There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.

A regular meeting of the Board of Public Safety was held on Monday,
November 131-. 1961 at 10:00 A.M. CST. All members were present. Minutes
of the last regular meeting were.read and approved. Vouchers were approved
and ordered paid to.the various suppliers.
AWARDING OF BID FIRE DEPARTMENT FIRE HOSL
After due examination, it was the decision of the Board that the bid for
fire hose be awarded as follows:
Midwest Fire & Safety Equipment Co., Inc.
1605 Prospect,
Indianapolis, Indiana
211 Bilateral All -Dacron 100% dacron d.�. fire hose
600 lb. working pressure test, coupled per specifications,
(loose construction with fabric reinforcement backing at points
of fold) 1,400 ft. $1.96 ft.
Less .12 ft. for aggregate of 2500 feet or more 1.84 ft.
1,400 ft. 12" (same as above, except for size) $1.51 ft.
Less .12 ft. for aggregate of 2500 feet or more 1.39 ft.
All prices F.O.B. South Bend, delivered as required
Bids on smaller size hose will be awarded at a later date, after samples
as requested are received and examined.
TRAFFIC ENGINEER( TRAFFIC SIGNS)
Following the recommendation of the Traffic Engineer, the following
installations were approved:
1 hr. time limit signs installed in front of 501 N. Main St.,
2 signs.
2 �rl hr. time limit signs installed on north side of 200 W. Marion
Street alongside 501 N. Main Street.
Stop Signs installed on Blaine Ave., both sides, at Vassar, making
this a 4-way Stop intersection.
ELECTRICAL DEPARTMENT( PETITION FOR STREET LIGHT)
A Petition signed by residents on Piedmont and Trent -Way Streets for a
Street Light at Piedmond and Trent Way was referred to the Electrical Department
for investigation and recommendation.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEARINGSj
Comes now Thomas Caufman, and states that he and his wife, Phyllis are
the owners of preperty located at 317 S. Kentucky Street. Repairs for
this property have been ordered and the work has not as yet been completed.
Mr. Caufman requested the Board for additional time in which to complete
this work and bring the property up to standard. He advised the Board
that a 90 day continuance would be sufficient to accomplish this work.
The Board continued this case until February 19, 1962 at which time
property should be brought up to standard, as required by Building
Department.
With reference to property located at 321 S. Kentucky Street, Mr. Grabarz
reported that Mr. Paul Swertley, attorney, had requested additional time
in which to contact heirs for this property, since these heirs reside
in California.
Hearing continued until December 18, 1961.
Mr. Grabars reported that Sophie Ttfty, owner of property located at 933
W. Washington Avenue had nbt complied with demolition orders for property.
It was also reported that St. Paul's Church may purchase this property.
It was the decision of the Board that Mr. Grabarz contact the pastor of
St. Paul's Church to ascertain whether this transaction will be completed
in the near future. If not, it was suggested that the dwelling be boarded
up.
Comes now Mrs. King, owner of property at 234 E. Sample Street to show
cause why she had not complied with the Sub -Standard Division's order
following the instructions of the Board of Public Works & Safety, that
the property in question be either demolished or brought up to standard.
Mrs. King remonstrated against such demolition order and also maintained
that the property was in good condition, and requested information as
to what conditions constituted sub -standard rating.
It was the decision of the Board that Mrs. King meet with Mr. Grabarz and
Mr. Dan Richardson on Wednesday, November 15, at the above -mentioned
property for an inspection tour. At this time the property will be
evaluated by Mr. Richardson and sub -standard conditions will be �ointed
out to Mrs. King.
Reports will be made at the meeting of the Board on November 20, 1961.
Mr. Grabarz reported that Miss Daar had failed to appear with reference
to her property at 513-15 E. Pennsylvania Avenue.
Case continued until November 20, 1961.
With reference to property located at 122 Paris Street, owned by Mr. Richtley,
whose address is listed as 24155 Deanhurst, St. Claire Shores, Michigan,
Mr. Grabarz reported that efforts to locate Mr. Rightley with a request
that he appear before the Board to show cause why demolition orders against
the property on Paris Street have been ignored had proved fruitless. Letters
sent, registered mail, return receipt requested, have been returned to
Mr. Grabarz unopened.
The Board directed Mr. Grabarz to make every effort through the Auditor's
Office to contact Mr.:�ightley and if this method fails, Mr. Grabarz was
directed to drive to the Michigan address in an effort to contact Mr. Richtley
personally. Mi-1Grtb4,rz will be reimbursed for such a trip, should it become
necessary.

Mr. Grabarz requested permission to advertise for bids to demolish dwelling on
property located at 620 Neddo Court.
Permission granted.
MEMORANDUM OF UNDERSTANDING ( GUS NITSOS Z
It is understood that Gus Nitsos, owner of real estate
located at
136-138
N. Main Street agrees
to completely renovate the sidewalk
and curb
at
his own expense and to
use the facilities of McIntyre &
Jones and
do
all things in keeping
with the requirements of the City
of South
Bend.
He waives all damages
against the City of South Bend in
reference
to said
curb and sidewalk.
The City agrees that one parking meter will be removed between 136-138
N. Main Street and said alley and one space will be a loading zone.
The meter to be removed shall be one that is acceptable to the Traffic
Engineer.

TRAFFIC ENGINEER REPORT( GUS NITSOS - PARKING METER)
Lid Comes now Clem Hazinski, Traffic Engineer and reports that the first
parking meter south of Colfax Avenue on Main Street shall be removed
and said space shall be used for a loading zone for the hotel located
at 136-138 N. Main Street.
FIRE DEPARTMENT ( APPLICATION)
An application for the Fire gepartment from Edward Francis Voorde, Jr.
was accepted by the Board and ordered placed on file.
STREET LIGHT OUTAGE REPORTS
Street Light Outage Reports were accepted and ordered placed on file.
There being no further business to come before the Board, the meeting
was adjourned at 10:45 A.M.
