A regular meeting of the Board of Public Safety was held on Monday,
May 299 1961 at 10:00 A.M. DST. Messrs. Irving J. Smjth;and R. S..
Andrysiak were present. Minutes of the last regular meeting were
r.ead':apdJ..approved. Vouchers were approved.and ordered paid to the
various suppliers.
BUILDING DEPARTMENT - SUB -STANDARD DIVISION
Comes now Rev. Bowles representing Mrs. Annie Phillips owner of property
known as 318 S. Iowa Street. Mrs. Phillips was also present. Mrs.
Phillips had been given one year in which to remodel property to bring
up to standard. To date no action has been taken, according to John
Grabarz of the Sub -Standard Division of the Building Department.
It was the decision of the Board, after.hearing Rev. Bowles and Mrs.
Phillips and Mr. Grabarz concerning this property, that.the case be
continuedforthree months. By August 28, 1961 hearing will be held
at which time the above property will be considered and ruling made by
the Board on disposition of same.
Comes now Elias Portman, 1010 W. Washington Avenue with reference to
this property which consists of nine apartments, three of which are
on the third floor.
The Electrical Inspection Department has issued order that wiring be
changed, and a repair order has also been issued. According to Mr.
Grabarz there was an understanding between Mr. Portman and Mr. Grabarz
that -repairs would be started and proceed as rapidly as possible, with
the most hazardous conditions corrected first. The order was also given
that house be vacated. These orders have not been complied with.
After hearing Mr. Portman and Mr. Grabarz, it was the decision of the
Board that this hearing be continued until June 26, 1961. Also, it was
the decision of the Board that the third floor be vacated by June 5, 1961,
and the entire house be vacated by four weeks from today's date. Mr.
Portman will also be given two months to determine whether to demolish
or repair and carry out said order.
With reference to the property at 513-518 E. Pennsylvania Avenue owned
by Miss Pearl Daar, hearing was held on this case to determine what
progress had been made.
Miss Daar stated that she could not make arrangements with a contractor
to repair the dwellings. After hearing Miss Daar, it was the decision
of the Board that she meet with Mr. Grabarz after the meeting of this
date and.that Mr. Grabarz assist her to contact a contractor by submitting
names -of contractors for her to choose from and to make a decision within
a week from this date.
After contractor is decided upon, work shall start on such repairs as
are needed to bring property up to standard within a reasonable time after
such hiring of a contractor. If work is not started within two months,
dwellings will be torn down. If Miss Daar is of the opinion that this
decision would be unfair she has the right to appeal.
With reference to the property located at 2509 Longley owned by Mr.
Mitchell and, according to Mr. Mitchell, also partially owned by Mr.
Radlauer, Mr. Grabarz appeared before the board with a signed statement
from Mr. Radlauer stating that he has no interest in the property.
Therefore, it was the decision of the Board to proceed with demolition.
With reference to the Syson Estate at 1021 Talbott Street, it was the
decision of the Board to proceed with demolition.
With reference to property located at 122 E. Paris Street, it was the
decision of the Board to proceed with demolition.
ELECTRICAL DEPARTMENT (PETITION FOR STREET LIGHT)
A petition for the installatim of a street light in the 2600 block of
Monroe Street between Meade and Kaley Streets was referred to the
Electrical Department for investigation and recommendation.
TRAFFIC ENGINEER (M. B. SKINNER CO)
A request from M. B. Skinner Co. requesting that the curb in front of
their plant be painted yellow and a two-hour parking sign again installed
in their parkway was turned over to the Traffic Engineer for investigation.
FIRE DEPARTMENT PROMOTION (WM. DOWNES)
It was the decision of the Board of Public Works & Safety that Captain
William Downes, of the Fire Department, be promoted to the rank of
Battalion Chief, effective 'June 1, 1961.
SPECIAL POLICE BOND
A Bond for R06cial Police officer for Maria VanKirk was approved and
ordered placed on file.
APPLICATION - SUXILIARY SCHOOL PATROL
An application from Annie Catherine Howell for Police Auxiliary School
Patrol was accepted and ordered placed on file.
_STREET LIGHT OUTAGE REPORT
Street Light Outage Report was accepted and ordered placed on filer
There being no further business to come before the Board, the meeting
was adjourned at 11:00 A.M.
