOUSE MOVE)
A request from Verner Lane, Building Commissioner to move a house from
59788 U.S. 31 South to 4325 S. Fellow Street, South Bend. The owner of
the house is Paul C. Woodcok, the mover is Lewis Mitschelen.
The Board approved such a move after being advisfd that the owners have been
notified and there have been no remonstrances. The Board also
stipulated that said move will be permitted provided all requirements
are met for such a house move.
BUILDING DEPARTMENT ( EMPLOYEE RETIREMENT)
Comes now Verner Lane and advises the Board that Ernest DeGraff,an
employee of the Building Department as a Residential Building Inspector,
will retire the first of the year of 1962. Mr. Lane further stated that
Mr. DeGraff had served as a loyal and efficient employee whose presence
will be missed.
BUILDING DEPARTMENT ( SUB -STANDARD DIVISION)
Hearing on a case involving property at 1838 N. Elmer Street was postponed
by the Board until a future date upon request of John Grabarz.
TRAFFIC ENGINEER ( TRAFFIC SIGNS)
Following the recommendation of the Traffic Engineer, the following
installations were approved:
Stop Signs installed on Parallel Street, both sides, at Johnson Street.
Yield Right -of -Way sign installed on Caroline Street, southwest
corner, at Hays Court. This replaced a stop sign at that location.
WEIGHTS & MEASURES DEPARTMENT REPORT
A monthly report for November, 1961 from the Department of Weights &
Measures was accepted and ordered placed on file.
_STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 10:45 A.M.
