HomeMy WebLinkAbout09/25/61 Board of Public Works MinutesSeptember 25, 1961 A regular meeting of the Board of Public Safety was held on Monday, September 25, 1961 at 10:00 A.M. DST. Messrs R. S. Andrysiak and Edwin L. Davies were present. Minutes of the last regular meeting were read and approved. Vouchers were approved and ordered paid to the various suppliers. BUILDING DEPARTMENT (SUB -STANDARD DIVISION) HEARINGS Comes now Mr. Gustole with reference to property he owns at 917 E. Wayne Street with a letter from his insurance company concerning ruling on boarding up this vacant dwelling. According to the insurance company's letter, if the building is boarded up it cannot be covered :by insurance. In view of this ruling, it was the decision of the Board that the broken windows and doors be covered with heavy wire or window replacements in a manner to keep vandals from occupying premises. The Board abso directed that all effort be made to protect from careless or intended fires; and that repairs be started within 60 days from this date and that repairs be completed on or before January 1, 1962. The Board also ruled that Mr. Gustole comply with code and ordinances in such repair. Comes now Mrs. King, owner of property located at 234 E. Sample.Street to show cause why property that has been condemned has not been brought up to standard. Mrs. King advised that there are three prospective -buyers for this property. Mr. Grabarz and Battalion Chief Downes advised the Board that this house is filled with junk and is a fire hazard and that Mrs. King has made no effort to correct this condition. After hearing all parties concerned, the Board continued this case for one month to allow sufficient time for Mrs. King to dispose of property or correct the present conditions; arid, at the end of this month,the Board will determine if this structure shall be demolished if Mrs. King has not disposed of this property. Mrs. King was further advised to remove debris prior to the next hearing on this so that, should the Board determine that said property shall be demolished, no additional time will be required for such removal. Mr. Grabarz presented a progress report on property located at 714 E. LaSalle Avenue. This property has been sold, and the new owner has secured a permit to demolish building. Mr. Grabarz also reported that with reference to property at 417 St. Vincent Street, that he has not,been able to contact the owner at this date. The owner of property at 830 Rush Street, ordered to appear on this date, did not appear as ordered. Case continued. The owner of property located at 502 S. 29th Street did not appear on this date as ordered. House is to be brought up to standard, according to the information that Mr. Grabarz has received as of this date. TRAFFIC ENGINEER ( TRAFFIC SIGNS) The Board, following the recommendation of the Traffic Engineer, approved the installation of the following: Stop sign installed on Taylor St., southeast corner, at Washington Stop signs on High Street, both sides, at Woodside Street. r►o Iot r Par;kiflg 6, azm: to* p m..signs, (2) ! insta,.11ed at 121 S. Stop Signs installed on Dubail at Marietta Street, making this a 4-way Stop intersection. 1 1 1 TRAFFIC ENGINEER ( REPORTS At the direction of the Board, a study was made of the intersection of .Marietta and Dubail for the need of traffic control (stop signs) at this intersection. As a result of these studies, stop signs have been recommended and have been approved as of this date. With reference to traffic control on Miami Street in the vicinity of Donmoyert a recommendation has been made to the Police Department to enforce speed limit regulations: TRAFFIC ENGINEER RESOLUTION TRAFFIC SURVEY)_ A Resolution granting permission for personnel of the Parking Survey Consultants to affix to motor vehicles questionnaires to be filled out by motor vehicle operators and returned to the Parking Survey Consultants was approved by the Board. Said Resolution was ordered placed on file. FIRE DEPARTMENT - FIRE STATION NO. 13 (CHANGE -ORDERS) The following Change Orders for Fire Station No. 13 were approved by the Board: Harry H. Verkler Contractor, Inc. 645 N. Wilber St. South Bend, Ind. For the furnishing of additional Over -head Door outside switch $55.00 Brehmer Electric Company 502 E. LaSalle Ave. South Bend, Ind. For the furnishing and installation of TV antenna conduit $40.00 Edward J_hite. Inc. 1011 S. Michigan St. South Bend, Ind. For the addition of Domestic Hot Water Heater $210.00 FIRE DEPARTMENT ( PERMISSION TO ATTEND QRILL -SCkML) The Fire Chief requested permission to send two shifts, consisting of Approximately 30 men, to Chicago to attend a Drill School for reference to the Snorkel training on October 2 and October 3. The men will be sent on their day off of duty and the only expense will be for meals for the men. Permission granted, provided there is sufficient money in the budget for the expense of this trip. FIRE DEPARTMENT APPOINTMENT Having met all the requirements of the Fire Department and the Firemen's Pension Fund, and following the recommendation of the Fire Department and the Pension Board, Mr. Michael J. Wegenka was appointed as a member of the Fire Department. Mr. Wegenka will be assigned to the Electrical Department. This appointment will become effective on October 1, 1961 TRAFFIC ENGINEER REPORT ( SOUTH SHORE RAILROAD -INDUSTRIAL INDUSTRIAL PARK PROTECTION Clem Hazinski, Tiaffic Engineer, presented a letter from the Chicago South Shore and South Bend Railroad with reference to the suggestion protection for the spur line installed at Bendix Drive. The letter states that the railroad does not contemplate using this crossing more than once a day and that during daylight hours. They agree to install flasher type signals together with a bell to be operated manually together with a train service man to protect the crossing while in use. Should this be inadequate they will be happy, at the traffic engineer's recommendation, to install short arm gate: -_____ -" This was approved by the Board and the letter ordered placed on file. 1860 POLICE DEPARTMENT APPLICATION Innapplication from Allen Ray Kite for the Police Department was accepted and ordered placed on file. ELECTRICAL DEPARTMENT-1—PETITION FOR STREET LIGHT A Petition from the residents in the area of Edison Ave:',- 500 and 600 blocks - requests the installation of an electric light on Edison Avenue between Huron and Ford Streets. The Petition was referred to the Electrical Department for investigation and recommendation. _WEIGHTS & MEASURES REPORT A Report for the month of August was submitted by the Weights & Measures Department, accepted and ordered placed on file. STREET LIGHT OUTAGE REPORTS Street Light Outage Reports were accepted and ordered placed on file. TRAFFIC ENGINEER REQUEST TO ATTEND MEETING Clem Hazinski, Traffic Engineer requested permission to attend a Traffic Engineering Indiana Meeting in Indianapolis on September 289 1961. The Board, having been advised that there is sufficient funds in the budget for such a trip, approved the request. POLICE DEPARTMENT APPOINTMENT Edward P. Gassensmith, having fulfilled all requirements for the Police Department and the Police Pension Fund is hereby appointed as a member of the South Bend Police Department, effective September 28, 1961.
