September 13, 1961
A regular meeting of the Board of Public.Safety was held on Wednesday,
September 133, 1961 at 10:00 A.M. DST. Messrs. Irving J. Smith and
R.-Si,�,Andrys�ak were present. Minutes of the last regular meeting were
read and approved Vouchers were approved and ordered paid to the various
suppliers.

RE: ODUNCILMAN LEHMEN'S REQUESTS
Following is a progress report on requests of Councilman Lehman made at
the meeting of September 5, 1961:
1. Clem Hazinski, Traffic Engineer reported that it was his recommendation
that a stop sign be installed on Hoke and Donald Streets. Studies on
the other intersections are incomplete at this time. These streets under
investigation are Marietta and Ddba l-and Miami and Donmoyer intersections.
The Board approves the installation of the stop sign on Hoke and Donald.
2. A report from Sgt. Krupa, Board of Health, regarding the dust condition
on S. Main Street caused by a trucking company stated that, after investigation,
the Short Line Express Company was aware of the condition and is in the
process of having the Portage Oil Company take care of situation.
Sgt..Krupa was directed to continue investigation until matter was completed.
3. A letter from Mr. Grabarz of the Sub -Standard Division of the Building
Department to Margaret Landis, regarding a house located at 2205 S.
Ironwood Drive, was forwarded to the Board. The owner of this dwelling
was ordered to havd structure demolished within 30 days from date of
letter, which is September 59 1961. Copy of the letter was also forwarded
to Councilman Lehman.
4. The request for a stricter enforcement program of a "Yield" sigh at
Springbrook and Woodmont Drives was referred to the Police Traffic Dept.
through the Police Chief. This matter was to receive immediate attention.
TRAFFIC ENGINEER ( TRAFFIC SIGNS)
The following installations were approved by the Board:
Stop Signs installed on St. Vincent St., both sides, at Burns Street.
Stop Signs installed on Hoke Street, both sides, at Donald St.
Stop Signs installed on Vine Street, both sides, at 32nd St.
2 Hr. sign limit signs removed from 734 E. Broadway
No Angle Parking signs (6) installed on south side of 1900 block of E.Northside
Blvd.
112 Hour Parking 6 A.M. to 6 P.M." signs installed in front of 3300 W.
Sample Street on south side of Street.
TRAFFIC ENGINEER ( RE: SOUTH SHORE RAILROAD SPUR INDUSTRIAL PARK AREA
The Traffic Engineer presented a letter to the Board which was sent to the
General Superintendent of the Chicago, South Shore & South Bend Railroad
regarding the railroad spur at the Industrial Park area. Mr. Hazinski
reported that he had not as yet received a reply to the letter. He was
directed to continue his investigation of this matter.
TRAFFIC ENGINEER ( REPORT ON HOUSE MOVE)
Mr. Clem Hazinski, Traffic Engineer presented a report to the Board regarding
a house move from 2605 S. Main St. to Dice Street in Gilmer Park. Mr.
Hazinski had been requested by the Board to meet with Mr. Mitschelen, house mover.
Mr. Hazinski reported that all arrangements had been made and permission
to move house granted for Sept. 139 1961. The Board had previously
granted permission, provided all conditions were met for such a move.
ELECTRICAL DEPARTMENT (PETITIONS FOR STREET LIGHTS) The following petitions for street lights were referred to the Electrical
Department for investigation and recommendations a
1. Street lights (2) at William and Calvert to Dubail.
2. Street.. -tight Cleveland from Lincolnway West to LaPorte Avenue.
POLICE DEPARTMENT ( RE: OFFICER D. NIEDBALSKI) '
The Board wishes the record to show that this Board wishes to commend Officer
David Niedbalski of the Police Department for his splendid work in connection
with an accident which occurred on September 10, 1961 when a young boy was
seriously cut by a plate glass window. Officer°Niedbalski's quick action in
stopping bleeding undoubtedly saved the boy's life. The Board also commented
the Chief of Police upon the splendid work of the Department in this instance
and the secretary was directed to direct a letter to Officer Niedbalski
conveying its congratulations.
BUILDING DEPARTMENT ( HEARINGS - SUB -STANDARD DIVISION)
The following hearings were held and the following actions taken by the
Board:
A progress report on property located at 116 S. Walnut was given by Mrs.
Bunyon who stated that she is complying with order to repair dwelling, but
requested additional time to complete repairs. Case continued for 60 days
or until November 20, 1961.
With reference to property located at 232 E. Sample Street, Bernard
Donohue being the interested party, hearing was continued until October
2, 1961 at which time a report will be given.
Hearing on property located at 518 33rd Street was continued until
October 309 1961. Mrs. Kelly is the owner of this property.
An order to demolish a house located at 714 E. LaSalle Avenue, owned and
occupied by Mrs. Franchini was granted an extension to September 25,
1961. Mrs. Franchini is directed to move by this date and Mrs. Grabarz
and Battalion Chief Downes to move the occupants out of this dwelling
if they are not out by September 25, 1961.
Mr. Grabarz reported that Mrs. Jaworski of 612 S. Jackson Street was
requested to appear before the Board on this date. Since she failed
to appear, Mr. Grabarz was directed to send another letter to her.
Case continued until October 2, 1961.
Mr. Grabarz reported on a letter received from Attorney James Keating
�Iq concerning property located at 106 N. Niles Avenue. Mr. Grabarz requested
permission to demolish this structure. Permission granted to advertise
or bids for demolition.
SPECIAL POLICE BOND
Special Police Bond for Harry Swartz was approved and ordered placed on
file.
AUXILIARY SCHOOL PATROL ( APPLICATIONS).
Applications for Auxiliary Police were accepted from Patricia Ann Johnson
and Harriett T. P'alicki andc-ordered placed on file.
ELECTRICAL DEPARTMENT ( STREET LIGHT OUTAGE REPORTS)
Street Light Outage Reports were accepted and ordered placedcon'£ile.
BUILDING DEPARTMENT ( BUILDING CODE)
A copy of the new Building Code for the City of South Bend was accepted
and ordered placed on file.
There being no further business to come before the Board, the meeting was
adjourned at 10:45 A.M.
