A special meeting.of the Board of Public Safety was held on Wednesday,
December 20, 1961 at 10:45 A.M. Messrs Andrysiak and Davies were present.
Also present were Police Chief Dutrieux, Capt. Orson Harmon, Traffic
Engineer Hazinski.
Mr. Andrysiak informed the Board of a meeting that was held on Tuesday,
December 190 1961 at 7:30 P.M. CST in the Council Chambers to discuss
the problem of ice skating on the McKinley Lagoon. Twenty-two residents
of the McKinley area were present. Copy of names and addresses were
submitted to the Board and ordered placed on file.
A report by Traffic Engineer Clem Hazinski was presented to the Board and
read by the Board and discussed. The Report submitted by Mr. Hazinski
follows:

South Bend, -Indiana-
Gentlemen:
At the regular meeting of the Board of Public Works & Safety on
Monday, December 18, 1961, this department was directed to call a
meeting of persons residing adjacent to and in the vicinity of the
McKinley Pond. Invitations were sent to these persons and twenty-
two were present on Tuesday, December 19, 1961 at 7:30 P.M. in the
City Hall Council Chambers.
Mr. Ray Andrysiak, City Engineer, and 1 explained the City•s stand
reference prohibition of swimming, fishing and skating on the pond
and the reason for this action.
The residents felt that since they have used this pond for eight
years with no accidents to skaters that they should be allowed to
continue to do so.
The following courses of action were suggested by the group to be
presented to you for your consideration:
1. That red flags be used to indicate that the ice is unsafe for
skating. (This is done in Fort Wayne, Indiana.)
2. The parents organize and appoint a monitor or guardian to Oe
present and supervise the skating if safe. Also, the parents would
keep all children off when unsafe.
3. The area where the water is deepest at the south end of the pond
to be roped off and buoys installed. 0Mrs. Maynard Wilson, 727 Hickory
Road volunteered to do this.)
4. An association be formed by the residents and a purchase of the
pond be made by residents with clauses in the document providing for
certain rights and usage by the city.
The group requested that the signs either be removed or changed upon.
action by theBoard of Public Works and Safety. Also, requests were
made to install some type of barrier at the water edge of each concrete
ramp. This would prevent persons from slipping off the algae coated
surface into the water.
Although a note of belligerency was detected at the opening of the
meeting the gaup left with an amicable attitude. They were informed
that notification would be made of the decision of the Board of
of Public Works & Safety reference this problem.

Suggestion No. 4 is a long ranee program and, it was the decision of the
Board, not to consider this suggestion at this time.
After careful examination of the suggestions submitted, it was the decision
of the Board that interested parents in the area appoint a committee of
several residents - at least 5 residents to serve. Said committee would
determine when there should be skating and when there should not be
skating. This committee will be charged with the responsibility of
keeping the children off the ice when, in their°judgment, conditions�,are
unsafe.
If the children fail to obey their request not to skate on the ice, this
committee will call the Police Department for assistance
The Board further decided that a letter shall be drafted and submitted
to the committee chosen. This letter will set forth the responsibllity
of the members of the committee and shall be signed by all members of
the committee and submitted to the Board of Public 'Safety to be placed
on file.
Upon receipt of the letter referred to above, the order to the Police
Department as it now stands will be rescinded and signs will be removed,
There being no further business to come before the Board, the meeting wars",
adjourned at 11:45 A.M.
