A11 members were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. OPENING OF BIDS ( FIRE DEPARTMENT - FIRE HOSE) The time now being after 10:00 A.M. it was so announced and bids were opened and read aloud for Fire Hose for the Fire Department. Proofs of Publication from The Record with affidavit signed by Kathleen Sweitzer and The South Bend Tribune with affidavit signed by Robert DeLbng were read and found sufficient. ELECTRICAL DEPARTMENT ( STREET LIGHT) A petition for a street light at 1026 N': College at Alley was referred to the Electrical Department for investigation and report. The petition was signed by David J. Horning and others. SPECIAL POLICE BONDS Special Police Bonds for Andrew J. Konya and Joseph Pyclik, employees of the Torrington Company were approved and ordered placed on file. BUILDING DEPARTMENT REPORT A report for the month of October from the Building Department was accepted and ordered placed on file. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. BUILDING DEPARTMENT - SUB -STANDARD DIVISION HEARINGS Comes now William Morris with reference to a dwelling at 309 E. Paris Strut. Said dwelling has not been brought up to standard within the time allotted. Mr. Morris stated that this property has been sold to Mr. Foster on Land Contract. Mr. Morris also stated that everything on the interior of the dwelling will be completed by January 15, 1962 and the e4terior will be completed at a later date. After hearing Mr. Morris who requested a continuance of this hearing, the Board granted a continuance until April 9, 1962 at which time this dwelling must be brought up to standard. With reference to property at 1705 Robinson Street, Mr. J. I4r. Rothkopf of Acme Realty Company appealed a demolition order for property located at above address and requested a 30 day continuance. The Board granted said request and continued this hearing until December 18, 1961, at which time property must be brought upr.to standard. Cbmes now Miss Daar with reference to property at 513-15 E. Pennsylvania Avenue to show cause why this property has not been brought up to standard. Miss Daar requested additional time in order to locate a contractor. Board granted extension until November 13, 1961. Mr. Grabarz was requested to assist Miss Daar to locate a contractor to do this work. _BUILDING DEPARTMENT - ATTEND MEETING Verner Lane, Building Commissioner appeared before the Board to request permission for himself and John Grabarz, Director of Sub -Standard Division of the Building Department to attend a meeting in Pittsburgh, Pennsylvania on December 8 to loth, 1961 for the purpose of code changes of the Building Code. Permission given for such a trip, after the Board was assured there was sufficient funds for such a purpose. 1 "`O` BUILDING DEPARTMENT - SUB -STANDARD DIVISION ( HEARINGS Comes now Thomas Caufman, and states that he and his wife, Phyllis are the owners of property located at 317 S. Kentucky Street. Repairs for this property have been ordered and the work has not as yet been completed. Mr. Caufman requested the Board for additional time in which to complete this work and bring the property up to standard. He advised the Board that a 90 day continuance would be sufficient to accomplish this work. The Board continued this case until February 19, 1962 at which time property should be brought up to standard, as required by Building Department. With reference to property located at 321 S. Kentucky greet, Mr. Grabarz reported that Mr. PaiU Swertleyt attorney, had requested additional time In which to contact heirs for this property, since these heirs reside in California. Hearing continued until December 18, 1961. Mr. Grabars reported that Sophie T6fty, owner of property located at 933 W. Washington Avenue had nbt complied with demolition orders for property. It was also reported that St. Paul's Church may purchase this property. It was the decision of the Board that Mr. Grabarz contact the pastor of St. Paul's Church to ascertain whether this transaction will be completed in the near future. If not, it was suggested that the dwelling be boarded up. Comes now Mrs. King, owner of property at 234 E. Sample Street to show cause why she had not complied with the Sub -Standard Division's order following the instructions of the Board of Public Works & Safety, that the property in question be either demolished or brought up to standard. Mrs. King remonstrated against such demolition order and also maintained that the property was in good condition, and requested information as to what conditions constituted sub -standard rating. It was the decision of the Board that Mrs. King meet with Mr. Grabarz and Mr. Dan Richardson on Wednesday, November 15, at the above -mentioned property for an inspection tour. At this time the property will be evaluated by Mr. Richardson and sub -standard conditions will be �ointed out to Mrs. King. Reports will be made at the meeting of the Board on November 20, 1961. Mr. Grabarz reported that Miss Daar had failed to appear with reference to her property at 513-15 E. Pennsylvania Avenue. Case continued until November 20, 1961. With reference to property located at 122 Paris Street, owned by Mr. Richtley, whose address is listed as 24155 Deanhurst, St. Claire Shores, Michigan, Mr. Grabarz reported that efforts to locate Mr. Rightley with a request that he appear before the Board to show cause why demolition orders against the property on Paris Street have been ignored had proved fruitless. Letters sent, registered mail, return receipt requested, have been returned to Mr. Grabarz unopened. The Board directed Mr. Grabarz to make every effort through the Auditor's Office to contact Mr.,kightley and if this method fails, Mr. Grabarz was directed to drive to the Michigan address in an effort to contact Mr. Richtley personally. AWARDING OF BID ( FIRE DEPARTMENT FIRE HOSE After due examination, it was the decision of the Board that the bid for fire hose be awarded as follows: Midwest Fire & Safety Equipment Co., Inc. 1605 Prospect, Indianapolis, Indiana 2' Bilateral All -Dacron 100% dacron d.�I. fire hose 600 lb. working pressure test, coupled per specifications, (loose construction with fabric reinforcement backing at points of fold) 1,400 ft. $1.96 ft. Less .12 ft. for aggregate of 2500 feet or more 1.84 ft. 1,400 ft. 12" (same as above, except for size) $1.51 ft. Less .12 ft. for aggregate of 2500 feet or more 1.39 ft. All prices F.O.B. South Bend, delivered as required Bids on smaller size hose will be awarded at a later date, after samples as requested are received and examined. TRAFFIC ENGINEER_( TRAFFIC SIGNS) Following the recommendation of the Traffic Engineer, the following installations were approved: 1 hr. time limit signs installed in front of 501 N. Main St., 2 signs. 2 1:1 hr. time limit signs installed on north side of 200 W. Marion Street alongside 501 N. Main Street. Stop Signs installed on Blaine Ave., both sides, at Vassar, making this a 4-way Stop intersection. ELECTRICAL DEPARTMENTJ PETITION FOR STREET LIGHT) A Petition signed by residents on Piedmont and Trent -Way Streets for a Street Light at Piedmond and Trent Way was referred to the Electrical Department for investigation and recommendation.
