July 17, 1961
A regular meeting of the Board of,Public Safety was held on Monday, July 17,
1961 at lO;OO A.M. DST. All members were present. Minutes of the last regular
meeting were read and approved. Vouchers were approved and ordered paid to
the various suppliers,•
RE; FIRE STATION NO. 13 SIGNING OF CONTRACrS
Contracts from Harry Verkler Construction Co., Brehmer Electric,Co., Edward J.
White, awarded on July 3, 1961 were signed this date by the Board.
REs FIRE STATION NO. 2 (HARRY H. VERKLER CmTRACrm INC. DOCUMENTS)
The following documents from Harry H. Verkler Contractor, Inc. were accepted
by the Board and ordered placed on file;
J. Twenty year roof Guarantee Bond
2. Completed Waiver of Lien
3. Contractor's one year guarantee against faulty materials
and Workmanship.
4. South Bend Building Department Certificate of Occupancy.
5. Ddplicate copy of Board of Pqblic Works & Safety Purchase
Order #BW26542
6. Completed €e6 ty of South Bend Claim Form, in triplicate.
TRAFFIC ENGINEER ( REPORT -REQUEST FOR STOP SIGN LIBERTY & DUNHAM STREETS)
Comes now Clem Hazinski, Traffic Engineer,and submits a report with reference
to a request from Mrs. Bernard Kielton for a four-way stop at Liberty and
Dunham Streets.
Mr. Hazinski reports that studies made at this location indicate that insufficient
warrants exist for such an installation. However, because of vehicular
movement as pertine to the numerous children there, signs warning of
children will be installed along with speed limit signs.
Also, information with reference to speeders and "hot rods" has been turned
over to the Police Traffic Division for enforcement.
TRAFFIC ENGINEER (TRAFFIC SIGNS)
The following installations of traffic signs were approved by the Board:
1. Stop gigns installed on Humboldt, both sides at Cleveland Ave.
2. Yield Right -of -Way sign on Cleveland Avenue, southeast corner
at Diamond Avenue
3. StQp Sign installed on Viking Drive, southwest corner, at
Riverside Drive.
TRAFFIC ENGINEER (PETITION FOR STOP STREET)
A petition to make Huey Street a Stop Street at the intersection of Bulla
and Huey Streets was referred to the i!raffic Engineer for investigation and
report.
ELECTRICAL DEPARTMENT PETITION FOR STREET LIGHT
A petition for a street light in Mayflower Manor and 1220 W. Thomas Street was
referred to Nick Horvath, Superviser of the Electrical Department for investiga-
tion and recommendation.

ELEgftICAL INSPECTION DEPARTMENT (RE: FIRE STATION NO. 13)
A letter was directed to Brehmer Electric Company with reference to electrical
applisnees added to Fire Station No. 13 kitchen facilities that would require
changes in the electrical wiring installation in order to comply with the
City Code. This information was received by the Electrical Inspection
.Department.
The letter requested Brehmer Electric Company to comply with the requests of
the Electrical Inspection Department and if such compliance results in a
deduction or addition to -the contract, the Board will comply.
FIRE DEPARTMENT (APPOINTMENT)
It was the decision of.the Board, following the recommendation of the
Firemen's Pension Fund President, that the application of Daniel Plencner
as a member of the Fire Department be accepted by the Pension Fund and that
said Daniel Plencner, having met all requirements necessary to serve as a
member of the South Bend Fire Department, be appointed to said Department,
effective July 18, 1961.

The following application was accepted for the Fire Department and ordered
placed on file: Bobby Joe Graham.
POLICE DEPARTMENT(APPLICATION)
The following -application for the Police Department was accepted and ordered
placed on file: Frederick Edward Goller, Jr.
STREET LIGHT OUTAGE REPORT
A Street Light'Outage Report was accepted and ordered placed on file.
CIVIL DEFENSE (VACATION)
Lt. Carroll Parfitt, Executive Director of the Department of Civil Defense
submitted a report to the Board advising that he will be on vacation from
July 179 1961 to August 69 19619 inclusive. During this period, Capt. O.E.
Harman and Sgt. Woodrow McDaniel will be on an emergency standby basis.
BUILDING DEPARTMENT ( SUB -STANDARD DIVISION) HEARINGS
Comes now Mr. John Grabarz with the following hearings on sub -standard
dwellings:
Mr. Anderson of the firm of Anderson & Wattles, appeared before the Board
in reference to a home at 714 E. LaSalle Avenue. The owner is given 45 days
to.Vacate the premises.
With reference to property located,at 1008-1010 W. Washington Avenue, the
house will be condemned and the Building Department is authorized to
take bids for said demolition.
With reference to property located at 2509 Longley Avenue, the owner, Mr.
Wallace Mitchell, failing to appear at the Board Meeting, the Building
Department is directed to do all things necessary for condemnation pro-
cedures and to report back to the Board at the next regular meeting.
With reference to property located at 418 Cottage Grove Avenue, owner John
M. Frank, property being cared for by Albert Frank, this case was referred
back to Mr. Grabarz for further Investigation.
The case of property located at 1219 Grace Streeti. owned by Joseph Miliakski,
was brought to the.attention of the Board. Condemnation is ordered and
the Building Department authorized to advertise for bids for said demolition.
There being no further business to come before the Board, the meeting was
adjourned at 10.45 A.M.
