HomeMy WebLinkAbout12/04/61 Board of Public Works MinutesDecember 49 1961 A regular meeting of the Board of Public Safety was held on Monday, December 4, 1961 at 10:00 A.M. CST. All members were present. Minutes of the last regular meeting were .read and approved. Vouchers were approved and ordered paid to the various suppliers. AMERICAN RED CROSS LETTER ( RE: CITATION FOR LIFE SAVING - FIRE DEPARTMENT) .A Letter from Fred Vaughn, Jr., Volunteer Chairman; Disaster Services of the St. Joseph County Chapter, American Red Cross, was presented to the Board. Mr. Vaughn, representing the Red Cross, expressed appreciation to Firemen DeBuysser and Lt. John Filczak and the men of Squad Co. 21 for their action in saving the life of a boy rescued from a burning house. Firemen DeBuysser administered mouth to mouth resuscitation until the child began to breath, and he was then rushed to the hospital via Fire Department Ambulet. Mr. Vaughn further stated that the Red Cross Fird Aid training is mandatory for both the Fire and Police Departments and that the American Red Cross will recommend that a Certificate of Merit be issued, from now on, to those responsible for saving a life as a direct result of this training. This award will be presented at the Annual Meeting of the local American Red Cross. The Board also expressed appreciation and congratulations to the Firemen ►-D involved in this particular life saving incident and, further expressed its appreciation to the entire Fire Department for their splendid work beyond the regular call of duty. The letter was ordered placed on file. POLICE REPORT - RE: STREET LIGHT AND TRAFFIC_ SIGNALS (_MIAMI & IRELAND RDS.) A Report from Officers J. Pastor and G. Knepper suggesting that a street light be installed at Miami and Ireland Roads since this intersection has only one street light for this large area. The Report also calls attention to the fact that traffic is very heavy at the intersection and requested that a study be made of traffic with an eye towards the installation of automatic traffic lights at this intersection. Mr. Clem Hazinski, Traffic Engineer, present at the meeting, reported that a study had already been made at this intersection and it was the opinion of his Department that it did not warrant a traffic signal at this time. The Board referred the Report to Nicholas Horvath, Electrical Department, for infestigation and report. PETITION ( STREET LIGHT) A Petition for the installation of a street light at 1514 Rush Street was referred to the Electrical Department for investigation and report. ELECTRICAL DEPARTMENT ( STREET LIGHT INSTALLATIONS) Following the recommendation of the Electrical Department, the following street light installations were approved: 1 - 4000 street light at 1509 Rush St.(lumen) I - 4000 lumen street light at 2516 W. Grace St. I - 4000 lumen street light at 919 Humphrey Ct. (Remove present 2500 lumen) 1 - 4000 lumen street light at Indiana & Grant Sts. 1 - 4000 lumen street light at 911 S. Emerson Ave. 1 - 4000 lumen street light at 816 S. Liberty St. TRAFFIC ENGINEER ( TRAFFIC SIGNALS) Following the recommendation of the Traffic Engineer, the following installations were approved: Stop Signs installed on -Lombardy Drive, both sides, at Washington Avenue, making this a 4-way stop intersection. Stop Signs installed on Carroll Street, both sides, at Bowman Street. I BUILDING DEPARTMENT ( SUB -STANDARD DIVISION) Comes now John Grabarz, of the Sub -Standard Division, and reports that Mr-. Gross, owner of a dwelling located at 106 S. St. Louis Blvd. requests a continuance of this case in order to bring property up to standard. Continuance granted until April 1, 1961 to accomplish this. Mr. Grabarz submitted a letter from Mr. Joseph A. Rightley, owner of property located at 1222 E. Paris Street. In the letter Mir. Rightley informed the Board of Safety that, in accordance with instructions, he had removed debris and partially burned shed to be removed from the premises. He also has listed property, subject to repeat of the condemnation, with a Real Estate Broker for sale. Any prospective buyers will be made aware of the necessary repair necessary to bring property up to standard. Mr. Rightley further requests a repeal of the building condemnation for:: a period of six.months. Request granted and case continued until May 1, 1962. Mr. Grabarz and Battalion Chief Downes of the Fire Department made their usual report that during the past two weeks no action has been taken with reference to property located at 1147 Johnson Street. SPECIAL POLICE APPLICATION An application from Donovan C. David, to perform duties of Special Police Officer for Meyers Merchant Police was approved by the Board. SPECIAL POLICE COMMISSIONS ( LIST) A List of the Special Police Officers from the Police Chief's Department, was examined, accepted and ordered placed on file. POLICE DEPARTMENT MONTHLY REPORT A Monthly Report for October, 1961 from the Police Department was accepted and ordered placed on file. POLICE DEPARTMENT APPLICATION An application for the Police Department from Fred Medich was accepted and ordered placed on file. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted by the Board and ordered placed on file. BUILDING DEPARTMENT ( RE: HEALTH DEPARTMENT CAR) Comes now Verner Lane, Building Commissioner, and requests that his Department be considered in.the use of a car now being used by the Health Department. The City owned vehicle, now assigned to the Health Department, may be re- assigned to the Building Department. The Clerk of the Board was directed to make the necessary arrangements for such a transfer to the Building Department. BUILDING DEPARTMENT ( PERMISSION TO EXTEND STAY AT MEETING) Verner Lane, Building Commissioner, requested permission to extend his stay in Pittsburgh at the time of the Building Department code changes, from December 10 through December 11 to allow sufficient time to meet with representaives who will not be present before this date. CST. in the Office of the Mayor. All Board members were present. Also present were Mayor Bruggner, Police Chief Dutrieux, Captain Orson Harmon, members of the Press. COMMUNICATIONS FROM MAYOR BRUGGNER AND CHIEF DUTRIEUX The following communications were submitted by Mayor Frank J. Bruggner and Police Chief C. Charles Dutrieux. the communications were read aloud and are as follows: December 4, 1961 Attention: Mayor Frank J. Bruggner Board of Works and Safety Dear Sirs: Am requesting permission to terminate my employment with the South Bend Police Department effective February 6, 1962 at which time will have completed twenty-one years and one month of continuous service on the Department which qualifies me to receive pension based on this length of service. My association with the Honorable Mayor Frank J. Bruggner and the Board of Safety has been very fine and do have my reservations about leaving. Wish to thank each of you for your kindness and consideration. With kindest personal regards, I am, Sincerely yours, (s) J. Charles Dutrieux Chief of Police SA December 4, 1961 Gentlemen: d Chief J. Charles Dutrieux has informed me that he desires to terminate his employment in the South Bend Police_Department,.,,-ffective January 1, 1962. It is with a great deal of regret to me that we are losing the services of Chief Dutrieux. I feel that he has served the City in an examplary manner. We in the City of South"Bend will miss him. I wish him well in his new endeavor whatever it will be. Chief Dutrieux had.'recently communicated to me his desire to leave the Department. I have made a very through study with the aid of Chief Dutrieux as to possible applicants to fill the position of Police Chief. I would like to recommend to the Board of Public Works and Safety that Captain Orson E. Harman be appointed the Chief of the South Bend Police Department, effective the 1st of January, 1962. In line with this change, I desire to recommend to the Board that Lieutenant Cornelius Nicholas, the head of the Traffic Department, be promoted to Captain on the 1st of January, 1962; that Sergeant Chester J. Kolber be promoted to the rank of Lieutenant, effective January 1, 1962; that Corporal Robert Miller be promoted to the rank of Sergeant, effective January 1, 1962; and that Patrolman Don Cornelis be promoted to the rank of Corporal, effective January 1, 1962. Yours very truly, (S) Frank J. Bruggner, Mayor The Board, with regret, accepted the resignation of Chief Dutrieux, effective January 1, 1962. In accordance with Chief Dutrieux"s request, he will go on vacation until February 6, 1962 which marks the end of his terminal leave. Following the recommendation of the Mayor, the Board unanimously approved the following promotions: Captain Orson Harman was promoted to the office of Chief of Police, effective January 1, 1962. Lieutenant Cornelius Nicholas was promoted to rank of Captain in charge of Traffic Division, effective January 1, 1962. Sergeant Chester Kolber was promoted to rank of Lieutenant and will assume command of the Task Force, effective January 1, 1962. Corporal Robert Miller was promoted to rank of Sergeant and will remain in present assignment, effective January 1, 1962. Patrolman Donald Cornelis was promoted to rank of Corporal and will remain in his present assignment, effective January 1, 1962. Promotions are effective in an Acting capacity on January 1, 1962 and paygrade will be affected on February 6, 1962.
