A regular meeting of the Board of Public Safety was held on Monday, July 31,
1961 at 10:00 A.M. DST. All members were present. Minutes of the last
regular meeting were read and approved. Vouchers were approved and ordered
paid to the various suppliers.
BUILDING DEPARTMENT (SUB -STANDARD DIVISION HEARINGS)
Comes now John Grabarz, Director of the Sub -Standard Division of the Building
Department and advises the Board that notices had been sent to the Department
of Pgblic Welfare and also the National Bank of Mishawaka as Trustee of the
Augusta Walker Estate with reference to the property located at 523 N.
St. Joseph Street.
Appearing as lien holder for the property was Mr. Toll of the St. Joseph
County Department of Public Welfare and his attorney, Donald Patrick.
It appearing to the Board that this building has not been brought up to
standard, the Building Department is directed to advertise for bids for the
demolition of this property.
Comes now Mr. and Mrs. Belie with reference to property located at.1619
S. Arnold Street, to show cause why orders from the Sub -Standard Division
of the Building Department had not been carried out.
After hearing Mr. and Mrs. Belie, it was understood that the structures
have been dismantled and that the property will be cleaned up by August 14.
It was the suggestion of the Board that the property be inspected by
August 11 and report made concerning conditions of the premises.
With reference to property located at 1219 Grace Street, although the
Department has been given permission to demolish the structure and advertise
for bids for this purpose, since the owner has contacted the Sub -Standard
Division concerning this property, permission has been granted to postpone
said demolition for the time being.
A progress report on property located at 2509 Longley indicates that little
work has been done to bring this property up to standard.
Mr. Grabarz was directed to advertise for bids for demolition after notifying
owner via letter -sent registered mail of this intention.
BUILDING DEPARTMENT REPORT (BLENKE BROS. REALTY COMPANY, INC (QUICK WASH LAUNDRY)
Comes now Verner Lane, Building Department Commissioner, and reports that
a recent investigation revealed that Blenke Bros. Realty Company, Inc. had
installed a large dry well on their property at 4033 S. Michigan Street and
that daid dry well continually overflows and that the excavation for the dry
well has never been back -filled.
Mr. Lane informed the Board that this condition exists as a detriment to
the health and safety of the general public and it was his recommendation
that the Quick Wash Laundry which is the establishment located at the above
address and which is responsible for the above conditions should be immediately
closed and remain closed until such time as the city sewer system shall have
been installed.
After due deliberation, it was the decision of the Board that the recommendation
of Mr. Lane be followed and the 'Quick Wash Laundry be ordered closed immediately.
Also that the excavation in the vicinity be immediately filled.
_CIVIL DEFENSE MiANES
Minutes of a meetingof the C}vil Defense Advisory Council held on July 12,
1961 were accepted y the Board and ordered placed on file.

TRAFFIC ENGINEER REPORT (STOP SIGN HUEY & BULLA)
Clem Hazinski, Traffic Engineer submitted a report concerning the petition
filed with the Board for a stop sign installed at Bulla and one at Huey
Street.
Mr. Hazinski reported that after a study of the conditions in the areas
it was his recommendation that such signs be installed and also that a
Watch for Children sign be installed.
Following the recommendation of the Traffic Engineer, such installations
are approved by the Board.
TRAFFIC ENGINEER (TRAFFIC SIGNS INSTALLATIONS).
Following the recommendation of the Traffic Engineer, the following traffic
sign installations are approved:
Yield Right of Way signs installed on Ostemo Place, both sides, at Iroquois
Yield Right of Way signs installed on Kettering, both sides, at
Gordon Circle
Stop Sign installed on Marquette, southwest corner, at Lafayette
Stop sign installed on Parkovash, both sides, at Lafayette
Stop signs installed on Tonti, northeast corner, at Lafayette
Stop sign installed on Ostemo, southwest corner, at Lafayette
Stop,sign installe+d.on Wakewa, southwest corner, at Lafayette
"12 Minute Parking At This Meter - No Parking 3 P.M. to 6 P.M." signs
installed on meters #19 .and 21 on north side of 100 N. Main St. (these
are first two tasters east of Main Street.)
ELEC RICAL DEPARTMENT ( STREET LIGHTS)
Following the recommendation of the Electrical Deppartment, the following
street light installations were approved:
1 - 2500 lumen street- light at the rear of 620 Ohio St.
1 - 2500 lumen light at 1220 W. Thomas Street.
STREET LIGHT OUTAGE REPORT
Street Light Outage Reports were accepted and ordered placed on file.
POLICE DEPARTMENT MONTHLY REPORT
The Police Department Report for the month of June, 1961 was accepted and
ordered placed on file.
POLICE AUXILIARY SCHOOL PATROL APPLICATION
An application for Police Auxiliary School Patrol from Virginia Mae Martin
was accepted and ordered placed on file.
FIRE DEPARTMENT (APPLICATION)
An application for the Fire Department
and ordered placed on file.
from Donald Griffin Monroe was accepted
TRAFFIC ENGINEER DIRECTIVE
The Traffic Engineer was directed to investigate Corby Street, beginning
at the 1400 Block for traffic control signs. Residents of this area have
complained to the Board that traffic is heavy and speed is excessive.
There being no further business to come before the Board, the meeting was
ad3ourned at 10:45 A.M.
